MASSACHUSSETS BAY COMMUTER RAILROAD 2008 – 2009
Superintendent Coach Repair Facility, Somerville MA. MBCR is the source for commuter rail services in the Boston metropolitan area. Serving more than 140,000 passengers each working day, on 465 trains operating on 13 lines. It was chosen by the Massachusetts Bay Transportation Authority (MBTA) to manage, operate and maintain the Boston commuter rail system. Reporting to Deputy CMO, with full P&L responsibility and overall management of the mechanical activities of the Boston Engine Terminal (BET) Coach Department & Air Brake Shop, dedicated to the predictive, preventive and corrective maintenance of 410 passenger cars and control cars.

Tex Mex Chief Mechanical Officer & TFM International Interchange Mechanical Superintendent, Laredo TX.
After TFM took control of the Tex Mex operation, at the request of CMO, was invited to be part of the organization and assigned to be in charge of the mechanical international interchange operations at the border between Mexico and USA & Tex Mex Chief Mechanical Officer. Tasks were established for the improvement on the relations with governmental entities (FRA, AAR & Texas Railway Commission) and cost reduction in car & locomotive departments, locomotive availability and reliability improvement, locomotive fleet reassignment and an organizational restructuring. Provided support to the company on all mechanical car international interchange activities between USA and Mexico, at Laredo and Browns-ville, Tx. Full P&L responsibility and overall management of the activities of the Tex Mex mechanical operations and logistics (cars & locomotives) at Laredo and Corpus Christi, Tx., including planning & production control, procurement, labor relations, contractors management, quality control, managing a staff of 2 foreman, 24 employees and 3 contractors, plus the coordination with finance and operations.
ALSTOM TRANSPORT 1996 – 2000

Reported to the COO, with full P& L responsibility for the preventive & corrective maintenance (running repairs, daily & periodic inspection) & overhaul to 180 GE diesel electric & 12 GE electric locomotives from TFM, freight car repairs, AAR billing, passenger car repairs, managing a staff of 7 managers & 285 employees. Per President request, I was invited to be integrated on a new, highly selective job rotation program to be prepared for future global management promotions, started as Overhaul and Diesel Engine Project Leader and progressively promoted to Engineering Manager, Brazil Project Manager, Mexico City Project Manager (Shop Director) and Monterrey Project Manager (Shop Director). Full P&L responsibility and overall management of operations, customer service, field service, finance, logistics of equipment & materials, procurement, planning & production control, labour relations, human resources, quality control, quality assurance (ISO-9001 & ISO-9002), engineering, environmental compliance.
When Monterrey Project Manager, we have achieved the AAR M-1003 certification and the Mexican government environmental entity “Clean Shop” award (first locomotive & freight car shop in Mexico to achieve it). We have reduced the headcount in 60% and in the diesel shop achieved 0.5 men/locomotive and in two years, we have increased the locomotive availability from 70% to 92% and the reliability to 75 MDBF.
GIMCO 1994 – 1996
Project Manager (Shop Director), Chih, Mexico. After the Mexican Railroad diesel, freight car & passenger car shops privatization, per COO request, was invited to participate in the team who started their operations at Torreon and Chihuahua diesel shop and car shop facilities, dedicated to the preventive maintenance, corrective maintenance (running repairs, daily & periodic inspection) & overhaul of 160 EMD diesel electric locomotives from the Mexican Railroad, freight car repairs, AAR billing and 47 passenger car repairs & overhaul. As Project Manager (Shops Director), I was responsible to start the workshops operation, starting with shops redesign, personnel selection, training, equipment selection, installation and refurbishment (locomotive washing equipment, wheel true, drop table, electro-hydraulic jacks, overhead cranes, spot system, oil & water separator, etc.). Full P&L responsibility and overall management of operations, customer service, field service, logistics of equipment & materials, planning & production control, procurement, finance, labor relations, human resources, maintenance of equipment & installations, quality control, engineering, contractors management, environmental compliance & managing a staff of 7 managers & 260 employees.
We have reduced the headcount in 55% and in 18 months increased the locomotive availability from 70% to 92% and the reliability to 70 MDBF and reduced the shopped locomotives from 32 to 2.

Reported to the Mexican Railway Regional Manager and managed a staff of 5 Master Mechanics and 1,500 employees, dedicated to perform the preventive and corrective to locomotive running repairs, daily & periodic inspections, freight car repairs, AAR billing and passenger car repairs and overhaul, on the North Region repair facilities. Full P & L responsibility and overall management, including logistics and equipment distribution, planning & production control, quality control, labour relations, contractors management, plus the coordination with finance, procurement and warehouse. Full responsibility to manage, coordinate and execute the North Region Workshops (locomotives, passenger car & freight car) privatization process.
