Summary: I have a B.Sc. degree in Civil Engineering and 30 years of active
Professional experience generally in Roads/Highways, and Mayor
International (Commercial/Military airport projects in the positions of
Project Manager, Material Engineer,& Laboratory Engineer, in many design
and construction projects. I have acquired a very good team spirit and
working under pressure while working in various countries with
international consulting firms including Strabag International (Libya and
Qatar), Worley Parsons, (Mongolia and China), Tarmac Contracting (UK). and
Mouchel Parkman (UK).
As a Project Manager on a number of road projects, I have worked in the
forming of the design team, scheduling of the design task, monitoring of
progress, checking of geometric and pavement design, preparation of various
reports including Inception Report, Design Standards Report,
Soils/Materials Report, Hydrologic/Structures Report, Engineering Report, a
full set of tender documents as well as the various progress and Interim
Reports
.
My experience as a Materials Engineer and Projects Manager include:
. Investigation and design of cuttings and embankments
. Investigation of problem soils (e.g. expansive clays) and design of
remedial measures
. Subgrade soil survey.
. Field non destructive testing like DCP, In situ CBR, Plate Loading
Testing and Benkelman Beam Deflection Testing
. Traffic volume studies & axle load studies that comprise traffic count, O-
D survey, Axle Load Survey, Socioeconomic survey and analyses of traffic
volume and axle load.
. Landslide investigation (investigation, analysis and design of remedial
measures for slope stability, rock fall, creep, etc)

Among my experience as a Project Manager include:
. Leading and coordination of various teams of design and construction
projects that includes liaising with clients/donors, preparation & follow-
up of invoices, preparation of proposals for outstanding problems, etc
. Preparation of technical and financial proposals for various highway,
airfield, bridge and water works projects. I have sound experience of
preparing highly responsive technical proposals for a number of projects,
including mine projects in the south Gobi where the company is responsible
for supply concrete for surface and below structural/shot Crete concrete.
. Preparation of work plan and staffing schedule (master work schedule,
interim plan and staffing schedule)
. Monitoring of the accomplishments of on-going projects. Specifically, I
have in-depth knowledge of Microsoft-project software in the planning and
tracking of projects
I have extensive exposure to computers and can operate different
application as well as programming software. Also prepared various QA
Manuals and project reports and is well conversant in various reporting
standards and procedures.

Position: Operations
Manager.
My role as Operations Manager is to ensure all projects are started and
executed in a timely manner. To support the Project Managers, both
commercially, and technically throughout the course of the works.
Also provide leadership, motivation and strategic direction to a
multifaceted team of both local and international staff, through our
Mongolian JV partner (Monroad Civil Engineering).
This extends to operational supplies from the aggregate quarries, asphalt,
concrete plants, and its required transportation. Projects are
predominately roads, bridges, airports (both regional and the new Chingis
Khan International airport), infrastructure, and rail projects situated
within the central and southern regions of Mongolian.

. Evaluated and executed the supply of Concrete, Asphalt and Dry
Aggregates for the Samsung Railway project in the South Western Region
of Mongolia. The proposed rail is planned to be 225.0km long from
Ukhaa Khudag Mine site towards to border of Gashuun Sukhait.
. Implementing the construction design for rainwater runoff from
highways and roads, controlling irrigation and flooding on national
park areas, together with diverting sewage and pollution away from
water sources. Execution of NEC,ECI, together with FIDIC contracts

