I held the position of Chief of Police at the City of Morganfield, Kentucky
.
Morganfield is a 4th class city in Union County, Kentucky, in the United
States. It is the seat of its county. The population was 3,494 as of the year
2000 U.S. census. Morganfield Police Department has a full staff of eight
full time officers – one Chief of Police, one Assistant Chief of Police, one
Sergeant, one Detective/Investigator, two Senior Patrolmen, and two Junior
Patrolmen. Morganfield Police Department is the only 24 hour Police
Department in Union County and houses the Union County 911 Dispatch Center
that dispatches for all Law Enforcement agencies in Union County as well as
all Fire Departments, Union County Ambulance service, all Rescue Squads,
Union County Coroner, and Union County EMS (Emergency Management Service).

The City of Sturgis is home to the former Little Sturgis Biker Rally, now
known as Kentucky BikeFest, where we have had in the past 20,000+ bikers
descend upon the city in July. I have three (3) full time sworn officers and
two (2) part time sworn officers. We have a fleet of four (4) cruisers and
a large Police Department Building that houses our City Employee Fitness
Center, Police Training Room, Officer Sleep Quarters/Apartment and
Kitchenette, F.O.P
. Meeting Quarters, City Council Chambers, Patrol Officer
Work Stations/Cubicles, Chief’s Office, Lieutenant s Office, Conference Room,
’
Armory, Evidence Safe, Supply, Processing Room and Interview Room. I have
acquired the following grants while Chief of Police: Bulletproof Vest
Partnership (BVP) Grant which purchased two (2) bulletproof vests for
officers, Kentucky League of Cities Insurance Services (KLCIS) Grant which
purchased Electronic Control Devices (Tasers) for officers, and Union County
Chapter of KY Agency for Substance Abuse Policy (KYASAP) which purchased
Preliminary Breath Test (PBTs) for police agencies in Union County . I have
successfully petitioned the Sturgis City Council to raise the starting
salary of Police Officers (part time, full time and Lieutenant) one dollar
($1) per hour. I have also petitioned the Sturgis City Council for enactment
of city ordinances currently under review for approval which include: Golf
Cart and Golf Cart like ordinance, Yard/Garage Sale Permits, Mobile Home
license, Burglar alarm Ordinance, and Vacant Property/Certificate of
Occupancy. I have successfully through enforcement of Sturgis’ Nuisance
Property Ordinance had twenty one (21) lots cleared within the City and
other lots that were nuisances corrected.

I was originally hired as the first third shift deputy for Union County. I
continued on this assignment for three years and was then transferred to
second shift (1330 to 2330). I worked this assignment for approximately 3
years. I went to Day Shift (0730 to 1330) for 6 years and then back to third
shift for approximately 1 year. Then I accepted the School Resource Officer
position beginning school year 2007.
I was Grant Coordinator for 10 years and successfully acquired six (6)
Pennyrile Narcotic Task Force Grants for our department with these grants our
department was able to purchase Laptops for each officer, GLOCK .40 caliber
back up weapons, Police .223 Assault Rifles, binoculars for patrol units,
handheld radios, shotguns, NARCO Drug test kits, and computer supplies. I
successfully acquired two (2) C.O.P.S. FAST grants for equipment, Church
Arson Grant for Overtime Pay, and C.O.P
.S. in School Grant, which created the
School Resource Officer position. I also was successful in a Bulletproof
Vest Partnership Act Grant, which paid for of the bulletproof vests for our
department. I co wrote two (2) J.A.G. (Justice Assistance Grant) which
provided My Digital Partner Portable Video Cameras in all patrol units and
purchased an Evidence Tracking System for the department.
I also graded all paperwork for the department for ten and years (from 1994
to 2006). I monitored, installed and upgraded all computers at the
department (2 desktops and 5 laptops). I was also the Evidence Technician
for approximately one year (2005 2006). My last assignment was as the School
Resource Officer for Union County School District for two (2) years.
Being a certified Defensive Techniques Instructor, I wrote the amended
policy on Use of Force for the department and have held multiple training
sessions on PPCT (Pressure Point Control Techniques) and GAGE (Ground
Avoidance Ground Escape).
I also, when local sheriff’s departments were responsible for Meagan’s Law
notification regarding the release of Sexual Offenders, created computer
notification and request forms that were used not only by my department but
also by surrounding sheriff’s departments. During this time period I also
maintained records on all Sexual Offenders within my jurisdiction.
All positions held have included normal functions and duties (bailiff, paper
service, transport of prisoners, radar and enforcement patrol, and
dispatched requests/calls for service) and duties as assigned or requested
(ballgames, dances/prom, off duty security, etc.)

I implemented policies and procedures of Center Security in a humanistic and
professional manner. I performed investigations as a result of the
infractions of Center rules and regulations. I conducted assigned
investigations including the collecting and preserving of evidence and
information pertinent to the incident, which had been committed or may have
been in the process of being committed. Developed any leads related to
student misbehavior through investigation and contacts. Labeled and
identified all relevant physical evidence obtained during an investigation
and preserved all evidence so that it could be competently presented in a
court of law, when necessary. Photographed, video recorded, and secured the
scene of serious crime areas and conducted searches for physical evidence.
Interrogated persons suspected of having been involved in an incident and/or
interviewed all witnesses who might have knowledge that an infraction had
been committed. I prepared complete and precise written reports of
incidents when investigating alleged Center violations. I reported to
designated authorities, as appropriate, information concerning infractions
of rules and regulations and violations of State and Federal Laws.
Established and maintained rapport with students, staff, and community . I
was also the court liaison for appearance on matters pertaining to students.
I testified in: U.S. Federal Court Owensboro, KY.; Vanderburgh County, Indiana
Court; Henderson District and Circuit Court; and Union County District and
Circuit Court. I also acted in the capacity of Security Manager whenever
the Security Manager was absent or when requested.

to files of all Tort Claim proceedings including months, yearly register,

all calls officers were sent on. I maintained a typed log of all incoming
telephone calls that was sent to the Center Director. I kept log of all
students returning to Center from leave and all incoming new students. I
logged departing students on the Center Daily Departure List. Typed all
incident reports for the shift and made necessary corrections. I was
responsible for organizing a monthly report of the shift for the Security
Manager. I performed all other duties as assigned. I worked as Shift
