In my past role as Regional Manager of Balfour Beatty’s Rail/Trans Group, I was instrumental and key

contributor in the growth from a small organization of 6 to more than 50 salaried employees. The estimating

department was also expanded during this time from a staff of 2 and the capabilities to estimate single

projects up to $100 million to now a staff of 8 estimators which includes single estimates of over $1 billion.

During this time Balfour Beatty, my team has expanded our target markets from primarily Southern California

to Northern California, Denver, Portland and Seattle. My responsibilities included Profit and Loss reporting,

annual budget projections, business development, estimating and proposal development, and all office and

field operations including job tours and reviews of schedule, budget, safety, quality and related issues with the

Project Construction Teams. Over the past eight years, annual revenues have been increased from

approximately $20 million per year to over $160 million per year along with increasing the overall margins.

During my 20 years of construction/engineering related project management, I have accumulated a vast

knowledge of design-build related work in construction and management of rail transit systems, heavy civil

work, C&I electrical work and the successful installation and start-up of all such work.

EXPERIENCE WITH BALFOUR BEATTY

Charlotte Streetcar, Charlotte, North Carolina

Advised and implemented a project recovery schedule that included the status

of project related deliverables, procurement activities, equipment and overall

construction sequencing. During this time also made changes by increasing

the staff needed to implement the needs of the Project along with hiring the

construction employees needed to complete the construction activities.

Provided them with training on an execution plan and the processes needed to

track the production and budget related items.

North Metro Transit Corridor, Denver, Colorado

Assisted in the successful pursuit, as the lead prime contractor, of the $377

million design-build project for RTD. Primary role was in the development of

the PE drawings with the design firm needed for the estimators to complete

the estimate (i.e.: utilities, retaining walls, bridges, civil alignment, electrical

and systems). Developed the Project Schedule for the proposal submission

that included more than 40 access dates and multiple schedules for various

options. Completed the bid review that included quantities, production,

subcontractor reviews, risk analysis, and overall margin and contingency.

Exposition Line LRT Phase 1 C-5 Light Rail Transit Project, Culver City,

California, Exposition Metro Line Construction Authority – The $23

million(sole source negotiated contract) Expo Phase 1 project included the

construction of an aerial station and bridge structure a new 1,711 foot cast-

in-place prestressed box girder bridge. It features a station platform,

construction of 3,400 feet of overhang cast-in-place walkways. The project

included all of the station elements including steel canopies, rain shields, steel

stairway structures, elevator enclosures and cast-in-place concrete buildings

that house electrical and communications/signal rooms for train systems and

elevated station finishes. Additional work included track, traction power

electrical and communication systems, parking lots, traffic signals, bike path

and landscaping.

Exposition Line LRT Phase 1 Track Work Project for FFP, Los Angeles,

California, Exposition Metro Line Construction Authority – I was responsible for

project oversight of track work for EXPO Phase 1 ($45 million) including the

furnish and installation of embedded, and ballasted track for the 8.6 mile

alignment. With my guidance, the subcontract exceeded the project

requirement of 30 % Local Hire and established a mentoring program for the

first 90 days of employment to ensure a safe work environment for an

inexperienced workforce. Our Team worked with the Prime contractor to

maintain aggressive production to meet construction schedule with significant

inherited delays.

MTA Goldline Eastside Extension, Los Angeles, CA

Senior Project Manager. Project Value $122 million

Responsible for all aspects of the design, furnish, installation and

commissioning for the Traction Power, OCS, Train Control and Communications

systems. Project highlights include: substations, transfer trip scheme, load

break switches for sectionalization. OCS, utilizing a low-profile design tie-in to

the existing Pasadena Goldline at Union Station. I had to coordinate with local

government entities, local municipalities, utility companies and California DOT.

The project required frequent interaction with the owner/agency and other

contractors.

EXPERIENCE WITH MASS ELECTRIC CONSTRUCTION COMPANY

Valley Metro Rail Traction Power/OCS, Signals, and Communications,

Phoenix, AZ

Project Director - Project Value $95 million

Responsible for two independent contracts, TES/OCS and Signal/Comm. Project

Team included staff consisting of two Project Managers, support staff of 20

individuals, and 5 design engineers. This project was a new system start-up

construction of 20 miles of embedded double rail track, constructed by 6 prime

contractors, running thru 3 local municipalities and coordinating with many

local government and utility organizations. The scope of work included:

design, construction and testing of 15 traction power buildings, construction of

the OCS, the design, furnish, installation, and testing of the railroad signal and

communications system.

Sunrise to Folsom Extension, Sacramento, CA

Project Manager – Project value $22 million

Responsible for the expansion of the 7.5 mile extension from Sunrise to

downtown Folsom. This project included tie-in to the existing operational line

at Sunrise Rise Station, 8 Traction Power Substations, a 100HZ Substation,

60,000 feet of DC cabling, all railroad signaling and associated wayside

equipment, including 14 highway grade crossings, and 2 interlockings.

Pasadena METRO Goldline, Pasadena, CA

Project Manager - Project Value $68 million

Responsible for the design, procurement and installation of 10 Traction Power

Substations (including AC Metering Compartments ranging from 13.5 KV to

35KV, auxiliary transformers for general power, and approximately 100,000

feet of 750MCM, 750 volt, DC cabling) and all communications systems (fire,

life and safety issues, emergency telephone, CCTV, radio, blue light trip

stations, SCADA system, and an operations control facility).

Whittier Access Project (Tunnel Segment), Whittier, AK

Electrical Design Coordinator and MEC Project Manager - Project

Value $57 million

Design/build/operate contract to convert existing 2.5 mile railroad tunnel to

automobile/railway use, including an extensive lighting and ventilation system

and buildings to house fans, control facilities, toll booths, and safe houses.

Responsible for designing and coordinating all aspects of the electrical system:

including emergency systems, life safety requirements, power distribution (35

KV), and traffic control systems.
