Executive Summary

A seasoned professional with over twenty five years’ experience in the management, operations, and main-

tenance for electric power plants, facilities, mass transit equipment, and related project support activities

for O&M including, engineering, design, construction, safety and training for steam, gas turbine and hydro

plants. Projects have involved regulated and independent utilities, large government facility operations

projects, and public access facilities.

Hands-on experience includes; managing and supervising day-to-day maintenance, developing mainte-

nance programs and new facility management plans, plant controlroom and equipment operation, manag-

ing and conducting maintenance training, supervising field construction, preforming equipment

preventative maintenance, managing technical manual and proposal development (operations, mainte-

nance, cleaning, commissioning, safety, training), implementing programs for operations, maintenance

and safety, and assuring compliance with national engineering standards, federal, state and local codes. (See

Professional Accomplishments.

Management • Responsible for public multiple-building facility management; planning, coordinating and

supervising day-to-day maintenance, grounds, custodial, renovations, equipment replace-

ment, HVAC, mechanical, electrical, communications equipment operation, moving,

safety, material and supply purchasing, staff training, and supervising and coordinating

contractors and vendors. Facilities included offices, classrooms, computer rooms, and ded-

icated technical education areas.

• Responsible for candidate evaluation and hiring decision of plant operators, maintenance,

supervisory and management personnel. (7 domestic and 3 overseas plants/projects).

• Developed new plant operating plans, guidelines and practices for management, adminis-

tration, operations, maintenance, safety, environmental, and training.

• Review and analysis of weekly and monthly plant production and activity reports, equip-

ment deficiencies, accidents, safety meeting reports, including follow-up to provide guid-

ance and assistance to plant personnel (multiple plants).

• Review and/or preparation of maintenance and capitol improvement budgets, monitoring

of maintenance costs, analysis of man-hour utilization and overtime costs, accruals, vari-

ances and projections (7 plants).

• Developed detailed technical proposals/plans and bids for management, operation, main-

tenance and related services of military bases/campus and utility plants, working from

RFPs, plans and specifications. (Project values of 25 thousand to 40 million dollars).

• Preformed general office administration, employee orientation, equipment specifications

and purchasing, furnishings, utility arrangements, bookkeeping, payroll, construction

accounting, complying with regulatory/permitting requirements, customer interface, HR

coordination, housekeeping, safety, security, and developing methods of operation and

procedures (government owned multiple plants with different contract agreements).

Technical • Managing and coordinating daily facility maintenance.

Supervision • Technical coordination of non-direct reports through the planning and acceptance of cor-

roborative work for installation, maintenance and operations programs and manuals (30 to

60 personnel at a time).

• Call-out, coordination and assignment of emergency crews; and managing OJT training

programs with 1 to 50 students at a time).

• Provided student evaluations, and training vendor surveillance and management for 30

vendors on major industrial projects.

Engineering • Provided interface and coordination of engineering and design functions with operations,

and Design maintenance, and training activities during design, construction and operations phases.

• Developed field engineering manuals for new equipment installation, and field services

including inspection, overhaul, upgrades, testing and commissioning.

• Developed engineering and design guides integrating electrical, mechanical, civil, con-

struction, vendor surveillance, quality control, project management, bidding and costing

requirements, and design reviews for contracted architect/engineering activities.

• Field supervision of small civil construction projects, including site planning, surveying,

layout, directing equipment and preparing as-built drawings. Also field installation of utili-

ties, wood frame construction from foundation to finish, and conservation management of

agricultural lands and related structures; dams, rip-rap, drainage and soil protection.

• Performed plant operability and maintainability reviews prior to construction or modifica-

tions, and inspection, acceptance after completion.

Plant/Facility • Developed operations manuals and instructions covering all normal, abnormal and emer-

• Developed outage management guidelines, objectives, and outage planning considerations,

including coordination and follow-up.

• Developed overhaul manuals for mechanical equipment, including replacement guidelines,

adjustment instructions, troubleshooting guides, test requirements, installation and

removal procedures, and functional system and equipment descriptions.

Safety • Developed and implemented safety programs; policy, standards, administrative proce-

dures, plant inspections, on-going needs review, hazard analysis, and accident monitoring.

• Developed employee safety manuals covering personal safety, equipment and tool safety

practices, fire prevention, operations and maintenance work rules. Manuals in use at 47

plants.

Environmen- • Provided technical guidance for compliance with various environmental laws, require-

tal ments and good engineering practices, including emergency plan review, spill, hazardous

chemical, and waste controls.

• Coordinated environmental (land-use, siting, soils, and related civil engineering) activities

with federal, state and local units of government with review or regulatory authority.

• Developed data for public presentations, provided recommendations to public officials.

subcontractor programs on a public transit project with 200 trainees.
