. Responsible for the equipment and material inspection activities and

cooperate vendors, procurement and project management departments with

all necessary witness inspection at workshops during Pre-award,

Prefabrication, During-production, Shop Final and Pre-Shipment.

. Support project engineer, site manager to expedite the materiel and

equipment delivery, site fabrication and testing. Ensure all products

will meet the requirement of Technical specifications, Design Drawings

and Testing procedures.

. Develop new vendors as purchasing needs. Evaluate the suppliers'

qualification and take commercial negotiations until PO be placed.

My current project presentation: Turn-Key contract for a 280 MW (gross)

Solar Power Plant for the production of electricity through the

concentration of solar energy using parabolic trough collectors to heat a

Heat Transfer Fluid (HTF), used to transport the harnessed solar energy to

a steam generating system capable of making superheated steam that feeds a

steam turbine generator.

. Manage and implement the project through all phases of the project

Wind Energy:

Project Management:

. Support development team for the LGIA (Large Generation

Interconnection Agreement) application. Cooperate with wind turbine

suppliers issuing updated turbine modeling document for grid

requirement.

. Work with consulting companies for the new projects designing. Submit

drawings and specifications of civil, collection system, substation

and O&M buildings.

. Manage EPC (Engineering, Procurement and Construction) contractors for

the project construction, turbine installation, connection, energizing

and commissioning. Control the schedule and budget.

. Interface with, and provide direction to, turbine suppliers doing

relevant retrofits to meet customer's special needs. Ensure any change

activities do not conflict with venders warranty policy.

. Continuously building-up relationship with new suppliers, EPC

contractors and consulting services. Keep their proposals and quotes

comparable and optional.

. Modify as-built drawings after project completion and live database

updating.

Technical Support:

. Reduce faults and increases availability for fleet-wide turbines:

o Work with various internal and external groups to identify

fleet-wide priority fault list, generally based on annual lost

production

o Conduct preliminary assessments including fishbone,

impacts/affected population, and options/solutions

o Develop root cause analyses (RCA) and plans for corrective

action and preliminary implementation

o Provide support to Asset Management during implementation of

solutions.

. Increase turbine operating efficiency by working with various groups

to identify underperforming turbines and applying checklists.

. Review and coordinates all technical aspects of turbine supplier major

retrofits and upgrades to achieve high reliability and avoid reduced

service life and failures.

. Be generally responsible for all fleet-wide turbines from one or two

suppliers, and establish and implement standard processes with said

suppliers.

. Implement inter-organizational best practices and teambuilding.

. Coordinate with and influence a number of external and internal

groups, including the engineering and technical support personnel for

the turbine supplier and Major Component Reliability Engineer,

regional Reliability Engineering Specialist (RES), site operating

personnel, Asset Management team, and other internal parties.

. Manage turbine supplier technical resources as needed to ensure focus

on priorities and achieve performance improvement targets.

. Interface with, and provide direction to, turbine suppliers.

. Lead and support continued alignment and standardization of processes

with technical colleagues, including high-level Technical Project

Office activities, turbine RFP due diligence, and other cross-platform

initiatives.

. Support and coordinate operability reviews, end-of-warranty

inspections, turbine procurement, and wind and performance assessment

activities to ensure proper equipment operation, maximize facility

performance, and maintain budgets.

Configuration Management, Mechanical Engineer

. Create bidding documents and support sales team for comical

negotiations.

. Issue checklist documents based on the signed contract for the

turbine's configuration. The checklist is an excel file that

highlights all main parts of the wind turbine in a standard table

format.

. Transfer the contract information (checklist) into existing database

(Pegasus), organizing documents and facilitating the project

implementation process.

. Release Bill of Material into DWB (Digital Work Bench) / ERP-Oracle

system in a timely and accurate manner. Initiated product

manufacturing assembly process.

. Provided technical support on all assigned projects constructions

includes foundations, tower erections, turbine installations,

commissioning, and O&M services.

. Doing R&D on new type of turbine's photo type, structure and PLM

optimize designing, assembling and testing (loads, fatigue, vibration,

dynamic model analysis and power output performance).

