Welkin Associates (April 2002- July 2012) - Three distinct assignments

Enterprise Level Program Management:

. Project manager with a portfolio of approximately 35 projects.

Coordinated with customer to vet requirements through engineering

control boards, security staffs and managed these projects from

procurement to implementation.

. Led team responsible for the implementation of Project Server 7 at the

Enterprise Level. My team used the newly delivered capability to

develop and execute against an integrated, interdependent master plan

and schedule enabling swift and smart integration of all 35 projects,

meeting each milestone on time or ahead of schedule. Received team

award for successfully delivering on or ahead of schedule and within

cost.

Naval Research Laboratory - Network Engineer; Logistician:

. Provided system engineering and integration support to a diverse team

of government and multi-contractor professionals supporting the

Communications Directorate responsible for the identification,

selection and integration of core and critical software-based

capabilities.

. Provided Integrated Logistics Support, procurement support, and

inventory management to 4 sites, across the US, Europe and Asia

Pacific. Effectively trained and worked with team in a fast paced

environment, providing mission critical materials in a timely manner.

Maintained inventory of over 8,000 line items, valued at over 15

million dollars. Logistics team met or exceeded the 98% inventory

accuracy and product fulfillment requirement.

NIMITZ OIC MDA SETA Operations Officer:

. Served as the Senior Engineering/Technical Assistant (SETA) Operations

Officer for the NIMITZ Operations Intelligence Center (OIC), Maritime

Domain Awareness (MDA) Information Dominance Department with the

Office for Naval Intelligence (ONI). Direct supervision of a team of 5

contractors, and managed the day-to-day strategic tasking in support

of MDA. Coordinated with multiple staff and program managers to

leverage resources to meet customer needs.

. Conducted a wide range of complex, financial tasks to support the

management of a cumulative MDA program budget nearing 75 million

dollars. Tasks included requirement vetting, spend-plan development,

phasing allocations through budget execution. Prepared cost estimates

and budget justifications. Resulted in the MDA program consistently

meeting or exceeding OMB mandated financial benchmarks.

. Ensured that contractors and subcontractors were on target and through

keeping thorough record keeping along with Program Review Boards we

were able to meet or exceed target goals.

. Provided budget analysis and operational and management support to the

following DOD customers: Integrated Broadcast Service (IBS) Executive

LSI - Kansas City, MO - VP, Operations (October 1994 - September 1997)

. Defined the vision and executed the start up of operations for LSI.

Coordinated, developed and executed necessary procedures, processes
