SUMMARY OF QUALIFICATIONS
Mr. Briley has provided a variety of quality assurance / quality control (QA/QC) and design services to
numerous projects throughout San Diego, Los Angeles, Riverside, San Bernardino, and Orange County. Mr.
Briley has extensive experience with the laboratory testing and/or characterization of construction materials
which include, but are not limited to: concrete, shotcrete, mortar, soil, hot-mix asphalt, concrete masonry
units, reinforcing steel, fasteners, fireproofing, aggregates, structural steel, and water. Mr. Briley has in-depth
knowledge of standard test methods published by ASTM, AASHTO and Caltrans that pertain to the testing and
characterization of various construction materials.
As a laboratory manager, Mr. Briley has headed various laboratory accreditation programs by certifying
agencies such as the Cement and Concrete Reference Laboratory (CCRL), AASHTO Materials Reference
Laboratory (AMRL), the California Department of Transportation (Caltrans), the Division of the State
Architect (DSA), Army Corps of Engineers, City of Los Angeles and the City of San Diego. He is capable of
conducting laboratory calculations, providing final laboratory reports, providing preliminary review of
laboratory test data, managing radiation safety files in accordance with federal and state requirements, and
ensuring no equipment is used out of calibration. He has proven his ability to meet any project requirements
on time and efficiently.
Mr. Briley’s additional laboratory duties have included the training and preparation of technicians. He has
helped over 50 technicians and inspectors become certified materials testers by the Caltrans District 7, 8, 11
and 12 offices. His knowledge of the Caltrans expenditure authorization billing system works to expedite the
certification process. He continually trains technicians to become ACI certified for laboratory and field
certifications. He has also scheduled and prepared technicians and inspectors for NICET, ICC, and PCI
examination. He actively pursues new certifications and familiarizes himself with new requirements of
certifications.
Mr. Briley also has extensive experience with field testing operations and many other construction services.
He has provided field testing services to large public work projects, high-rise towers, hot-mix asphalt
pavement projects, and various other military construction related projects. He has the capability to read and
interpret plans and specifications for grading, backfill, concrete, masonry, and pavement projects.
Mr. Briley has also provided project coordination, miscellaneous dispatch services and miscellaneous project
management duties.
Mr. Briley has extensive knowledge of the production of concrete and asphalt at batch plants. He can
accurately conduct batch plant inspection in accordance with all applicable ASTM, AASHTO, and Caltrans test
methods. During past jobs he has performed numerous lab tests at batch plants. This practice allows for the
bin percentages to be changed immediately. With real time results this practice keeps the project under
budget and on time.
Mr. Briley also is a supplemental trainer for the Southern California Chapter of the American Concrete
Institute (ACI). He regularly teaches the ACI Field Testing Technician – Grade I course offered in Los Angeles,
San Bernardino, and Orange County.
Mr. Briley additionally has experience with computer systems maintenance. He has experience in several
aspects of computers included by not limited to software, hardware, system recovery, and system restoration.
At previous jobs he has saved the company money and time by making intermediate to advanced repairs of
systems. During previous employment Mr. Briley worked directly with the corporate Microsoft Systems
Engineer to manage the network and the server (Windows 2003 Server Edition).
