OVERVIEW

Senior Contracting Officer with over 27 years in the field of Federal Contracts Information System Programs and Property Management of Government non-expendable property. Overall experience represents over 40 years in the acquisition and program management field. During the ten (10) years with the Department of Veterans Affairs, I was supported the day to day management and procurement support functions for 7 different Medical Centers within the VA system from 1978 to 1985. Designated as a “Supply Officer” responsible for the all the Acquisition, Logistics, Warehousing functions in supporting the operation of these facilities. Procurement/Acquisition support focused on all the various procurement functions such as the acquisition of A/E Construction, Services, Supplies and Equipment in maintaining the Medical Center fully supplied and supported.

Department of the Army at Walter Reed Army Medical Center WRAMC (1985) Procurement Division Manager responsible for the processing of all procurement requests in support of the WRAMC, The Armed Forces Institute of Pathology and Walter Reed Institute of Research. Contracted for installation level services, supplies, equipment inclusive of construction as well as unique acquisitions in support of the research facilities and contracting for a variety of specialized services such as “one of a kind” medical devices such as MRI Lithotripters, Hyperbaric Chambers. Supervised a staff of over 50 contract personnel.

Director of Contracts at Fort George G. Meade Army installation (1989) in support of all Installation Level acquisition support to both the Garrison and over 67 tenant activities. Due to highly classified nature of some procurement’s, held a Top Secret SCI clearance. Supervised an organization of well over 60 contract personnel in areas such as construction, services, supplies.

Federal Aviation Administration (1991), Supervisory Contracting Officer with a primary responsibility in supporting procurement functions for a Major Systems Development Program for the “new generation” air traffic control system. Additional duties included supervision of ten (10) contract professionals that supported the various Programs within the FAA conducted contract review and served as the signatory from all procurements for the section. During this assignment, I was involved also assigned to work with a number of other Major Systems development programs and provided represented the contracts directorate for all procurement related activities within the program.

Space and Naval Warfare Systems Command (SPAWAR) (1999). Assigned as the Division Director responsible for the management and development of “Paperless Initiatives “ within the Directorate of Contracts and represent SPAWAR in various work groups within the Dept. of Navy in defining and implementing specific applications designed to “automate” and improve the procurement business process.

Information Technology Center New Orleans (2002) Represented the SPAWAR (HQ) Director of Contracts to oversee the Technology Center’s procurement and contract support functions. This included the management of a $100 million dollar Engineering Technical Support contract awarded to support and ACAT 1A Major Systems Program called DIMHRS. The dual nature of the position led to the additional designation of Deputy Program Manager for the DIMHRS program. As an Acquisition Category 1-A Major Information System DIMHRS was governed under DoDI 5000.2. In that time frame I also earned a Master’s Degree from the US Naval Post Graduate School in Contract Management.

Program Manager (2004) Acquisition Level III, Software Development Program named NRAMS which ultimately assigned me to Norfolk Virginia. In 2003, NRAMS was selected by Carnegie Mellon to further define Capability Maturity Model CMM-IM for Department of Navy. Due to the primary developer’s failure to develop the software effectively, the Program Executive Office for Information Technology elected to not continue funding the program.

Managed a multi-Million dollar contract in the rehabilitation of the Iraq Electrical Sector. Assigned to manage an Acquisition Category Acquisition Level LV (ACAT IV) being managed by the PEO-IT in support of Bureau of Personnel in the development of an Automated Acquisition Program for the Recruitment and Accession of incoming Navy Enlisted personnel. At the time of assignment, contract was two years behind schedule and over $5 Million Dollars above original contract estimate. Assigned by the PEO-IT to lead the effort in assessing the value of continuing software development or recommending the cancellation of the program to the PEO-IT. The NRAMS contract value increased from $7 to $12 Million Dollars and 3 years behind schedule. The NRAMS was based on the use of Proprietary Software which would be “Tailored” to fit the requirements of the Navy in the field of Recruitment.

Many of the requirements and possible conflicts were adjudicated through the application of Technical Rights data requirements defined within FAR Part 27. The analysis concluded that it was in the Navy’s best interest to terminate development and cancel program activities. As part of the termination of the program the Department of the Navy recovered over $2.5 Million Dollars in Government Owned equipment and Software for use by other Navy Programs.
