MINERA PANAMA

. Project management for the development of port facilities engineering

work for Inmet/First Quantum's Minera Panama Mina Cobre project at

Punta Rincon in Panama.

. Managed, coordinated, reviewed, and approved the engineering work from

EPCM contractors, local subcontractors for the on-shore and off-shore

facilities at Punta Rincon on the Caribbean ocean, interfaces with a 300

MW coal power plant, infrastructure work as part of the $6 billion copper

mine project.

. Managed and coordinated budgets and work with the home office, and

construction with site personnel. Expedited pending upfront

infrastructure work through third parties related to early works: camps,

fuel supply and storage, water supply site plans, coordination with power

supply, earthworks, marine works, etc.

. Optimized overall cost for the project with innovative solutions.

. Performed environmental and safety reviews with Panamanian contractors to

improve local practices in the country, and avoid future legacies.

BHP BILLITON

. As part of the BHP Billiton management team, provided direction, managed

large EPCM firms from Canada, and contractors from the US, Europe and

Australia for the Selection (pre-feasibility), and Definition

(feasibility) studies for a new 8 Mtpa potash port project in Vancouver,

WA, USA. This project was developed to support the $12 billion Jansen

potash mine in Saskatchewan. Achieved safety, quality, cost effective

solutions, schedule compliance, and operational requirements empowering

personnel to achieve business objectives.

. Undertook risk assessments, front end loading, VIP's (BHP's value

improvement tasks), reviews with BHP Billiton and industry specialists

related to capital effectiveness, operations, reliability,

maintainability, constructability, materials, prevention thru design,

LEED, etc.

. Developed and lead cost optimization workshops and innovation obtaining

approx. 30% capital cost reduction.

. Researched worldwide and implemented new state of the art automated

systems for rail car receiving and underground unloading stations,

reclaimers, shiploaders, conveyor systems, and control systems.

. Retained and coordinated with Rescan to undertake the initial permitting

process. Monitored/coordinated the continuation of permitting stages with

Berger Abam from the US and Worley Parsons meeting with the Port of

Vancouver, WA, US and regulatory agencies achieving all permits approx. 6

months ahead of time.

. Managed the geotechnical investigation bid process and study by retaining

URS Corp. from WA., US. Field work by URS Corp. underwent risk

assessments, retaining a US safety specialist. Investigation was

completed with Zero Harm, in half of the time in accordance with BHP

Billiton's practices. Identified and mitigated risks using FLAC analysis,

soil densification due to liquefaction.

. Monitored the execution of ground improvement with soil densification,

marine pile installation, earthworks, deep construction of rail car

dumper below water level addressing environmental risks to comply with

environmental practices and US Agencies.

. Project included a 15 m deep dumper shaft that required excavation under

water beside a rail track in operation, a tunnel for material handling

equipment, transfer towers, a 300,000 Tonnes gluelam 50 m high storage

building, a 8 MTPA berth for post-panamax ships, fully automated

facility, rail work, dust, noise control and ventilation, etc.

. Member of BHP Billiton's EPR team (Execution Project Review) for the 33

Mtpa Cerrejon coal mine expansion and Bolivar Port in Colombia.

BARRICK GOLD PUEBLO VIEJO GOLD/COPPER PROJECT WITH FLUOR CANADA

. Provided planning, management, project optimization and coordination with

project technical team; developing early EPCM contracts on infrastructure

and environmental work for the $ 2.7 billion copper/gold Pueblo Viejo

project in the Dominican Republic. Project team encompassed:

engineering, procurement, project controls, estimating, scheduling,

construction, external consultants, and client.

. Strategized and managed from inception existing process plant demolition

and ancillaries, a hazmat/non-hazmat waste assessment, and remediation

plan of a highly contaminated site.

. Retained and coordinated environmental work with Rescan, Hazco the

remediation firm, contractors, and BGC Engineering, the geotechnical

consultant on dams, ARD collection, tailings, etc.

. Project included a new crushing plant with underground tunnel, material

handling, process plant, tailing facilities, ARD treatment, truck shop,

and ancillaries.

. Managed and coordinated the preparation of 25 contracts for the early

execution plan.

. Prioritized and coordinated on early permitting process with the

engineering team, client, supporting firms in the Dominican Republic and

authorities.

. Participated and completed the feasibility study, coordinating with

project team and managed the study reporting.

NEWMONT'S YANACOCHA GOLD PROJECT WITH FLUOR CORP.

. Managed Fluor's home office technical team, and coordinated with

Logistics and Construction during 4 years developing approx. 40 EPCM

green, and brown field projects worth $ 200 million/year from inception

to completion. Responsibilities included strategizing, leading,

innovating, periodic site coordination, fostering teamwork, reporting

progress to Newmont PM, on projects such as: CIL plants, heap leaching,

gold refinery, process control improvement, ponds, pumping stations, lime

plants, mercury disposal, ARD management, water treatment plants, mine

dewatering, hydrogeology, etc.

