The Department of Veterans Affairs Office of Policy and Planning (OPP), Executive Program
Management Office (ePMO) executes two key processes within the Department’s strategic
management process, the development of operating plans and the Operational Management
Review (OMR) process. Both of these processes are dedicated to planning, reporting, and
management of the VA’s Transformation 21 (T21) Major Initiatives, a portfolio of priority
projects budgeted at over $1.5 billion annually, which were developed to transform VA into a
21st century organization.
Under Ms. Bishop’s supervision, her team accomplished the following:
Transformation of the program planning process from development of tactically

oriented execution year work plans to development of summary level lifecycle planning
documents and detailed supporting program management artifacts, which address
scope definition and management, risk and issue management, lifecycle resource
planning, and performance management
Alignment of the program planning process with the Department’s Planning,
•
Programming, Budgeting, and Execution (PPBE) process
Development of a change control process to coordinate review, authorization, and
•
configuration control of changes to T21 initiatives’ scopes and funding
Coordination of the Department’s first prioritization exercise for T21 initiative IT
•
funding, which addressed all FY12 T21 IT requirements and identified funding for
emerging requirements in a resource limited environment.
Development and delivery of training on program planning processes and guidance to

the leadership and staff of the transformational initiatives
Development of strategic communications for T21 initiatives and VA leadership

(FLITE) PROGRAM, SENIOR CONSULTANT (August 2009 – July 2010)
The FLITE Program was a multi year initiative to standardize business processes and
modernize the information technology environment supporting financial and asset
management within the VA.
Ms. Bishop was a member of the Program Management Office Support (PMOS) team,
providing program management services. Accomplishments included:
Coordination of the FLITE change control process

Development of training materials for the programs change control and document

management processes
Maintenance of key program management artifacts, including the team responsibility

matrix and the FLITE Operational Model, a dynamic model of program structure used
for guidance in communications and prioritization of activities.
Participation in development of executive briefings, including those used for

presentation to the FLITE Oversight Board, Program Integration Board, and quarterly
Program All Hands meetings.
KPMG, SENIOR ASSOCIATE, Washington, DC (April 2004 – August 2009)
Ms. Bishop provided business process analysis, requirements elicitation, training, and
financial management support to a variety of projects on clients throughout the Department of
Defense, including the Office of the Secretary of Defense, the Defense Logistics Agency, and
the Department of the Army. Her accomplishments there included the following:
Management of documentation for a team of 40 employees and 150 subcontractors,

and preparation of invoices of over $5.7 M in billings to the federal government.
Establishment of baseline valuations for the entire inventory of US Marine Corps,
•
Missile Defense Agency, Special Operations Command, and US Army Training and
Doctrine Command military equipment.
Development of a report on the USMC’s military equipment valuation effort. The report
•
was presented at the Navy’s 2005 Financial Improvement Plan conference.
Project financial management, including review and approval of subcontractor
•
invoices, and monitoring of project financial metrics to ensure compliance and
profitability.
Requirements elicitation for the Army’s enterprise wide decision support system.
