WORK EXPERIENCE:
GAS LEAK SURVEY SPECIALIST - Southern Cross Inc., Clinton, MD - May 2014-
July 2014
Mr. Parrish preformed daily natural Gas Leak Inspections on Washington Gas
Company facilities. Walking Leak Survey with Flame Ionization Unit and
confirmed leaks with Combustible Gas Indicator and report any leaks
accordingly. Also performing the following duties, Check every dwelling and
structure on every street that has a gas main for leaks, Check for the need
of a meter barrier, Check for atmospheric corrosion on service riser, Check
for buried meters, Check gas main for leaks and pinpoints the origin of the
leak, Check for blocked vents, Report all findings and checked all
apertures, Date and color-code each street gas facility surveyed on maps.
CO - DIRECTOR and FACILITY MANAGER - Kiddie Kastle Fun Care, Windsor Mill,
MD - June 2011 - Present
Mr. Parrish ensured the safe and caring management of all the children
entrusted to the day care facility. Hiring compassionate, trained and high
caliber staff, monitoring the children in the daycare, setting schedules
and lesson plans for the daycare, meeting with parents and keeping all
parents informed of policies and procedures at the center. Ensure that all
safety, fire and educational regulations and requirements are met to
maintain the license of the daycare facility. Ensuring the correct number
of staff at the center based on the number of children, providing the
appropriate types of foods and food choices, and having appropriate and
safe activity completed all reports to the local or state licensing boards,
keep business licenses current, and ensure that all staff have a criminal
background check and are appropriately training in first aide and other
certifications as required by law. Completed initial interviews with new
parents, sets fees, invoices parents and collects all monthly or weekly
invoices as required.
Environmental PROTECTION SPECIALIST - district Department of the
ENVIRONMENT (FORMERLY DC DEPARTMENT OF HEALTH ENVIRONMENTAL HEALTH

Mr. Parrish serves as a senior inspector, conducting asbestos inspections
assuming responsibility for the more difficult asbestos projects
additionally assuring proper work practices are being adhered to by
contractors and determining compliance with District of Columbia and
Federal regulations. Mr. Parrish assists in planning drafting regulations,
implementing sampling and investigations program pertaining to asbestos
abatement. Mr. Parrish conducted surveys and evaluates findings to
determine the existence and extent of environmental hazards. Mr. Parrish
conducts and leads in all investigations for the purpose of bringing civil
and criminal charges for illegal asbestos abatement and disposal practices,
also preparing technical testimony and defending the District's position
cases under litigation. Mr. Parrish also prepared all pertinent reports and
maintained the inspection and infraction database. In addition to his
asbestos duties Mr. Parrish performs investigations due to complaints of
Title V emissions, Dry Cleaners, fugitive dust, odor and engine idling. Mr.
Parrish reviews NESHAP applications and prepares asbestos abatement
permits. Mr. Parrish has represented the DC Government in several community
meetings involving environmental health concerns. Mr. Parrish has been a
main presenter in several government workshops. Mr. Parrish is also is
responsible day to day asbestos program operations, preparing & submitting
all asbestos permit fee's and documentation to the chief financial officer
and for training new staff members. Mr. Parrish is also an Emergency
Liaison Officer for the agency and was recently activated for the 56th
Presidential Inauguration.
SAFETY COORDINATOR - IT Corporation, Alexandria, VA, Washington, DC,
January 2001- August 2002
Mr. Parrish conducted comprehensive safety/ health inspections, accident
investigations in industry and construction. Mr. Parrish sampled for toxic
chemicals, vapors and airborne contaminants. Mr. Parrish conducted daily
tailgate safety meetings, worker and safety orientations and job safety
analysis, monitored workers vitals signs, respirator fit testing, ensured
proper donning and doffing of PPE. Mr. Parrish enforced OSHA, EPA, NGPSA
and USACE EM 385 1-1 safety regulations on projects in Mr. Parrish
implemented safety procedures during underground gas pipeline installation
at the Washing Navy Yard and PEPCO oil pipeline rupture at chalk point.
Mr. Parrish also served as site safety & health officer on two anthrax
emergency response projects ((Brentwood postal facility) and (hart senate
office building), where he was responsible for field implementation of the
site - specific health & safety plan for decontamination and chlorine
dioxide fumigation of the Hart Senate building and Brentwood Postal
facility.
CONSTRUCTION QA/QC COORDINATOR - IT Corporation, Alexandria, VA, January
1999 - January 2001
Mr. Parrish was responsible for the District of
Columbia Public Schools' asbestos abatement project. Mr. Parrish provides
oversight of all subcontractors ensuring that project activities complied
with contract requirements, including applicable specifications, plans,
procedures, instructions, drawings, AHERA, NESHAPS, OSHA, EPA and DC
asbestos regulations. Mr. Parrish preformed pre-work meetings processed all
paper work (submittals, daily reports, inspection forms). In addition to
QA/QC Mr. Parrish also conducted project health and safety oversight.
SENIOR INDUSTRIAL HYGIENIST / SAFETY SUPERVISOR - Professional Service
Industries, Annapolis Junction, MD, June 1996 - January 1999
As an Industrial Hygienist, Mr. Parrish performed on-site project
management of asbestos, lead based paint and hazardous material abatement,
in addition to asbestos and lead surveys. Mr. Parrish was responsible for
training new technicians on projects enforcing all Federal, state, and
local regulations, laws and specifications. Mr. Parrish conducted on-site
analysis of air samples via the NIOSH 7400 method. Mr. Parrish's duties
also included report writing and attending meetings with clients,
contractors, and union representatives on project issues. Mr. Parrish
conducted hazardous awareness seminars. Mr. Parrish also performed
vibration monitoring & safety inspections.