. Assist site technicians on turbines trouble shooting maintenance and

issue resolutions (clarify case) tasks. Take action on data collection

by SCADA (remote control) system and write root cause analysis report.

Utilize Six-Sigma statistic methodology getting problems fixed and

controlled. Undertake several additional re-design actions using Pro-

E software for the purpose of technical updating and turbine damaging.

. Lead quality control process activities. Ensure all RFI / clarify

cases from both outer and inner customers had to be solved

immediately. If there was any change needed, following a special DCI

(Design Change Instruction) process is necessary and keeping the

relevant BOM (Bill of Material), specifications, and drawings

documents being updated timely and under computer server based network

system control.

. Cooperate with downstream components suppliers on issues resolutions

or necessary design upgrades according to any complain and special

requirements from customers and project sites. For example, the blade

problems including water drainage, lighting protection and

transportation.

. Coach and help new on board employees and other coworkers on how to

correctly use company's process management systems to make their works

more efficiently. Organize internal technical trainings regularly to

keep team's knowledge in a fresh and advanced level.

. Be recommended to attend foundation of leadership training. Lead

configuration team performing Bill of Material release. Organize

relevant functional departments includes engineering design,

application, requisition, configuration, manufactory, transportation

teams to assist project managers meet the schedules and budgets of

projects world wide.

. Guide compliance team to maintain regulatory compliance with local

regulations, products certifications and associated permits, including

all applicable EHS (environmental, health and safety) regulations.

. Create Spare part list regarding off different project turbine

configurations. According to the market change, support sourcing team

2004 - 2005 DongFang Machinery Co. Ltd (Xi'an, China)

Project manager / Mechanical Design Engineer

Lead 5 engineers directly who were responsible on a large cement brick

product line R&D program. Manage the project implementation, outline

and main components designing, drawing/specification releasing and

product manufacturing under schedule and budget.

. Complete system and components 2D/3D designing.

. Operate program 10% below budget.

. Complete Prototype system testing (loads, fatigue, vibration).

2003 - 2004 Jiaotong University (Xi'an, China)

Chief Administrator / Instructor

As the first employee of a new branch campus, be responsible for the

construction of the college. Take care of routine matters and hire staff.

. Organized and completed a 40 hectares area of new campus construction

layout design, site measurement and land expropriation. The whole

investment of this project was $200 millions.

. Recruited 137 students in 2 terms.

. Finished 120 hours teaching tasks.

1993 - 2003 AVIC Xi'an Aero-Engine (Xi'an, China)

Mechanical Engineer

. Responsible for the aero-engines' technical updating research /

designing and testing over 5 years. Tasks included turbine blade

production, X-ray exploration, intensity and static fatigue tests.

Supported workshop on engine's trouble shooting analysis, assembly and

repairing tasks.

. Joined a CCGT (Combined cycle gas turbine plant) program. Main tasks

included: turbine operation inspection, field installation / service

technical support, turbine blades components supplying and turbo

vibration analysis.

. Acting as a site manager in a super cloverleaf junction project.

Organized over 100 builders and several equipments (Mobil Powerful

Rammer, Bulldozer, Loader, concrete mixer, etc) completed 4 bridges

and 3 culverts constructions. And 0.6 acre foundation Dynamic

Compaction treatment.

. Involve in a super air-cleaning equipment R&D program based on the

customer's technical updating requirement.

. Joined a large sewage farm project and responsible for equipments and

pipeline system installation. With an excellent organization practice,

completed all construction (4 pools, 2 plants, 2 miles pipelines and

Filter/power equipments installation) and delivered to customer 1

month in advance. It saved an additional $80,000 cost for company.

. Acting as a senior engineer in 1997 and took charge of building a

pumping station project. This was really a challenging project because

the customer's investment wasn't enough. Re-designed and Re-organized

the project plan under budget. Successful saved 50% investment but

completed all constructions (7 Pumping Station, 3 miles pipelines, 30

miles Channels, 1 Flood control dam, 1 mile Tunnels, 2 Culverts, 3

Inverted Siphons, 6 Aqueducts and over 100 Water gates) under

schedule.
