I am looking for a challenging full time position to utilize my skills
within a business development and/or project management position in the
power generation and/or construction industry.
I have over thirty (30) years experience in the construction and power
generation business, with positions in engineering, project management,
estimating, business development and management. I have extensive
experience in creating and managing budgets and schedules, negotiating
contracts, monitoring project progress, preparing project reports and
estimates and effectively communicating and coordinating with customers,
executive management and direct staff.
I began my career directly out of high school working for a general
construction contractor in the oil refineries and chemical plants between
Baton Rouge, LA and New Orleans, LA. After a five (5) year period and the
birth of our son, I entered the University of Tennessee as a full time
student in 1985 and graduated in 1988 with a BSME.
Since graduation, I have worked in the power generation field, including
nuclear, fossil, natural gas, heavy fuel oil and recently renewable (wind
energy). My family and I have lived in different regions of the United
States and overseas for two (2) years in Singapore.
I have excellent computer skills and I am very proficient in all the
Microsoft programs and the estimating programs of Timberline, Success
Estimator and MCASES 2. I am a current member in ASME and AACE and a Green
Belt in Six Sigma.
I am open to travel with a maximum amount of 50%.

. SENIOR MECHANICAL ESTIMATING MANAGER
I am responsible for creating and leading the estimating team for lump sum
and fixed priced proposals, including project indirects that have an
emphasis on mechanical work. The type of proposals includes pulp & paper,
various AQCS types, and power projects including coal plants and gas
turbines. I coordinate with engineering and construction during the
proposal phase and lead the presentation for management reviews and
approvals of the proposal. During the proposal stage I prepare the
subcontractor packages and if project is awarded negotiate subcontractor
contracts, and lead the turnover meetings with the construction project
team. I also provide complete overall conceptual estimates for power
projects and service only proposals.

I was responsible for creating and preparing budgetary and fixed priced
proposals for service and construction estimates within the guidelines
governed by the Federal Acquisition Regulation (FAR) for requests for

government officials and prepared IGCEs for MILCON work and
reviewed/approved change orders.
SIGNAL WIND ENERGY, LLC - Chattanooga, TN (January 2008 to November 2009)

I was responsible for creating budgetary and fixed priced proposals and
administration of subcontracts for Wind Farm projects. I prepared the
packages for solicitation of bids, prequalified vendors and subcontractors,

schedule, wrote change orders and maintain project costs throughout the
project. I managed the engineers, vendors, and suppliers throughout the
design phase of the project.

I was responsible for creating order of magnitude and fixed proposals for
Recovery Boilers, Circulating Fluidized Bed Boilers and Bubbling Fluidized
Bed Boilers. I was the lead to create and administer the commercial terms
of the proposals and oversee/the coordination of the technical aspects of
the proposal. I was a liaison with the client and worked directly with the
technical/engineering team and the field sales team.

Responsible for the all the direct material purchasing for two (2) product
lines at the Clayton Manufacturing Plant, with an annual spend of $300
million dollars. I supervised twenty five (25) direct reports and five (5)
to seven (7) contract
personnel, which includes buyers, new product coordinators and supply
development engineers. The group's main responsibility is purchasing and
maintaining quality parts from three hundred thirty (330) domestic and
foreign suppliers.

Acted as the Owner's Project Manager for two (2) 100MW HFO power plants
built in the Dominican Republic and in Sri Lanka and one (1) 27 MW turbine
power plant in Tunisia. Determined technical project viability and
coordinated technical aspects of projects with regard to conceptual design
process, facility layout, and detailed design. Planed project
specifications, such as project pro forma development, site selection and
evaluation, and permit investigation. Drafted and negotiated project
contracts and agreements. Develop capital and operating budgets, prepared
project schedules, budget, and staffing requirements. Conducted technology
comparisons and life cycle cost studies, both internally and for equipment
supplied by competitive vendors. Reviews problems and issues on similar
operating facilities and projects under construction to ensure problem
areas/issues are not repeated in new construction.
SOLAR TURBINES, INC. (a Caterpillar Company) - Houston, TX (July 1997 to
July 2001)

