(DNDO) Operations Support
• Direct Operation Support Establish tasks, milestones and deadlines for contract
support to the Operations Support Directorate (OSD). Coordinate action and product requirements
with federal representatives. Assist in the definition and scope of work to meet OSD goals and
objectives. Provided assistance with developing tools to track and manage operational execution of
funds, draft of reconciliation documents and identifying budget shortfalls. Develop test and evaluation
criteria to integrate nuclear detection architectures and operations into federal, state and local law
enforcement communities.
• Develop Concepts for Integrating Nuclear Detection Equipment: Create

• Develop Exercise and Training for DNDO: Outlined exercise projects that
integrate emerging nuclear detection technologies, warning and reporting, and information sharing
across the federal, state, local, and international communities. Drafted basic needs and policy
development requirements for the design of nuclear detection off-the shelf scenarios to include
assessments/evaluations. Upon government approval, assigned resources, monitored project
milestones and reported progress. Basic scenarios developed for inclusion in FEMA catalog.
• Develop the Joint Analysis Center (JAC) Concept: Developed the basic concept
for the JAC to establish the warning and reporting of nuclear detection alarms. Key to this
development: identifying illicit smuggling networks of interest using detector trend analysis and data
fusion to assist identification of potential terrorist activity in coordination with the FBI.
Coordinated the informational technology (IT) requirements to design, acquire and
develop the data collection, monitoring and reporting of nuclear detection alarms. Provided
project management support to ensure milestones were met on time, on budget. Design included
the identification of manpower requirements for a 27/7 JAC command center.

• Oversee Execution and Management of Biological Warfare Plans Development:
Major contributor to the development of Pacific Command’s (PACOM) Biological Warfare Counter-
Measures Initiative (BWCI). Managed program to develop bio series of exercises to test and evaluate
evolving BW Concept of Operations (CONOPs) and Techniques, Training and Procedures (TTPs).
Managed coordination between Combatant Commands and DoD agencies to assure seamless
execution and reporting. Program management skills demonstrated in the overall integration of
counter-measures for Biological Warfare with PACOM, USFK, and USFK from force protection
planning to exploitation and elimination of the threat.
Develop COCOM Biological Warfare Plans Identified PACOM need to develop
specific BW Standard Operating Procedures (SOP). Developed US Forces Korea BW Sampling

SOP. Coordinated SOP translation and testing and validation during two major Korean exercises,
Reception Staging, Integration, and Onward Movement (RSOI) 05 and Ulchi Focus Lens (UFL)
05. Developed required exercise injects for both the SOP and training events for the command
staff. Integrated two elements of an evolving BW Indication and Warning system for PACOM:
ARGUS, an R&D BW early reporting system and the Biological Defense Fusion Center (BDFC).
Identified reporting process, information requirements, and defined capabilities for the warfighter.
Develop Biological Warfare Exercises Identified PACOM need to develop a
Medical Mass Casualty Exercise. Project evolved into an initial Action Officer Workshop on
Pandemic Influenza. Outlined scenario, developed briefings, identified key issues for discussion,
and developed decision matrices for each of the PACOM directorates to test during the workshop.
Assisted in the overall program integration and administration of the ACTD schedule.
• Developmental Test and Evaluation Support: Assisted in the overall program management, test
and evaluation plan/implementation and integration/administration of the Restoration of Operations
(RestOps) Advanced Concept Technology Demonstration (ACTD) schedule. Supported the analysis
and testing of proposed technology solutions; structured exercise assessments to test down-selected
chemical-biological (CB) decontamination and protection technology; and contributed to report
activities. Emphasized operational CB needs of the field commander to the development and
acquisition communities.
System Operability and Exercise Support: Developed scenario and Master Scenario Event List
(MSEL) for Restoration of Operations (RestOps) ACTD Baseline exercise, vignettes, and final
demonstration. Coordinated with 51FW Osan AB, ROK agencies and DTRA representatives to
develop realistic events that tested current USAF procedures, Concept of Operations (CONOPs),
and RestOps technologies. Created RestOps biological series of tabletops, seminars and live
exercises to test and evaluate current tactical procedures to include detector capabilities,
CONOPs, and command response. Series culminated in the PACOM Biological Warfare
Seminar. Developed series of exercises for PACOM Biological Warfare Counter-Measures
Initiative to test and validate evolving command and control CONOPs to mitigate major impact on
operational plan execution.
• Analysis: Developed B-2 strategic bomber study for Northrup Grumman. Performed analysis and
technical review of B-2 air operations to increase sortie rates from a deployed location. Identified
weapon payloads and support requirements to increase sortie generation to meet and defeat the
threat in minimal time. Identified materiel solutions to improve sortie generation.

List (MESL) based on current real-world threat to ensure training objectives are met.
• Investigations of future warfare: Managed team of PACAF operational and logistics planners to
develop 7th AF initiative to increase combat sortie generation in the Korean war plan. Developed and
tested concept to increase F-16 sortie generation through increased personnel deployment.
Coordinated live fire exercise for a two day surge demonstration. Wrote plan, test criteria and final
report. Developed 7th AF bomber plan to optimize emerging precision capabilities.

• Investigations of future warfare: Created the Strategic Advisory Group
for the Pacific Air Forces commander. The group develops aerospace options to support immediate
United States Pacific Command contingency operations. Chief among them during his tenure were
two PACAF support operations for Indonesian Non-combatant Evacuation Operations.
• Program Manager for PACAF Conventional Munitions Programs: Identified current and future
munitions requirements and beddown location to best support theater operations. Coordinated with
Assisted the Air Staff modeling and evaluations to identify numbers and types of precision munitions
required to meet contingency plans. This planning effort ensured the acquisition of not only the full
range of weapons/components, logistics but also their sustainment. Managed War Reserve Materiel
munitions assets totaling $3.46B. Coordinated with PACAF logistics to identify beddown locations,
building construction and manpower requirements to support and sustain new munitions.
• Special Assistant to Operations Group Commander, Deputy Commander, Weapons and Tactics,
Flight (1994-1997). Barksdale AFB, LA
• Contingency Operations: Defined bomber Air Expeditionary Forces operations for the Chief of Staff of
the Air Force bomber forward basing initiative. Architect for Operation DESERT STRIKE; developed
plan for the first deployment of Conventional Air Launched Missiles (CALCMs). Coordinated mission
development and logistical requirements to enable joint U.S. Air Force/Navy strike against Iraqi
targets within 72 hours of notification. Worked with the Air Force Scientific Advisory Board to
integrate concepts into report to the Chief of Staff of the Air Force on the Air Expeditionary Force
procedure demonstration were realistic.
Chief, Bomber and Tanker Plans 7th AF (1992-1994). Developed interdiction and offensive counter air
portions of the Air Component Command (ACC) preplanned integrated tasking order. 7 th AF, Osan AB,

• Support for regional net assessments. Introduced bomber conventional capabilities and employment
strategies. Integrated Special Forces intelligence collection process into ACC’s intelligence preparation
of the battlefield. Shaped development of ACC’s future battle cell: the air synchronization cell by defining
its purpose, writing the charter, and coordinating with the theater Future Battle Working Group to ensure
theater objectives were clearly translated into airpower objectives.
AF Officer – (1981-1992) B-52 Radar Navigator, Instructor and Wing plans officer. Supported flight test
and evaluation of B-52 global positioning systems; Conventional Air Launch Cruise Missiles; and the
Have-Nap precision guided missile. Flew 28 combat sorties in support of Operation Desert Storm.
