EXPERIENCE
CenturyLink via
Lead OSP Planner
Contract
2013 – 2014
Research, analyze, and prepare plans for rehabilitation of entire wire centers. Goal to consolidate working
copper services to a minimal number of copper cable sheaths so that excess copper can be removed and
recycled, generating revenue and duct vacancy for the placement of fiber optic cable and new technologies.
Includes performing loop studies to ensure transmission requirements have been met. Provide training and
support to associate Planners, assisting with technical training, database training, and overall process
support. Highest volume producing planner. Commended for thorough, clear and detailed engineering plans
and aesthetic handoff package.
ECC Technologies
Senior OSP Engineer / Project Manager
2012-2013
Lead the field survey data collection, recording, and reporting. Organized, scheduled, and coordinated all
OSP’s to ensure thorough coverage and due dates met for all projects. Appointed sole Quality Control
Engineer of all field data collection and reporting. Collected field data utilizing GIS base maps and the use of
GPS devices, such as the Trimble. Created GIS base maps using ESRI ArcGIS and AutoCAD, to be used for
manual data collection in the inventory process. Presented data in kml/kmz files for viewing in Google Earth.
Excelled at Technical writing of inventory summaries and site specific telecommunication profiles for
economic development advertising and promotion. Researched, planned, and drafted permit drawings for
projects in North Carolina and New York. Prepared construction cost estimates for projects across North
Carolina and New York. Updated ‘magic mile’ costs with current construction and materials pricing, by
location. Researched and provided budget proposals for fiber optic cable builds for multiple top-ranking
ILEC’s, CLEC’s and CATV operators. Provided sales quotes, along with visual presentations and accompanying
technical data to these corporations. Identified and cold called potential new customers with an interest in
obtaining dark fiber optic cable routes through lease or IRU. Performed as the technical expert in business
meetings with City, County, and State municipalities. Lead in the planning and design of a multi-state fiber
optic network, focusing on service to cell towers. Key support to five (5) managers, in five (5) departments,

1998-2002, 2004-2005, 2007-
2012
Ongoing training and experience in Outside Plant Engineering: Planning, Design Engineering, Fielding,
Drafting, Encoding, and Permitting. Aerial plant training includes gathering pole birthmark data and height-of-
attachment for all cables, pole loading, wind loading, bending moment and preliminary use of O-Calc
software to perform calculations. Familiar with NESC and GO95 regulations for separation and clearance
requirements. Have worked in Light, Medium, and Heavy loading areas. Buried plant training includes
identifying plow, trench, bore, and directional bore necessary areas, NESC separation requirements, and
depth of cover. Underground plant training includes confined spaces training for manhole entry, duct
assignments, racking, buffering, and manhole butterflies. Have right-of-way and permitting research and
production for all construction types, including Traffic Control Plans and work safety zones. Specialized in
copper distribution for first two years and then increased to copper feeder for an additional year. Specialized
in tracts/subdivisions and joint trench projects during the years of copper engineering. By 2001 started
training and engineering fiber jobs, including CEV and HUT placements, LiteSpan. Increasing knowledge and
responsibility to include ATM, Sonet Rings, collapsed rings, diverse rings, OC12 up to OC192 rings, with
subtending rings. Placement of multiplexers (MUX’s) with various cards placed per slot for DS1, DS3, MetroE
services. Familiar with Granite. DSLAM cabinet and equipment placement for HFC hybrid fiber copper cable
and the ONU’s and remote power terminals necessary to operate the upgraded system. Placement of VRAD
cabinets and equipment for U-Verse. Several years as a work-from-home contractor. Recently worked on
prem handling BAU and special projects, everything from energizing count for POTS or ADSL service to
copper REHAB jobs, to fiber extensions for MetroE and larger bandwidth commercial services, to multi-mile
fiber back haul placement and upgrade. Also handled BICS projects- as have extensive knowledge and
background in building requirements for plenum and non-plenum areas, building codes, and safety
requirements. Lead engineer on FTTC (Fiber-to-the-Cell) projects, placement of SAP Terminals (Charles
Enclosure Pedestal/Handhole combination) for fiber jumper drop access to wireless service providers at their
NEMA box in the tower compound. Worked closely with Mastec/Nsoro to identify existing conduits and
easements for fiber placement into tower compounds. Experience with many other FTTX protocols, FTTN
(Fiber-to-the-Node), FTTP (Fiber-to-the-Prem), FTTT (Fiber-to-the-Tower) and FTTH (Fiber-to-the-Home). Special
projects include overseeing construction contractor for projects with issues in field, to be on-sight engineer to
make judgement calls for resolution and to keep project on schedule to meet due dates and deadlines. Most
known for being a turnkey, complete, well-rounded, decisive engineer with the ability to successfully
