Qualifications
Mr. Kiggins has 27 years of experience in the industrial and construction
remediation fields, with the last several years focused on Health and
Safety and Project Management oversight. His experience includes, training
and implementation of health and safety procedures/plans, cost estimating
and project execution from planning stage through close out on a variety of
environmental remediation, industrial and construction projects. Mr.
Kiggins also has several years of experience as a Heavy Equipment Operator,
Foreman, and Superintendent.
As Health and Safety Manager, Mr. Kiggins is responsible for training of
personnel, coordination, and implementation of the Health and Safety Plans,
writing and modification of Safe Job Procedures, Activity Hazard Analysis,
and coordination of daily site activities for all site personnel, and all
contract personnel, physicals and medical monitoring and training.

personnel physicals and medical monitoring.
o ECDC Landfill Project - East Carbon, Utah. District Health and Safety
Manager on a project involving the movement and placement of 70,000 CY of
industrial landfill waste to surgically remove two drums of Haz-Waste
filter material that was accidentally taken to the ECDC landfill for
disposal in 2003. Health and Safety Manager duties included training of
personnel, coordination and implementation of the Health and Safety
Plans, writing and modification of Safe Job Procedures, Activity Hazard
Analysis, coordination of daily site activities for all site personnel,
and all personnel physicals and medical monitoring.
o Eureka Mills - Eureka, Utah. District Health and Safety Manager on
project involving the regrading and restoration of 13 acres of railroad
property in Eureka, Utah, owned by Union Pacific. Work scope also
included crushing and screening of approximately 80,000 CY of topsoil and
rip rap. Health and Safety Manager duties included training of personnel,
coordination and implementation of the Health and Safety Plans, writing
and modification of Safe Job Procedures, Activity Hazard Analysis,
coordination of daily site activities for all site personnel, and all
personnel physicals and medical monitoring.
o Portland Cement - Salt Lake City, Utah. District Health and Safety
Manager on project involving the screening of 39,000 CY of concrete kiln
dust to segregate chromium brick for disposal at a hazardous waste site
in western Utah. Health and Safety Manager duties included training of
personnel, coordination and implementation of the Health and Safety
Plans, writing and modification of Safe Job Procedures, Activity Hazard
Analysis, coordination of daily site activities for all site personnel,
and all personnel physicals and medical monitoring.
o Napa River - Napa, California. District Health and Safety Manager on
project involving the remediation of contaminated soils along the rivers
edge and construction of a levee for flood plain protection along the
Napa River in California. Health and Safety Manager duties included
training of personnel, coordination and implementation of the Health and
Safety Plans, writing and modification of Safe Job Procedures, Activity
Hazard Analysis, coordination of daily site activities for all site
personnel, and all personnel physicals and medical monitoring.
o Matheson Ore - Redding, California. District Health and Safety Manager on
project involving the remediation and disposal of pyretic waste along the
Sacramento River in Redding, California. Health and Safety Manager Duties
included direct oversight/resource to the full time Site Safety
Supervisor on site. Performed periodic site safety audits.
o Cummings Road Landfill - District Eureka, California. Health and Safety
Manager on project involving the remediation and regarding of a
community/municipal landfill in Eureka, California, for permanent
closure. Health and Safety Manager Duties included direct
oversight/resource to the full time Site Safety Supervisor on site.
Performed periodic site safety audits.
o BP Sugar Creek - Sugar Creek, Missouri. Health and Safety Manager on
project involving the restoration and property improvement for commercial
sale of a BP/AMACO refinery in Sugar Creek, Missouri. Health and Safety
Manager and direct oversight/resource to two full time Site Safety
Supervisors on site.
o Oak Ridge Slurry Wall - Melton Valley Oak Ridge, Tennessee. Health and
Safety Manager on project involving the construction of several slurry
cutoff walls at the ORNL site in Oakridge, Tennessee. Health and Safety
Manager duties included training of personnel, coordination and
implementation of the Health and Safety Plans, writing and modification
of Safe Job Procedures, Activity Hazard Analysis, coordination of daily
site activities for all site personnel, and all personnel physicals and
medical monitoring.
