Contract Specialist, Contract Administrator, Contracting Officer and Procurement
Analyst April1984 to December 2007
1. During the majority of my career with the Federal Government. I worked for various agencies to
include the Department of Defense (U.S. Army and U.S. Navy) Department of State; Department
of Veterans Affairs; Department of Justice and the Department of Treasury.
2. I procured a wide variety of services, supplies of a highly complex nature, to include avionics,
electronic detection devices, logistical systems, night vision, detection, and sensor systems, radar
and sonar, computers and computer systems, communications and telecommunications systems
and services.
3. I purchased a wide variety of supplies and services to support the U.S. Military and the various
Federal agencies listed above.
4. I performed planning and coordination services with the various program offices and met with
Program/technical personnel periodically to go over the contracts, the requirements, current and
projected requirements and pre- and post award contract responsibilities.
5. I developed objective for those programs in terms of competition, pricing and award of new and
follow-on contracts. I developed contractual strategies to include types of contracts (taking into
consideration flexibility of contract vehicle to meet continuing and expanding needs),
subcontracting arrangements, set-aside programs (for small and small disadvantaged business)
and other similar considerations.
6. I prepared and maintained approved acquisition plans, contract files, and financial documents for
tracking and payments on the contracts. I served as an advisor to program officials and attended
meetings concerning the various programs I supported.
7. I prepared various documents to support the acquisition programs I participated in. I worked with
others in the Contracting Offices and provided "back-up" support when it is needed.
8. I performed detailed cost and price analyses of contractor's proposal(s) and made determinations
on who should be in line for award in terms of price or costs and technical capability of the
contractors submitting proposals.
9. I conducted conferences with the contractors, technical/program officials to identify and clarify
what is being purchased.
10. After award of contracts, purchasing agreements and other contractual documents and
agreements, I administered the contracts, paid invoices and tracked receipts of services and
supplies and closed out contracts after they were completed.
11. I issued amendments and modifications to address changing needs of the organization. I provided
guidance to program and technical offices and contractors on the contract terms and contractual
requirements after award.
12. I served as lead negotiator for award and amendments on the various contracts and purchase
agreements.
13. I served on Procurement Review Boards and Contract Review Boards reviewing others contract
strategies and terms of negotiations. I helped other to develop pricing strategies and conducted cost
analyses and taught other the various pricing strategies and how to perform these analyses (cost and
price). I reviewed others contracts and made recommendations for changes and or improvements to
get a better deal for the various Government agencies.
14 I served as an Advisor to less qualified and junior personnel working for the various organizations.
15. I performed numerous other duties as needed to meet the organization’s requirements.
Financial Assistant

Responsibilities
As a Finance NCO (Non-Commissioned Officer), head Cashier and Assistant Manager I performed the
following responsibilities
1. I identify and apply incoming cash receipts and outgoing payments
2. I prepare daily cash reports from banking statements
3. I post Disbursements/payments and prepare related journal entries.
4. I assist customers and others with questions relating to cash receipts and disbursements
5. I balance registers, ledgers and journals daily
6. I research and resolve errors related to overpayments, duplicate payments or unidentified cash
receipts and cash disbursements
7. I issue refunds or request cash transfers
8. I contact customers to obtain additional remittance information
9. I participate in special projects as requested
10. I assist in the analysis, documentation and refinement of workflow
11. I receive cash payments and make journal entries for payments of outstanding accounts. I track
payments and Disbursements
12. I served as Finance NCO in the U.S. Army Reserves for 8 years accounting for time and
attendance for weekend Training/drills. Submitting payroll information to Headquarters for
Reserve unit members’ payments.
13. I process payroll actions to pay reservists for Inactive Duty and Active Duty for Training
14. I serve as head cashier and assistant manager (third-man) for a major food chain in the Wash,
D.C. metropolitan area.
15. I worked for Blue Cross Blue Shield insurance Company processing transactions for payments of
medical coverage. Tested automated systems to ensure system would work well when fully
implemented.

Prepared several manuals (HOW-TO MANUALS) for agencies to use internally to assist co-workers and
users to do their own work and place orders. Also, prepared a HOW-TO manual on how to use a software
program I developed in conjunction with a Contractor. Contractor sells the product commercially as well
as for Government use