Performed on-site monitoring of asbestos abatement projects and conducted
asbestos, lead base paint inspections, construction oversight. Mr. Parrish
has also served as team member on geology surveys, concrete and soil
drilling operations. Mr. Parrish conducted environmental site assessments
and was responsible for completing the necessary paperwork. Mr. Parrish is

Mr. Parrish performed laboratory analysis of asbestos air samples (PCM).
Mr. Parrish performed on-site monitoring of asbestos abatement projects.

Mr. Parrish was responsible for collecting and analyzing samples, report
writing, and calibration of field equipment.
INDUSTRIAL HYGIENTIST - District Environmental Group, Washington, DC,
November 1991 - June 1994
Mr. Parrish performed on-site monitoring of asbestos abatement projects.
Provided daily reports to the owners' representative and to the contractor,
which included the results of the air monitoring and work practice
observations. Ensured that final cleaning operations conformed to job
specifications and that the existing prevalent fiber levels were brought to
specified limits before the enclosure systems were removed. Mr. Parrish
completed reports consisting of daily logs, daily abatement checklists, and
final inspection checklists. Mr. Parrish also conducted on-site analysis of
PCM air samples via the NIOSH 7400 method.
PROJECT MANAGER - Abatement Environmental Resources, Bladensburg, Maryland,
May 1989 - November 1991
Mr. Parrish supervised personnel in set-up, removal, encapsulation, and
tear down of asbestos containing materials in ceiling tile, floor tile, and
thermal systems insulation. Mr. Parrish was also responsible for all
necessary paperwork and equipment ordering at the DC Department of Housing,
Bureau of Engraving, National Institute of Standards and Technology, and
the Pentagon.
PROJECT SUPERVISOR- Environmental Pollution Control, Clinton, Maryland,
November 1984 - May 1989
Mr. Parrish supervised personnel in set-up, removal, and encapsulation of
asbestos containing material. Removed transformers containing PCB's
removed lead paint; installed personal air sample pumps for asbestos OSHA
samples, wrote daily field reports and handled all paperwork pertaining to
the abatement project. Mr. Parrish was also responsible for ordering
supplies and equipment for projects at Andrews Air Force Base in Maryland
and Bolling Air Force Base in Washington, DC.
