areas of Information Technology (IT) to include Asset Management, Programs Management /
Project Management, “cradle to grave” Life Cycle Management, Procurement, Budget Control,
Contract Management, IT Requirements, and NSA/Air Force approved IT Sanitization/Disposal.
Other areas include Information Security along with Help Desk Operations of Hardware
Maintenance, Configuration Management and Software Installations. These past duties and roles

seventeen years at the Headquarter for the Air National Guard, Joint Base Andrews MD.

headquarters Equipment Control Officer (ECO) program encompassing 8600+ pieces of
mandatorily tracked IT assets supporting 1800+ users and managed the Smartphone program

IT Service Support
Install, support, and maintain Information Technology (hardware and software) for the
Minnesota Department of Transportation (MNDOT). Utilize BMC Remedy and Microsoft
System Center Configuration Manager. (SCCM) applications.

Plans and Programs - IT Asset Management
Provided full time management and oversight as the Equipment Control Officer (ECO) of
the Information Technology (IT) property program at Headquarter Air National Guard,
(ANGRC/NGB) Joint Base Andrews. Safeguarded and managed physical oversight and
accountability for all IT office automation and network infrastructure equipment via the
Air Force Asset Inventory Management (AIM) database. Received and signed for IT
systems and associated equipment, ensuring proper accountability, and completion of all
necessary documentation. Maintained cradle to grave life cycle management of all items.
Mandatorily tracked assets totaling over 8600 pieces and $9,000,000. Items included
servers, switches, routers, storage devices, desktops, laptops, tablets, VOIP phones,
PDA’s, flat panels, printers, scanners etc. Oversaw annual and change over physical
inventories of 100+ commander appointed Information Technology Equipment
Custodians (ITEC’s) by developing, preparing, and implementing plans for annual IT
inventories. Ensured all ITEC’s were properly trained initially and annually thereafter in
policy and procedures for IT Asset Management. In doing so created 50 page Custodian
Handbook and 40 page training slide presentation that did not exist in prior years. Stood
up centralized Share Point repository of records, information, training materials to meet
Air Force requirements for document and record management, resulting in focused
transparency for all customers.
Plans and Programs - Life Cycle Management
Sustained cradle to grave life cycle management for 8600+ IT assets located at
headquarters Air National Guard with campus locations at Joint Base Andrews Maryland
and Arlington Virginia as the Equipment Control Officer (ECO). Prior to arrival, life
cycle was not practiced. Evaluated and identified IT inventory to ensure proper
ordering, preparation, delivery and disposal took place based on Air Force mandated
2/3/4 and 5 year life cycle replacement depending on the hardware category. Identified
IT equipment not being used to ensure it was re-utilized within headquarters or sanitized
and transported to Defense Re-utilization and Marketing Service (DRMS) for final
disposal following proper Air Force and DoD paperwork and procedures. Coordinated
and provided hundreds of IT assets to local schools and non-profits within DoD guideline
allowance. Stream lined lifecycle adherence resulted in increased productivity by
employees operating on up to date hardware platforms.
Plans and Programs - Blackberry Management
Governed Blackberry Program at headquarters Air National Guard in planning and
execution providing support for 400+ Blackberry users. This included ordering, billing,
technical support and upgrades with a focus on immediate customer service for senior
level executives. Developed necessary local policies for compliance with Air National
Guard, Air Force and Department Of Defense directives. Took over blackberry program
management with a total of 650 lines being paid for on 5 different contracts resulting in
devices and services not being efficiently tracked and managed. Identified lines being
used or not used via the Blackberry Exchange Server and vendor usage reports. Migrated
as well as consolidated all active devices to newly created Blanket Purchase Agreement
(BPA) for the DOD providing the same options for all devices at a lower price which
gave continuity in service and greater cost management. Built and formulated funding
documents for BPA to allow flexibility in customized option usage by user if needed and
streamlined billing. Migration caused roughly 200 un-needed lines being shut down
saving over $200,000+ annually. Coordinated on the development of an Access Database
which provided accurate centralized tracking of all devices by current users and
functional Directorates allowing for tight and immediate reporting of which resources
were being used and by whom. Supervised (2) one hundred percent hardware platform
upgrades to the 8700 and Bold 9000 models with minimal down time to any users