I managed the engineering design effort on power generation projects to
assure that the design and all the equipment, meets the customer
specifications and industry codes/standards, by directing a team of
assigned engineers and designers. The project teams are comprised of all
engineering and design disciplines required to design and produce
construction packages to build a power generation plant. I was responsible
for assuring that the engineering and balance of plant equipment budgets
are maintained which include writing and reviewing all of the required
request for quotation and request for purchase orders. I also performed
construction walk downs, negotiated and selected contractors and was
responsible for maintaining up to date schedules for engineering, equipment
and field construction activities.
GENERAL ELECTRIC COMPANY- Schenectady, NY (Sept 1993 to July 1997)
0. PROPOSAL MANAGER
As a key member in helping close orders for GE Power Systems, I directed
the formulation of proposals for steam turbines, gas turbines, generators
and extended scope for utility, industrial and commercial applications
located in the South East Asia region. In the pre-bid phase, I provided
support to field sales to help customers solve problems and influence
specifications in GE's favor. During the bid cycle, I led the review of
customer bid documents and communicated the technical and commercial
requirements to the other team members. I would identify, schedule and
integrate the work of all contributors to ensure the proposal is accurate,
prices and risk are in accordance with GE policy, and that the most
competitive proposal possible has been developed to win the order. I also
coordinated the team in the post bid phase to clarify and improve GE's
competitive position.
1. SENIOR ESTIMATOR
I developed and produced conceptual and definitive cost estimates for
complete power plant projects, including simple cycle, combined cycle and
steam turbine islands, in all regions of the world. Daily interfaces with
Engineering, Project
Management, Sourcing and Proposal Personnel to develop generic standards,
parametric data, practices, procedures, etc., for use in the development
and costing information to meet the needs of the proposals. I compared and
contrasted
methodology with historical data to apprise management of potential risks
and rewards inherent in each proposal, as well as interpreting customer
specifications, drawings, and scope documents for a thorough preparation.
I was instrumental in developing and maintaining a quick response
estimating computer program and database.
STONE & WEBSTER ENGINEERING CORP. (Aug 1988 to Sept 1993)
PROJECT/COST ENGINEER - Huntsville, AL
As the Project/Cost Engineer, for Unit 3 at Brown's Ferry Nuclear Plant, my
responsibilities included tracking and obtaining approval of site wide man-
hours for all disciplines that would affect the current fiscal year budget,
developing, maintaining and presenting to plant management a weekly project
status report of the C.P.I. and key commodity unit rates and overtime
percentages. I also developed estimates to establish the new scope of
work, visual inspection and verification of items installed, analyzed and
developed unit man-hour rates and created budgets for the new fiscal year.
PROJECT ENGINEER II - Idaho Falls, ID
I was responsible for preparing complete turnkey packages for construction
projects at the chemical plant facility. My main duties included
negotiating and awarding construction contracts, coordinating the
construction and tracking of all costs, including negotiating all field
change orders for that project. The level of projects developed were
feasibility & planning, conceptual, Title I and Title II. I obtained a DOE
"L" security clearance.
MECHANICAL ESTIMATING ENGINEER - Boston, MA
My primary duties required preparing the mechanical estimates for fossil
power plans, pulp and paper plants, infrastructure and heavy industrial
facilities. The responsibilities for providing detailed estimates included
quantity takeoffs, current material pricing, equipment requirements and
distributables. Secondary duties included engineering and related
management service estimates, involvement with cost analysis, trends and
forecasts of various projects.
PALA CONSTRUCTION COMPANY - Baton Rouge, LA (July 1978 to Aug 1985)
SHOP FABRICATION MANAGER
As manager, I was responsible for tracking all operating and maintenance
costs, income, sales and making any needed changes to produce a profit for
the fabrication shop.
PROJECT ESTIMATOR
I calculated complete bottom line project costs of chemical, pulp & paper,
and oil refinery construction projects. These duties included takeoffs for
all mechanical, electrical, and civil items, creating a construction
schedule, tracking all costs of field projects, and coordinating
subcontractors.
FIELD ENGINEER
I was located in the field at various project sites and was responsible for
tracking all project costs, supervised mechanical and civil crews, and
performed liaison duties with the customer.
DRAFTSMAN
I created isometric pipe spool drawings for the fabrication and
installation of pipe from the approved for construction customer drawings.
