Chester Upland School District encompasses the City of Chester, Upland Borough and Chester Township. The
School District serves 7,121 students of which sixty percent are in Charter Schools. The District was declared
financially distressed through legislation in July of 2012, and was put under control of a State appointed receiver
in December of 2012. The District employs 435 persons and currently operates a $101,597,000 budget for the
2012 – 2013 school year.

Initially contracted to implement new financial software and bring the school into financial and reporting
compliance. Appointed by the elected School Board as Business Manager / Board Secretary in August 2012, and
re-appointed by the Receiver as Chief Business Administrator in January 2013. Responsible for the oversight of
the following departments: Business office, Human Resources, Child Accounting, Facilities, Transportation, Food

BOROUGH FINANCE DIRECTOR & TREASURER OF WATER AND SEWER AUTHORITY
Managed the daily operations of the Borough's finance office including all payroll functions for three collective
bargaining units, state and federal reporting, Workers' Compensation, liability, health and medical insurance,
reconciliation and audit of tax office, expenditure approval, pension administration, investments and banking.
Selected Achievements:
Took over a budget with 9 of 17 funds with negative balances totaling $3.37 million deficit. Implemented
immediate cost cuts, eliminated unnecessary programs and wasteful spending, increased revenue and reset
rate structures. Within 3 years, 16 of the 17 funds had surpluses.
Inherited a budget with a $3.5 million missing from Capital Improvement Fund. Managed financial forensic
audit resulting in arrest and conviction of former director. Receiving special recognition in local, regional and
national media.
Managed construction projects from financing to bid and close. $30 million dollar sewer plant expansion
financed by AA rated sewer revenue bond, $17 million dollar water plant expansion financed by AAA rated
water revenue bond, and a $4.5 million dollar Borough hall building financed by AAA rated General obligation
bond, all completed under budget and on time.
Developed fair and equitable 5-year utility rate structure based on usage and discharge variables, with
improved billing process. Resulting in positive cash flow management and eliminating the short-term revenue
anticipation note borrowings, saving the Borough $300,000 - $400,000 per year.
Decreased Water Plants’ electric bill by $150,000 a year by switching electric companies before deregulation.