Examined, coordinated, and executed approved IT requirements utilizing contractual
procurement or government purchase card. Evaluated compliance with laws for
requirements and purchases. Coordinated with requesting office to obtain additional
information if needed to support or complete the purchase request. Determined if request
can be met with existing government resources. Migrated all purchase card and
contractual records to electronic format. Scheduled inspections by Headquarters
Acquisition supervisors noted records were best seen to date.
Plans and Programs - Budget Control
Oversaw tracking of Communications Division annual budget totaling $6,000,000.
Managed IT Network Support Cost Center making IT procurements for the 4 branches.
No cost center tracking existed for contracts covering the headquarters communications
support division prior to this. Implemented central tracking of cost center contractual
expenditures broken down by branch Element of Expense Identification Code (EEIC)
which provided a detailed quick auto calculating dash board view via excel of funding
and past and projected spending for the Communications Division.
Plans and Programs – IT Requirements
Evaluated, approved, validated, and provided technical solutions on Communications-
Computer System Requirements Document requests for Information Technology (IT)
equipment or software to ensure it complies with Headquarter Air National Guard
architecture. Interpreted and implemented Department Of Defense, Air Force, National
Guard Bureau and Air National Guard IT policies and regulations to provide guidance to
headquarters Air National Guard offices and personnel. Fostered cooperative
relationships between the Communications Division personnel and other Headquarters
Directorates in those processes. Part of team that transitioned headquarters requirements
documents from historic paper/PDF format to fully electronic Air Force Work Order
Management System (WOMS) a module within the Air Force Cyberspace Infrastructure
Planning System (CIPS) system. This transition resulted in efficient transparency and
tracking by all stake holders within the IT procurement process.
Plans and Programs – Inspection Preparation and Passing
Checklist holder for 5 major Air Force Unit Compliance Inspections (UCI) at the
headquarters ANG (1999,2004,2006,2009,2011). Received Outstanding and Excellent
ratings for last 3. Inspection continuity binder was used as the standard for the entire
headquarters in the 2006 inspection. Inspectors noted program and training was one of
the best practices they had seen. Contributor and checklist holder in migrating all
headquarters inspection information to the Air Force Management Internal Control
Toolset (MICT) which helped improve compliance, productivity, efficiency and
communication in the 2011 UCI. This will be used as a bench mark and reference point
for all future UCI’s at the headquarters.
Network – Information Systems Security Officer (ISSO)
Served in the role of Information Systems Security Officer (ISSO) duties at headquarter
ANG. Put together accreditation package for secured Crisis Action Team (CAT)
operations facility in 2001/2002 after 9/11 occurred. In conjunction with Asset
Management duties, ensured all classified and unclassified magnetic media (hard drives,
tapes, floppies) along with optical media (CD/DVD) and solid state memory devices
(Blackberry/Thumb Drives) were sanitized using National Security Agency (NSA)
Evaluated Products List (EPL) devices and methods approved per Air Force AFSSI 8580
remanence Security guidelines. Maintained strict adherence to sanitization procedures
and ensured sanitization equipment was upgraded as needed to meet current and future
technology advances. Maintained certifications for the equipment and documented all
sanitizations. Ensured all memory storage for every device to include servers, storage
devices, desktops, laptops, printers, PDA’s, etc. were removed and sanitized prior to
device disposal. Average annual sanitization of all media items combined was several
thousand per year.
Network – IT Maintenance
Ensure adequate IT hardware support through continuing analysis of utilization, and
maintenance alternatives. Created and sustained annual maintenance contracts providing
coverage of desktop, network and software IT assets. Supervised Help Desk personnel
and hands-on application of conducting IT hardware maintenance including
troubleshooting and diagnosing at headquarters Air National Guard. Workstation
Platforms included Windows 3.1, Windows 2000, Windows XP, Windows Vista and
Windows 7. Maintained bench stocks of spare parts and accessories in the IT warehouse
for the headquarters ANG.
Network – Systems Administration
Maintained full Network Administrator privileges on the Air National Guard (ANG)
network for 17 years managing user permissions network peripherals and software
deployment.
Network - Configuration Management
Spearheaded as well as built desktop and laptop images for the ANGRC campus that were
sent to the vendor manufacturer to be placed on devices so they arrived with limited prep
time required. Savings averaged 4 hours of prep time per device on 500 systems
annually. Mandatory Standard Desktop Configurations (SDC) use came from the Air
Force and was implemented for the Air National Guard in 2006 which mandated this be
done Air Force wide. This migrated to the Federal Desktop Core Configuration (FDCC)
a few years later. Coordinated with Network support contract personnel and ensured all
local configuration guidelines and prep for SDC and FDCC systems were accomplished
in the local IT Warehouse prior to deployment of devices to customers saving Help Desk
personnel hundreds of hours of work every year.
IT Warehouse Building Superintendent
Superintendent of IT warehouse at Joint Base Andrews. Managed 5,000 square
warehouse facility dedicated primarily to the receiving, inventorying, processing,
configuring, deployment, storage and disposal of all IT hardware supporting the 1,800
personnel of ANGRC and ANG members of the National Guard Bureau Joint Base
Andrews. Oversaw property, personnel, safety, space and facility management of
location. Managed performance evaluations of IT warehouse personnel. Warehouse
originally served a supply function prior to 2005 and was shut down after being
centralized with another local unit supply function. Building had become dumping
ground of all headquarters storage with no office furniture literally full to the point of no
room to walk. Fully cleared 5,000 square foot facility and arranged logical flowing
sections covering the functions listed above. Fully stood up and operated IT warehouse
for 6 continuous years.
Trusted Agent
Trusted Agent (TA) for the Common Access Card Responsible for Contractor Verification
System (CVS) on 70+ Communications contractors working for the ANGRC and NGB at
Joint Base Andrews. Verification paperwork and badges were renewed annually
individually for all 70+ contractors plus new hires. Collected of and disposed of all
CAC’s from departing contractor individuals. Developed continuity binder for records
managements of the program.
