Constructed, managed, and implemented a comprehensive safety and health program, with an emphasis in
aviation safety, general industry and industrial workplace safety, employee safety training, and range safety
management.
Kept current with developments in safety and environmental issues, wrote and published local regulations,
command inspection checklists, seasonal safety training guidance, and lessons learned safety messages.
Developed and distributed safety training information concerning changes the Army’s’ Occupational Safety
Health program. Coauthored and edited USFK and Eighth Army policies ensuring compliance with

Occupational Safety Health Manager at US Army Reserve Command

Developed industrial and civilian specific guidance for workplace inspection criteria used by over 10,000
United States Army Reserve employees’ throughout the Continental U.S and territories. Trained safety
personnel in the OSHA program requirements for high-risk industrial, construction and engineering projects
for development of real property, and during major training events oversaw safety management.
Conducted accident investigations, was the primary review official for all occupational accidents ensuring
reports were timely and accurate. Maintained accident data for analysis of causation factors used to advise
the U.S. Army Reserve Command (USARC) Commanding General and staff regarding accident prevention
measures. Organized accident incident data presented in USARC staff briefings and Command Safety
Councils.
Updated USARC regulations and advised safety managers, when updating procedures, to ensure the
command met Army and OSHA safety programs requirements. . In multiple settings: industrial, construction,
military training, range training, and transport of hazardous materials formulated plans to improve personnel
and health safety.
Monitored workers compensation claims for high-risk category work sites within the USARC. Developed
tools and analyzed Civilian personnel mishap information to formulate causation and mitigation techniques
for USARC personnel at high-risk industrial maintenance facilities. Civilian personnel injury reporting
improved, as well as investigations.
Personally developed for command reviews, statistical analysis which led to development of improved job
hazard analysis, training, enforcement of 300+ civilian injury cases, reducing incident frequency, severity.

Occupational Safety Health Manager at US Army Forces Command
January 2003 - February 2009 (6 years 2 months)
Specialized in transportation, industrial, tactical, OSHA safety management, provided support to all Soldiers,
Civilians, and Contractor personnel assigned to US Army Forces Command (FORSCOM).
Derived trends in accident data as related to the consequences of the Army Force Generation process and
corresponding loss of leaders, which led to an understanding of how ARFORGEN and individual training
cycles affected Soldiers facilitating the immediate application of remediation techniques by the Commander.
Developed and presented daily command and staff briefings concerning accident updates and all other safety
and command safety related presentations for internal and external visits of commands within FORSOM for
the Commanding General (CG) and Deputy Commanding General (DCG) by developing and publishing
safety read-a-head information.
Conducted accident investigations, was the primary reviewing official for ground accidents, monitored and
evaluated accidents involving military communities based throughout the continental U.S.
Collected and maintained accident data for over 500 Army Class A to C accidents and analyzed the accident
data to identify causation factors. Advised the Command Safety Director U.S. Army Forces Command
(CSD), Commanding General (CG), and staff regarding accident prevention measures.
Developed training material and disseminated these materials at training sessions for deploying military and
civilian safety personnel in accident investigation, OSHA, Forward Operating Base (FOB) safety operations
including such topics as industrial safety, hazard communication, petroleum handling, hazardous waste
management, rail movement, seaport operations, and tactical transportation.
Chaired the FORSCOM Army Driver Safety Training Program (ADSTP) task force when FORSCOM
Commanding General requested an external audit of the program.
Aviation Safety Manager at US Army Forces Command
July 2002 - January 2003 (7 months)
Personally developed a database, for the Aviation Resource Management Survey (ARMS), which continues
to be the standard and now GSA-sponsored. The database accurately pinpoints the five human error
problems in Aviation management. ARMS survey teams assess an aviation program’s safety, operations,
training, maintenance, and facilities to achieve the highest industry standards. The ARMS program is crucial
in preventing accidents and helping agencies comply with federal standards.
Interpreted and distributed safety criterion based upon US Law and DOD regulations. From these
regulations, developed command policies and procedures to improve Army Safety and maintenance program
in the areas of training and technical guidance.

Developed, wrote, and executed successful accident prevention program, providing major improvements in
FORSCOM safety guidance and implementation of the aviation safety program throughout the command.
Wrote command safety policies related to military, Army Civilian employees, equipment, and property
exposed to high-risk aviation operations, which reduced hazards from exposure to aviation operations.
Planned, developed, coordinated, and supervised OSHA management functions and loss control programs
unique to tactical training and aviation activities for combat support, combat service support, and installation

Occupational Safety Health Manager at US Forces Korea/8th Army

Implemented the Eighth Army Safety program. Successfully reduced aviation accidents by 28% through
raised command awareness of recurring safety issues in aviation, and supplemented command approved
guidance.
Planned and participated in real life simulations of emergency training associated with structures, aviation
crash and fire rescue, mass causality, and hazardous material spill management/containment for Eighth Army
aviation and garrison facilities.
Developed, scheduled, and presented formal briefings for Commanding Generals in formal command safety
meetings of 100 personnel on accident reporting and briefings and desk side briefings for the ADCS-CJG3,
and Commanding Generals USFK and Eighth Army.
Served as safety lead and developed plans concerning Land Partnership Program and base closure for Army
command level committees in conjunction with Host Nation guidance.
Participated in design groups for industrial maintenance facilities, airfields, aircraft parking, modified
airspace and ensured that there were no violations of safety limitations. Completed new construction safety
site reviews and assisted the Army Corps of Engineers obtain approval for construction permits for office
buildings, parking buildings, airfields, and heliports.
Coordinated and led the first joint U.S. ROK military, and Korean Aviation Safety Agency committee
concluding in the restructuring of the aviation control routes within restricted flight areas and provided a
better line of communication to eliminate issues involving airspace and radio frequencies. Mediated issues
between team members and wrote command approved regulations for the Eighth Army, USFK, and
Combined Forces Command (CFC). Established decision directives and successfully administered and
directed the program.