Position: Resident
Engineer.
The works comprising this contract were situated in the Umnugovi aimag,
Khanbodg Soum. The road alignment was from the Oyu Tolgoi mining site
south towards the Mongolia/China boarder. The project comprises the
construction of 30-km of roads; Staff consisted of Foreign Engineers as
Resident Project Manager, 2-Resident Engineer, 2-Highway/Bridge Engineers,
1-Senior Quality Assurance Engineer and 1-Contracts Engineer supported by
local staff as 2-Structures Inspectors, 4-Road Inspectors, 2-Quality
Control Engineers, 1-Quantity Surveyor, and 1-Surveyor. Regular meetings
were held with the Contractor, the Designer, the Employer's local
representatives and the Employer; reporting at Ministerial level when
required.
Jan 2010 - Feb 2011: Strabag International GmbH.
Position: Project Manager/Senior Materials
Engineer.
(Coastal Road: Ajdabia to Al Marj. & Tripoli
International Airport)
Engaged on the Coastal Road Ajdabia toAl Marj in Libya. The project
consisted of full reconstruction and overlay maintenance. This phase
covered the border of Egypt to Tunisia which is around 960 km.
Responsible for the central laboratory situated in Tripoli, and associated
satellite facilities along the main coastal highway.
Duties consisted in brief of the following,
?Sourcing of all construction materials, to be incorporated within the
project.Both within Libya and overseas.
?Compile all QA documentation, Quality Plan, and Inspection Test Plans
?Analyzes product failure data and laboratory test results to determine
causes of problems and develop solutions.
?Monitor material performance and evaluate material deterioration.
? Supervise the work of technologists, technicians, and other engineers.
? Design and direct the testing or control of processing procedures namely
Asphalt and Concrete production.
? Evaluate technical specifications and economic factors relating to
process or product design objectives.
? Conduct or supervise tests on raw materials or finished products to
ensure their quality.
?Perform managerial functions, such as preparing proposals and budgets,
analyzing labor costs, and writing reports.
?Plan and evaluate new phases of the project, consulting with project team
within Libya and support staff in Germany.

Position: Project Manager. (Trinidad, West
Indies.)
On assignment from Expo-Tec Services Ltd, responsible for all aspects
relating to Earthworks, Drainage, and Surfacing of the new Interchange
project, programmed to be completed in October 2008.
. Review and assess feasibility studies, engineering designs,
construction plans, specifications, unit cost analysis and estimated
construction and maintenance budget; provide recommendations for
improvement;
. Review existing project planning, design, construction management,
quality control (QC) and quality assurance (QA)(ITP) plans and
procedures of the ongoing road and bridge project; provide
recommendations for improvement;
. Submit detailed reports on the status of road construction program
implementation to ministry of works and transportation; where
deficiencies are noted, recommend corrective action;
. Review the performance indicators in the Performance Management Plan
and recommend any other suitable custom indicators necessary to
monitor progress made and impact of the project.
. Monitor performance of, and provide technical advice as needed, for
the implementation of two additional task orders related to capacity
building for rural electrification and water and sanitation
infrastructure surrounding the works.

Surfacing Contracts Manager for the following Major projects, (Tarmac (NW)

Position: Quality Assurance/ Materials Engineer.
Responsible for all functions and levels of the business, company
activities included Construction Materials Testing,
Water, Chemical, Soils, Metallurgical Analysis, None destructive testing
and inspection, Paint and coatings examination, geotechnical
investigations, and Oil analysis.
Reporting directly to the board of Directors, with associated
responsibility for the preparation of yearly budgets, for their submission
and implementation.
Turnover in excess of 1.5 million SR per month, with nine departments
(approx. 187 members of staff) covering the above activities within the
central province office situated in Riyadh,
April 1993 - Jan 1994: Morrison A & B (Middle East Ltd)
Position: QA/Materials Engineer.
Engaged within the Middle East region, responsible for management of all
contracts / company quality assurance programmes on projects throughout the
Kingdom of Saudi Arabia, U.A.E. Oman, and the State of Bahrain.
My main duties and responsibilities were as follows,
. Negotiate and propose material supplies in accordance with British /
American standards, and in line with the contract specification.
. Analyse present operations, formulate and implement effective
organisation strategies to improve productivity.
. Prepare professional reports for the Consulting Engineers in respect of
the source approval for inclusion for all materials.
. Analyse new projects/ ventures and calculate feasibility studies,
including cash flow, and profit/ loss projections.

Responsible for the day to day supervision of the NAMAS accredited
laboratory, also acting Project Manager for the bridge investigation
projects, and motorway resurfacing contracts.

Position: Plant Manager.
Responsible for sales, overall production, QSRMC, Health and safety,
technical, credit control, and plant maintenance. At this time Pioneer
operated a cell management system where the Plant Manager had overall
responsibility for profit and loss.
Nov 1982- January 1990: Morrison Knudsen. (Saudi Arabia)
Position: Quality Control Engineer.
Responsible for ensuring that construction materials were selected with
regard to quality, cost and that they were processed in accordance with the
contract specification, and/ or good practice.