. Developed value engineering initiatives at the onset of projects

achieving substantial savings.

. Appointed by Newmont to supervise Knight Piesold Geotechnical

Consultants, and MWH Site-Wide Water Mgmt. Consultants, on projects. This

included coordination, technical and invoice reviews/approvals.

Consultant's works encompassed: heap leaching pads, dams, canals,

serpentines, drainage, slope protection, site-wide water management, ARD

collection, waste dumps, solution ponds, piping, and roads.

. Resolved a critical and imminent slope collapse case impacting cyanide

solution pipelines, avoiding a multi-million dollar potential liability

for Yanacocha.

SOUTHERN PERU COPPER CORP. (SPCC) AND DOE RUN'S SMELTER WITH FLUOR CORP.

. SPCC: Managed ancillary EPCM projects as part of a $500 million plant

ugrade on emissions control for SPCC's Ilo copper smelter. Works included

the installation of a new 55 m high X-Strata furnace, decommissioning of

existing furnaces in a plant in operation, and a new sulphuric acid

plant.

. SPCC: Managed the in-house design, constructability, and prepared

contracts for SPCC's 50,000 GPH sea water intake for condensers cooling

retaining Golder-geotechnical, and Worley Parsons from Canada.

. Doe Run: Managed engineering/construction EPCM services for 10 initial

projects for $ 500 million Doe Run's La Oroya smelter facilities

modernization, and environmental compliance with the Peruvian Government.

Retained and managed contractors.

. Doe Run: Implemented Innovative solutions on arsenic trioxide disposal

project including an underground tunnel for material handling under a

rail track in operation; slag dewatering disposal project installing a

new cable car transportation system. Projects eliminated the Mantaro

River's related contamination. Engineered and constructed a waste water

collection system including 12 Km of underground pipe in an operating

smelter, and coordinated a waste water treatment plant to eliminate the

Mantaro River contamination.

MISCELLANEOUS MINING/HEAVY INDUSTRIAL/INFRASTRUCTURE PROJECTS

. FLUOR Canada: Freeport's $ 600 M Safford copper open pit mine in Arizona

- Area Manager EPCM services. Managed geotechnical work with Golder

Associates from Denver. Performed a peer review to optimize HDPE liner of

heap leach pad with top US geotech. specialists. Project included primary

and secondary crushing, material handling and process plant.

. FLUOR Canada: Freeport's $1.5 Billion Bagdad and Ajo, copper open pit

mines studies in Arizona- Project Management Support.

. FLUOR Canada: Diavik diamond open pit mine in North Western Territories,

Canada for Rio Tinto - Project management support on plant expansion.

. PROTON ENGINEERING EPCM Co. (Vancouver): Canatuan Gold and Copper open

pit mine in the Philippines - Feasibility study.

. PROTON ENGINEERING EPCM Co. (Vancouver, Yukon, Alaska): Anvil Range

Mining, zinc and lead open mine plant upgrade in the Yukon, Canada, below

water steel piling repairs for a port in Alaska. EPCM services on

miscellaneous plant retrofit. Work also included demolition with wire

cutting and modification of the primary gyratory crusher.

. PROTON ENGINEERING EPCM. Co. (Vancouver, Mexico): Moris Gold Heap

Leaching Open Pit Mining project- Chihuahua, Mexico - Engineering.

Project included a jaw and secondary crushers, material handling, heap

leach pads, and solution ponds.

. VECTOR ENGINEERING-Peru (now AUSENCO): La Candelaria copper mine study in

Peru. Project included a primary and secondary crusher, material

handling, process plant, ancillaries.

. Independent consultant (Peru): Advisory on technical services to

successfully resolve litigation at Peru's Mining Supreme Court on

environmental issues for a private mining plant in Peru.

. COSAPI CONSTRUCTION Co (Peru).: Upgrades for Cobriza underground copper

mine in Peru developed by Kaiser Engineers from the US. Technical

services for Milpo mine penstock, power house study and reconstruction.

. COSAPI CONSTRUCTION Co. (Peru): On site technical services for new mining

projects, industrial plants, precast and pre-stressed concrete plants,

silos, geotechnical work, hydraulic works, hospital, oil platforms, new

business development and proposals.

. MAN GHH (Germany): Steel mill study in the Middle East - 2 years project

management for a $ 2.5 billion turnkey project study, and tender -

Oberhausen, Germany.

. MAN FERROSTAL (Argentina): Retrofit and expansion of Somisa Steel mill

plant, Argentina - EPCM services. Iron ore ship unloader terminal

facilities retrofit, material handling, civil works, design/construction

of a large steel shop with 30 Tonne overhead cranes. Preparation of

design team in a record time for the $300 million Vancouver International
