Divested the 4th PSYOP Group of its non PSYOP units. Realigned forces from USEUCOM

to other geographic Combatant Commands through the DOD Unified Command Plan.

Developed a prototype low initial rate of production methodology for procurement of

PSYOP unique equipment. Requested and received a waiver from Army procurement

procedures to rapidly develop unique loudspeaker, print, and radio/television equipment,

award a limited contract, test, and then program final requirements. This procedure

shortened procedures from five to two years, reduced costs, more realistically satisfied

customer requirements, and took advantage of rapidly changing technology.

Assistant Operations Officer, 2d Psychological Operations Group, 1988 – 1990

Developed, planned, and monitored the execution of operations, funding, and training of 30

subordinate Psychological Operations organizations, comprised of 5 battalions, 25

companies, 1,950 soldiers, located in 11 states.

Ensured PSYOP supportability requirements for NATO and U.S. forces located in Belgium,

Denmark, Germany, Greece, Italy, the Netherlands, Norway, and Turkey. Ensured all PSYOP

units were M+10 rapid deploying forces, increasing resourcing, manning, and equipping

priorities for these units.

Conducted formal operational evaluations of all subordinate units tactically in CONUS and

deployed to Europe and the Caribbean.

Propaganda Development Officer, 350th PSYOP Company (TAC) (DS), 1984 – 1988

Cleveland, Ohio

Conducted, research, market and target analysis, and product development in support of

psychological operations campaigns. Developed printed newspapers, newssheets, posters,

hand bills, radio programs, audio-visual scripts, videos, and audio tapes in support of

PSYOP campaigns.

Produced PSYOP products targeting Czech soldiers in support of the 1 st Armored Division in

Europe including leaflet and loudspeaker broadcasts. Coordinated with the 1 st AD to utilized

military intelligence jamming equipment to broadcast on Warsaw Pact tactical frequencies.
