PROFESSIONAL EXPERIENCE
UNITED STATES ARMY; FT. LEAVENWORTH, KANSAS 2010-PRESENT
DIRECTOR OF TRAINING
Supervise, lead, and evaluate a one-of-a-kind resident training program, supporting a $200 million contract
for the development and socio-cultural training of deploying military and civilian personnel. Identify and
establish priorities, develop work plans, set quality and performance standards, manage and acquire
resources. Serve as principal advisor for onsite contracting representative for quality assurance, inspections,
and compliance of legal and regulatory guidelines. Manage aspects of human resources for contract
personnel, senior military, and Department of the Army civilians. Ensure full support of EEO program.
Key Successes and Achievements:
• Substantially improved, through leadership and decision making, the new design and innovation of a
training curriculum. This resulted in the creation and implementation of a shortened curriculum by nearly
50% in training days, providing significant savings in contract and revenue expenditures; all the while
ensuring on-target delivery of all deployment criteria as demanded by the U.S. Army.
• Initiated, directed and approved training objectives, learning strategies and curricula that established the
program’s first individual track training modules and reorganized an improved end of course training
exercise certification process. This has resulted in a 25% improvement in retention and deployment rates.
• Led the staff reorganization and work performance by successfully managing through a difficult 65% staff
reduction due to an un-forecasted budget decrease while completing required training tasks on time.
• Assembled and successfully supervised and motivated a diverse workforce comprising of three (3) branch
chiefs and a cross-functional staff of 40-60 personnel, which encompassed high-level executive officers,
managers and subordinates; evaluated contract performance, prepared employee appraisals, and increased
employee morale through awards, incentives and recognition.
• Managed the process for change management and continuous improvement of productivity as well as
increasing the quality of work, which previously was non-existent in the program’s 6-year existence.

Supervise, lead and integrate an Army innovative program for a Social-Cultural Analysis Team in a fast-
paced operational environment. Plan and conduct primary and secondary social science research and
region-wide studies in order to inform U.S. and military coalition decision-makers on socio-cultural effects
and impacts in the area of operations.
Key Successes and Achievements:
• Led the integration of the team's socio-cultural research effort and products to synchronize with a U.S.
Army division's operations and decision-making process. This enabled the research information to be used
for resolving problems in a complex environment supporting nearly 40,000 troops.
• Collected, analyzed and reported socio-cultural data and trends from region-wide interviews. Reported key
information derived from research operations, which resulted in the development for the commanding
general’s common operating picture for the human domain and further led to a creation of weekly briefs to
the commander and staff.
• Established partnerships with various working groups and key stakeholders such as the State Department’s
Political Advisor, a Cultural Advisor, a Provincial Reconstruction Team, a Civil Affairs unit, and other
human geographical teams, which enabled socio-cultural information to be integrated for plans involving
Iraq’s national election.
• Developed the first region-wide study using Social Science Research Analysis questionnaires and polling
on the populace's perceptions of the U.S. Responsible Drawdown of Forces in Iraq.
KANSAS NATIONAL GUARD; TOPEKA, KANSAS 2006-2009
DIRECTOR OF STRATEGIC PLANS, TRAINING, EDUCATION AND EXERCISE
Direct and implement policies, procedures and strategic planning guidance for the Kansas Adjutant General’s
Department and its three divisions of the Military, Homeland Security and Emergency Management. Serve as
the principal advisor to state and national agencies on national exercise directives, joint training and
education, and the international relations program with the country of Armenia and the U.S. State
Partnership Program. Manage an annual financial plan and perform budget forecast.
Key Successes and Achievements:
• Led the planning, integration and publication of the Department's first Joint Strategic Plan for the State of
Kansas’ three divisions of the Military, Homeland Security and Emergency Management. Developed the
short, mid and long-term goals which were balanced against priorities and resources.
• Selected by peers of 54 states/territories to serve as the National Chair for a Strategic Plans Committee.
Served as the State's principal liaison with U.S. Northern Command on three national level exercises.
• Developed, maintained and tested the Department’s Continuity of Operations Plan (COOP) in support of
the Kansas response plan. Designed training methods and conducted assessments and evaluations through
formal and informal training programs.
• Advocated support for leading change. Facilitated the Department's continual organizational
transformation to joint operations based on lessons learned from Hurricane Katrina, 9-11 terrorist attacks
and two other federally declared state disasters.
• Planned and coordinated the first Kansas military led exercise on Pandemic Flu with over 16 federal and
state agencies participating, which enhanced the interagency, state and federal cooperation. The
outstanding exercise planning and execution received national attention.
• Provided oversight of the international State Partnership Program for the country of Armenia. Coordinated
11 international events in support of the U.S. Government Security Cooperation involving military-
military, civilian-civilian and military-civilian program exchanges.
