TE SubCom, Baltimore, MD 1985-2014

Senior Manager Fleet Operations & Labor – Company Security Officer (2003-2014)

Managed the coordination of all vessel operations, fleet manning and Vessel Security for the TE SubCom

fleet of eight cable ships, operating worldwide.

• Established Weather Routing Requirements for transiting vessels, resulting in significant fuel and

time savings 2 – 5%.

• Consolidated network of ship’s agents, simplifying communications and port entry procedures.

• Provided documentation and support for project permitting efforts for both new cable construction

and cable maintenance projects, expediting permitting process.

• Supervised the hiring and placement of all officers and crew, over 400 positions annually, ensuring

all had the appropriate qualifications and credentials for each vessel and job assignment.

• Established and implemented annual Officer Evaluation System.

• Managed CBA’s for Officer and Crew – AMO, SIU and PI. Resulting in Crew retention.

• Established and implemented record retention of marine crew credentials and documentation.

• Implemented a Pre-Employment Physical program for all marine hires, resulting in near total

• Developed, implemented and maintained with ongoing improvement each vessel’s Ship Security

Plan and training program, as defined by the Marine Transportation Security Act (MTSA-USA)

and International Ship & Port Security requirements (ISPS – International).

• Conducted Annual Internal MTSA/ISPS Audits as required for both vessels and facilities, resulting

in no findings from regulatory agencies.

• Coordinated various Security Exercises with Local, Federal and State Authorities in Baltimore, MD

and Portland, OR.

• Established and initiated appropriate security measures as required based on Risk

Assessments for various cable operations in High Risk areas with no resulting attacks or losses.
