management, ground segment engineering, interaction with satellite

development team, and risk and action item management.

. Handled information assurance and basic penetration testing concepts

and provided support to V&V activities as needed.

. Led analysis efforts on the specialized network finding exploit

opportunities

. Led delivery of system component matching initial bid and

requirements; negotiated spec with customer in development phase.

Completed task ahead of schedule, achieving first system part

delivered and accepted in overall project. Led team from initial

development to delivery. Component used in collecting measurement

data supporting antenna pattern measurements

. Performed specification writing and approval. Translated customer

desires into engineering specifications that could be implemented and

tested while holding budget and schedule

. Negotiated requirements with significant subcontractor for delivery of

major component. Specified portable SATCOM antenna and associated

antenna range testing

. Provided assistance in various aspects of system design and

specification, including keeping customer informed.

. Cyber security concepts and tools, including Wireshark

LOCKHEED-MARTIN, San Jose, California

Senior Staff Engineer, 1999-2009

. Served as chief systems engineer in ground terminal element for

satellite system. Terminal delivered on time and well under budget.

. Ground terminal performed full gamut of ground station functionality-

satellite tracking, command, and control, and user signal demodulation

and data processing of high speed signals

. Led full technical team through requirements management,

specifications, integration and test, and requirements sell-off.

. Acted as systems engineering IPT lead, overseeing system engineering

budgets, schedules, and reporting processes in EVMS environment, as

well as security approval and accreditation process under DCID 6/3.

. Delivered complete ground terminal system on schedule and under

budget, meeting and exceeding all of customer's needs and

expectations.

. Worked with security engineering team to develop solutions compatible

with system architecture consisting of signal processing hardware,

interfacing equipment, and four antennas.

. Gained experience with EVMS and risk management processes.

. Served as assistant chief engineer for ground data routing and

processing of satellite data signals.

. Integrated set of data routing components into existing system as part

of major upgrade, on budget and schedule. Led the interactions with

the other parts of the system, such as Database, Mission Management,

and Tasking entities, as well as customer and adjacent contractors, to

ensure seamless integration of final system.

. The data transport between the elements utilized standard networking

protocols in the TCP/IP stack

. Interacted with the internal team members, the Prime Contractor,

associated contractors, and the Government customer to ensure final

system worked properly. All these different components had somewhat

different motivations, and were geographically dispersed around the

country so this position required development and maintenance of

professional relationships to ensure smooth integration of the diverse

elements at the end of the program. This program delivered on time

and budget.

. Utilized trade studies to resolve issues with very formal program

process.

. Acted as risk manager for development activities. This required

technical oversight of the development activity and working with the

different leads to identify and manage the risks.

. Identified opportunity to recapitalize infrastructure for existing

program. Led team in initial architectural concept developments to

earn contract. Defined top-level network based architecture based on

10 Gigabit Ethernet technology and standard networking technology and

products, such as TCP/IP, MPLS, and ADM and network switches

. Performed as initial interface with the customer for this opportunity

. Oversaw project, developing concepts and architectures for new

business opportunities.

. Identified the government enterprise, both ground and space elements.

. Interacted with many different parts of company working in various

technical disciplines.

. Collaborated with company's space systems division, supporting studies

for advanced spacecraft payloads.

ADDITIONAL EXPERIENCE

STANFORD TELECOMMUNICATIONS, Sunnyvale, California, Engineer, 1997-1999.

Oversaw studies and systems engineering for satellite communications

systems. Utilized MATLAB for computational simulations.

GTE, Mountain View, California, Senior Engineer, 1987-1997. Served as tech

manager for Local Element on a remote flexible high-speed digital signal

demodulator; oversaw communications and signal processing engineering.

Managed budgets, schedules and material. Provided technical direction to

team. Interface between this part of the system and the remote component

developments. Required understanding and familiarity of international

standards for data modulations (ITU-T and ITU-R specifications). Performed

test engineering as needed with the team. All these systems were delivered