Environmental Chemical Corp 2001-2003
o Landfill Cap - Parris Island, South Carolina. Health and Safety Manager
on project consisting of finish grade capping and installation of
geomembrane liner. Health and Safety Manager duties included training of
personnel, coordination and implementation of the Health and Safety
Plans, writing and modification of Safe Job Procedures, Activity Hazard
Analysis, coordination of daily site activities for all site personnel,
and all personnel physicals and medical monitoring.
o Section 36 Landfill - Rocky Mountain Arsenal, Colorado. Health and
Safety Manager responsible for the oversight of 8 Health and Safety
Officers and 60 operators, labors, and truck drivers for this Level B
chemical weapons remediation project.
o Travis AFB - Fairfield, California. Health and Safety Manager on
radioactive excavation project for the USACE. Health and Safety Manager
duties included training of personnel, coordination and implementation of
the Health and Safety Plans, writing and modification of Safe Job
Procedures, Activity Hazard Analysis, coordination of daily site
activities for all site personnel, and all personnel physicals and
medical monitoring.
o Haz-Waste Clean Up - Dugway, Utah. Health and Safety Manager on project
that involved the remediation and restoration of several sites at the
Dugway Proving Grounds. Health and Safety Manager duties included
training of personnel, coordination and implementation of the Health and
Safety Plans, writing and modification of Safe Job Procedures, Activity
Hazard Analysis, coordination of daily site activities for all site
personnel, and all personnel physicals and medical monitoring
o GB Equipment Destruction - Denver, Colorado. Health and Safety Manager
for project that included the dismantling and destruction of specialized
and standard equipment used in the production of chemical weapons,
specifically GB. Project included mercury and asbestos abatement. Direct
oversight of 4 Health and Safety Officers/Supervisors and 35 operators,
labors, and truck drivers for this Level B chemical weapons remediation
project.
o Residential Remediation - Hazleton, Pennsylvania. Health and Safety
Manager on project that involved the excavation and replacement of city
streets and underground utility's including storm and sanitary pipeline.
Contamination included gasoline product from service station underground
fuel tank leakage.
o PAH Remediation - Hopewell, Pennsylvania. Health and Safety Manager on
project that involved the excavation of 40,000 tons of PAH contaminated
soils to be processed using (LTTD) Low Temperature Thermal Disorption
process. Managed the site safety program, 3 safety officers, and 3 safety
techs working 24 hours per day, 7 days per week.
Envirocon, Inc 1997-2001
o BP/AMACO - Casper, Wyoming. Health and Safety Supervisor on project that
involved the construction of a landfill cell to accept waste materials
from the decommissioning and remediation of the former refinery.
o Residential Remediation - Stockton, Utah. Health and Safety Supervisor on
project that involved the soil excavation, backfill, and restoration of
126 properties contaminated with lead and arsenic. Responsible for
Health and Safety oversight of approximately 100 employees, including 7
major sub contractors and 2 safety technicians.
o Murray Smelter - Murray, Utah. Health and Safety Supervisor on project
that involved the excavation, processing, and placement of heavy metal
contaminated soils including lead, arsenic, and asbestos.
o Building Demolition - Soda Springs, Idaho. Health and Safety Supervisor
on project that involved the demolition of over 19 structures at a
Sulfuric Acid Plant for a major fertilizer manufacturer.
o Rocky Mountain Arsenal - Denver, Colorado. Health and Safety Supervisor
on project that involved the excavation and disposal of contaminated
soils; demolition, sizing, and disposal of structures; and asbestos
abatement.
o Former Tannery Site - Sault Ste. Marie, Michigan. Health and Safety
Supervisor on project that required the excavation and removal of 65,000
tons of contaminated heavy metal waste.
o US STEEL Ironton Plant - Provo, Utah. Health and Safety Supervisor on
project that required the excavation of PAH contaminated soils. The
project involved the screening of oversized material, stockpiling of
screened soils for analysis, and managing them for thermal treatment and
use as fill.
o Residential Remediation - Herriman, Utah. Safety Technician/Heavy
Equipment Operator responsible for the removal of heavy metal
contaminated soil in a residential area.

o Portland Cement - Salt Lake City, Utah. Safety Technician/Heavy Equipment
Operator on project involving the screening of concrete kiln dust to
segregate chromium brick for disposal at a hazardous waste site in
western Utah.
Geneva Steel Co- 1988-1995
o Geneva Steel Co. - Vineyard, Utah. Operated various pieces of equipment
at Geneva Steel including Loaders, Skidsteers, Haul Trucks, Backhoes,
Mobil and Bridge Cranes. Performed Haz-mat and industrial cleaning in the
Rolling Mill, Pipe Mill, Foundry, Open Hearth, Power Plant, Coke Plant
and Blast Furnaces.
