As Director of Government Programs my management responsibilities included the areas of communications and
information technology (IT) services to support various U.S. Government/Military Commands specifically the Army’s
Blue Force Tracking (BFT1 and 2 Networks) along with associated staff elements and organizations. My
responsibilities included providing various mobility/wireless networks and services with required devices, hardware,
software applications, security and network IT and communications support services for the continued enhancement,
operation, maintenance, and life cycle support for networks, communications, deployment of new global X, Ku, and L
band Earth Station locations, and software and systems applications sustainment efforts.

Assigned as a Program Director working with the Administrative Office (AO) of the Courts, Office of
Information Technology (OIT), Infrastructure Management Division (IMD), to provide effective project/program
Management disciplines to support complex, national VoIP infrastructure (>15,000 phones), Call-Centers, and
the overall nationwide telecommunications Internet Phone Telephony (IPT) Network Project initiative. Provide
direct Program Management authority over multiple AT&T Project Managers in the transformation of the IPT
Network nationwide. Provide specialized support to supplement and assist government managers and
executive leaders with quality assurance, risk mitigation, project planning and execution, strategic input, and
industry expertise, - as well as facilitate increased coordination and collaboration within the client organization.
Assist in the formulation and review of core IPT Network project documents. Oversee the transformation of all
Court Units nationwide and provide project oversight to the Prime Contractor (AT&T). Develop and provide on-
going support for collecting project cost savings and ROI data for reporting and analysis by the AO upper
management. During the transformation period, personally interact on a daily basis, with Court Unit personnel
(Judges, Clerks, Site Administrators, staff) representing the Appeals, Bankruptcy, Probation, and District

Meter, V2-1.8 Meter, V3-2.4 Meter) using TDMA, FDMA and DAMA access technologies, Linkway Modems,
