Refinery expansion project was initiated by State Petroleum Refining & Petrochemical Corporation
(PERAC), the holding corporation and National Refinery Limited (NRL), a subsidiary of PERAC. It was
financed through World Bank Loan # IBRD 2842-PAK.
Hydrocracker Project
January 1982 to Present

This project was conceived by PERAC as a secondary refinery project, utilizing the indigenous virgin furnace
oil available from the two local refineries based in Karachi. World Bank provided $12 million for initial EDS
package of the project under IBRD Loan #2218-PAK in January 1982. Part of this loan was also allocated to
National Refinery Limited ($1.4 million) and ENAR Petrotech Services Limited ($0.4 million) for Energy
Conservation Projects.
