manager for Local Element on a remote flexible high-speed digital signal
demodulator; oversaw communications and signal processing engineering.
Managed budgets, schedules and material. Provided technical direction to
team. Interface between this part of the system and the remote component
developments. Required understanding and familiarity of international
standards for data modulations (ITU-T and ITU-R specifications). Performed
test engineering as needed with the team. All these systems were delivered
on time and under budget. Briefed customer community on status and
activities on program. Created various new studies and proposal activities
for new business activities. Identified new technology development areas
to Position Company for new opportunities. Supported an analysis program.
Delivered simple downlink collection system on a QRC basis, acting as

Employee number 21 at a privately funded startup company in the small
satellite business. Performed systems engineering for communications
systems, test engineering on satellite payloads, wrote test plans and
procedures, set up the engineering lab by selecting and purchasing
everything from the lab benches, ESD equipment, test equipment and
environmental test facilities. Position required detailed attention to
cost and schedules, including managing use of the lab space to support
program schedules.

Developed simulation programming. Handled communications systems

proposals. Managed IRAD budgets and activities for digital communications
and signal processing systems focused on SIGINT type systems. Served as
system engineering lead for development of new ASIC for flexible, high-
speed PCM demultiplexing. Specified appropriate ITU-T and ITU-R

schedule and budget. Led interactions with the selected chip foundry for
this CMOS/SOS chip. Team for this activity was small but very diverse,
requiring me to interact with all members ensuring that program kept on
track. Selected ASIC foundry was a new company at the time, so I had to
develop the company relationships as well. Performed various system study
activities and simulation studies. Worked with flexible digital receivers
and associated processing.
