My position at Willamette University was eliminated due to economic conditions in May 2010.

Although it has been difficult to find employment in these times, I have been doing some

assisting with catering as well as volunteering my time with the Salem Parks dept. and Oregon

Special Olympics. I also had a health situation in 2011 that is now under control and I am again

seeking gainful employment.

Manager, Facilities Services, Willamette University, Salem, OR 2007– 2010

(Oldest University of the West)

After 30 years in the High Tech Government contracting arena I sought a change when the

opportunity of Willamette University presented along with a chance to move back to the

Northwest.

My responsibilities were to manage the assets, logistics, $1.1M yearly budget and personnel

(64) for the Facilities Services department at the University. This included the custodial

personnel and processes for a three shift operation, the events service staff for all events held at

the University to include the two concert halls and field house.

Along with the core Facilities Services duties I provided management for various special

projects for university facilities improvement, subcontract management, planning and process

development and at the time of my layoff termination I was involved the development of a

spatial management system.

In 2010, new management and economic pressures resulted in a reorganization of my

department and my position was eliminated in a reduction in force.

Key Achievements: Successfully created a team concept from a previous environment of fear

and questionable ethics. Created processes of data gathering for material, labor, and waste

analysis. Successful budget control from year to year while improving assets and equipment.

Coordinator, Project Control, NAVSYS Corporation, Colorado Springs, CO 2002 –

2006

(Research and Development for Navigation Applications)

Following my 24 year, High Tech Development career for NASA and the military, I joined

NAVSYS Corp, a Navigation research and development company developing SBIR (Small

Business Innovative Research) contracts and proposals. My responsibilities were the

coordination and administration of multiple SBIR and commercial contracts. Financial planning

and budgets, contract analysis, contract deliverables, contract modifications, proposal modeling

and pricing were my primary efforts .

Internally I tracked and presented contract costs and work with Project Managers to determine

project status and schedule progress.

Contractually prepared financial status/funding reports as deliverables to customer contract

officers and key participants

Key Achievements: Instrumental in preparing proposal documents and pricing that were

successful in winning competitive SBIR contracts for research and development of processes

and products for US Government Navigation Science requirements. Contract management,

Accounting and Finance, and Reporting for successfully acquired contracts for the Navsys

Corporation

Analyst, Pricing General Dynamics, World Telecommunication Systems (formerly GTE),

Colorado Springs, CO (Fiber Telecommunications Development) 2000 – 2002

My responsibilities included proposal pricing, and coordination of basis of estimates, program

plan structures, analysis and proposal processes.

I created and implemented pricing models, for strategy solutions for various customers,

resulting in streamlined proposal processes and improved communication between departments.

Proposed over $100 million dollars of services for wireless, terrestrial and landline

telecommunication solutions, including Southwestern Bell, Qwest, High Speed Access,

Raytheon and Americas Fiber Network contracts.

With the massive competition and overabundance of Dark fiber in the US General Dynamics

decided to eliminate this business area and with exception of small High Security contracts,

General Dynamics ceased to have a presents in Colorado. My position was eliminated in a

Reduction in Force.

Finance Cost Analyst - Space Systems Services, GTE Government Systems,

Colorado Springs, CO 1998–

2000

(Space Communications Applications)

With department headquarters in Las Cruces, New Mexico I was a lone office in Colorado

Springs for contracts at Schiever AFB and Kirtland AFB (Albuquerque NM). I administered

contract and financial planning by coordinating deliverables, contract modifications, proposal

modeling, pricing and presentation for both commercial and government contracts. Internally

reported and tracked contract costs and worked with Project Managers to determine Project

status and schedule progress. I under took the creation of periodic financial status/funding

reports as deliverables to customer contract officers and key participants as well as delivered

Material Inspection and Receiving Reports (DD250), Patent Reports (DD882), Contract

Security Classification Specifications (DD254).

I also was involved in new business development in the creation of commercial and

Government Proposals.

With the completion of the contracts I transferred to a business area created when General

Dynamics procured GTE Government Systems and formed World Telecommunication Systems,

a Fiber Optic Division.

Program Analyst – GTE Government Systems, Network Systems Integration

1994 – 1998

As a member of the Business Development Team, created material schedules, format, and pricing for

General Services Administration (GSA) zone contracts for GSA office building telephone switching

systems. Developed macro-pricing processes to considerably reduce pricing process time. Created

new business acquisition proposals for implementation and maintenance of Nortel and NEC PBX

systems, resulting in over $20M in GSA contracts. During contract execution I coordinated

subcontractor activities and initiated material procurement and tracking.

During this time I was Certified as ISO 9000 auditor. Accomplished internal audits for ISO 9000

registration as well as follow-up audits.

I was a Member of the Quality Management System Review Board and responsible for internal

audits. Accomplished the initiation, and review of Process Improvement Requests.

These contracts ran their course and the section reduced the force and I transferred to Space

Systems Services.

Pricing Analyst 1990 – 1994

Developed new business proposals, requests for equitable adjustment, coordinated and priced

change orders, inter-company task orders, cost collection and pricing for termination proposal.

During this time GTE Government Systems purchased Contel Federal Systems.

Used technical background in support of follow-on business, engineering change orders and

bidding standards for Consolidated Space Operations Center (CSOC) contract. Coordinated
