Career Summary: I am an experienced civil engineer with a proven track
record of 20 years of successfully managing construction
projects for International companies in Africa, Europe and
Asia. I have specialized knowledge of reinforced and
pre-stressed concrete, having played a major role in the
Design and Installation of pre-stressed concrete bridges,
underground parking and railway underpasses throughout
Italy.

difficult environments including a number of Tsunami Civil

Experience:
Project Manager, I was appointed to supervise Urban Reconstruction Works in
Italian Civil 3 Sri-Lankan cities (Negombo, Ahungalla and Candy) as part
Protection of the Italian Government post-Tsunami Assistance Program.
Organization, Sri-Lanka In this role I worked with national contractors in the
2005-2007 execution of road, building, school and drainage projects
across all of the above mentioned cities. I was in charge
of the biggest worksite building compound of all the
foreign states involved in the Tsunami reconstruction
intervention works in the country.
Responsibilities:
- Designing and implementing a comprehensive site safety
program

- Supervision of Contractors ensuring adherence to Project

- Outstanding Safety performance, zero lost time injuries
over duration of the project
- Delivered all aspects of the reconstruction ahead of
schedule and on budget
- Two sites (Negombo and Ahungalla) were handed over
before the due date
Public Consultancies - During this period I was employed as a Design Engineer in
1990-2001 the engineering Studio of Prof. Eng. Francesco Martinez y
Cabrera in Milan. This office was engaged in a number of
public works projects throughout Italy and other parts of
Europe. These projects drew on my expertise in the design
and supervision of construction of reinforced concrete and
pre-stressed reinforced concrete works including the
following major projects:
- Project Manager, Design providing guidance in the design
and subsequent installation of a pre-stressed reinforced
concrete road bridge in Ferno (Varese-Italy)
- Design Assistant during launching of the pre-stressed
bridge deck (weighing approximately 280 tons), of a
railway cable-stayed fly-over in Via Palizzi, Milan, Italy
- Collaboration and assistance to the designer of a new
pre-stressed reinforced concrete cable-stayed bridge over
the River Oglio in Palazzolo (Brescia-Italy)
- Design and Project Management for a railway underpass in
Legnano (Italy) including structural stability
calculations, cost estimates and on site works
implementation including design and installation of
various infrastructures essential for the construction
(retaining walls, bulkheads, water drainage- pipes, public
lighting, etc.), Italy-Switzerland railway line
- Design and technical consultation of the construction of
the MALPENSA 2000 INTERNATIONAL AIRPORT OF MILAN. This
assignment granted to me by S.E.A. (Milan) included:
-checking the reinforced concrete and structural steel
construction design, -checking on site reports and
processing sequence,
-assisting in testing and on site inspections,
-supervision of Quality control
-checking design
-and active participation in the worksite safety meetings
Private Consultant, During this period I collaborated with various European
Italy - 1998 - 2005 Engineering and Construction organisations providing
design and project management advice on building and urban
projects throughout Italy and Africa. These projects
included:
- Redesign of roofing and lofts and their transformation
into terraces, mansards and mini- apartments in Pavia
Italy, in collaboration with the Curcio Giuseppe
Engineering Office- Pavia. This included developing cost
estimates, contract preparation and subsequent site
supervision of works
- Design Engineer in collaboration with the Merli Mauro
Engineering Office in Varzi, Italy engaged in the redesign
and reconstruction of buildings and retaining walls,
bulkheads including development of cost estimates,
structural calculations and supervision of on site works.
- Participation as Design Engineer in a Team of
professionals (Engineers, Architects and Geologists) in
designing and planning a Holiday Village on Dhalak islands
in Eritrea in collaboration with the Company Brickell
Milan, Italy.
- Development of Project plans and cost estimates for
industrial buildings (shed for processing, refrigerating
and deep freezing fish) in Eritrea on assignment granted
to me by Brickell (Milan).
- Private Consultancies to Italian Banks and Insurance
Companies for the assessment and evaluation of civil and
industrial buildings including building of the Chiarini
Plant in Rozzano (Milan), (office building, workmen's
canteen, factory), and the design, cost estimate and
supervision of works including a residential complex built
in Vercelli (Italy), on assignment granted to me by UNIPOL
Insurance Company.
Oil Refinery Works in - Crossing roads underground passages for pipes lodging,
Tamoil Co. of Cremona supporting over 50 tons of load (crane, industrial
(Italy) - vehicles), reinforced concrete slabs to lay tanks on,
2009-2011 electrical container, and steel frames for overpassing
pipes etc. etc
- Design of fire-cut walls, in gas-beton bricks, between
the two main electrical transformers of the Refinery
- Special study and laboratory tests conducted in
collaboration with VOLTECO Co. of Milan, using bulk
insulation for the tank's containment basins (15 hectares
circa)
- Studies and laboratory mechanical tests carried out in
collaboration with ALGA spa- Milan, in Steel-Teflon
composed material bearings, for the protection of the
concrete elements integrity
- Calculations for stability verification of the
structural elements of the main crude oven tower, for
intervention in the chimney
Soil Reclamation - Participation at soil reclamation course on "HYDROCARBON
December 2010 CONTAMINATED SITES", held by ORDINE DEI GEOLOGI DELLA

Design Engineer, I was engaged as a professional surveyor involved in
Private Consultant, building and road construction in Eritrea with the
Eritrea - Engineering Department of the Municipality of Massaua,
1977-1981 Eritrea. Projects under my supervision included:
- Topographical survey for The Master Plan for the
expansion of the Harbour of Massaua
- Design and supervision of works of a vast area (referred
to as the lighthouse) to be used as a public garden,
complete with essential infrastructures (access roads to
the park, public lighting, water drainage pipes, benches,
etc.) and of social utility for the city.
- Design of Culture centre (municipal library, local art
museum), Sport facilities (tennis court, basket and
volleyball courts) and Business centre including
refreshments and local handcrafts sales outlets.
