SUMMARY OF QUALIFICATIONS:
Mr. Dunson is an accomplished Project Manager/Superintendent with over 40 years experience in
all phases of residential and commercial construction. Mr. Dunson is a licensed Real-Estate
Inspector. Mr. Dunson’s certifications cover all areas of code inspection. In addition to his code
certifications, he has completed all requirements for, and has received his State of Texas
Inspection License (license #10210 –pending ). The State of Texas is unique in that in addition to
code certifications, it has a state Licensed Inspector program administered by the Texas Real
Estate Commission (TREC). TREC is the governing body for all code certifications and
licensing in the State of Texas. Mr. Dunson has completed all classroom and experience
requirements. In addition to being a certified code inspector, he has been a superintendent and a
general contractor – GC – on a wide variety of horizontal and vertical construction projects. Mr.
Dunson has supervised, managed, and directed all aspects of residential, commercial, and
industrial construction projects including Construction Management oversight, inspections, and
safety and code compliance. He has managed many direct hire employees and up to 100 sub-
contractors on major projects ensuring that projects have been completed on schedule, within
budget, on quality, and compliant with jurisdictional building codes. He fulfilled the
requirements for livability indexes as mandated by TREC for residential, commercial, and
industrial buildings and facilities. Furthermore, Mr. Dunson has trade proficiencies in
mechanical, electrical, plumbing, foundation, structural steel and concrete framing and roofing
and interior finish-out. He is goal oriented and results driven. He has excellent verbal and
written skills as well as technology proficiencies and has security clearance for the job.

DETAILED DESCRIPTION OF RESPONSIBILITIES
5/24/2011 to 9/13/2013 Construction Management Oversight, Sr.

As Project Manager of the ‘Indefinite Delivery- Indefinite Quantity’ ( IDIQ) Paving
Mother Contract, Mr. Dunson was responsible for programming the Sub-Contracts for the
base wide paving improvements, over 50 in all to be completed FY '13. Taking the
projects from start to completion, ensuring Base Standards were maintained. Mr. Dunson
corrected the root cause of the roadway failure and implemented drainage improvements.
He prepared the Independent Government Estimates (IGE) as a guideline to compare the
Contractors quote and handled the negotiations of the subcontracts. He also oversaw all
aspects of the project from scheduling to warranty, provided the Government with quality
assurance and safety standards were met. He also has successfully completed two Airfield
full year contracts of air field maintenance.
Mr. Dunson has also been involved in the transitioning of the ‘Joint Base San Antonio’
consolidation of all Bases into one. For the portion affecting the IDIQ Paving, Drainage
and Airfield Operations, for all Instillations in the greater San Antonio area to be handled
by a single contract and all of its components. From the delivery order request, SOW,
POP, RFI, RFP, etc. Mr. Dunson spent over 3 months reviewing and rewriting the
Specifications (SPEC’s) and Contract Line Item Number (CLIN’s) to better cover all
bases in the San Antonio area. Mr. Dunson is also involved in helping the other Bases
with gathering information and pricing for their projects in assembling the 5 year contract
and the 10 year projections for base improvements.
Other duties associated with the Lackland AFB position:
Mr. Dunson was the technical advisor to a group of project managers for new
construction and capital improvements for the vast Military Working Dog Effort and the
support facilities for the 10 thousand dogs and their handlers being trained at Lackland.
Mr. Dunson also performed the QA inspections throughout the phases of the projects.

As Senior Construction Manager, Mr. Dunson was responsible for the enforcement of contract
requirements to ensure proper quality and quantity of materials and equipment, workmanship,
adequacy of contractor’s methods and operations and to assure that the required work is carried
out in accordance with the plans and specifications of the assigned project(s). To meet these
responsibilities, Mr. Dunson performed on-site surveillance of construction contractor three phase
quality control systems and performs Government quality assurance activities such as site
inspections, testing and coordinates exterior/interior utilities construction and reports those items
in RMS/QCS. He also performed contract administrative actions in accordance with the Three
Phase Inspection process. Other functions such as correspondence and daily quality assurance
reports, pay applications, weekly progress meetings and the conduction of labor interviews were
performed regularly. Mr. Dunson monitored the contractor’s conformance to their Accident
Prevention Program and the COE Safety Manual EM 385-1-1. Mr. Dunson is also well versed in

As the Regional Warranty Manger, Mr. Dunson was responsible for four divisions of Jim Walter
Homes Building Group. Mr. Dunson was responsible for quality assurance inspection, code
compliance to the International Residential Code (IRC), International Building Code
(IBC),National Electric Code (NEC), Uniform Plumbing Code (UPC), National Plumbing Code
(NPC), Uniform Mechanical Code (UMC), and the Uniform Building Code (UBC) across an 8
state area including Texas and New Mexico. Mr. Dunson managed 16 Quality Assurance
Construction Representatives that provided oversight of the 16 phases of construction as defined
by UBC. The projects were residential developments that supported approximately 9,000 single
family homes. The construction oversight included all roadways, utilities, and infrastructure, and
homes throughout the complete life cycle of construction from Civil, to Architecture, to warranty.
Mr. Dunson provided the day to day supervision of his staff and trained construction managers.
He ensured that all homes and infrastructure were constructed in a quality manner utilizing
standardized building approaches and techniques and were compliant with applicable building
codes and standards. When quality and code problems were identified and were not resolved by
the project manager, Mr. Dunson’s organization took over the building and completion of the
home or project, ensuring compliance and customer satisfaction. Further, Mr. Dunson directly
mediated and resolved issues with the Texas Real Estate Commission (TREC), and local
jurisdictions concerning code enforcement and inspection issues. Additionally, Mr. Dunson
served as roving program manager providing oversight of project managers to ensure uniformity
of quality and construction methods.
02/2004 to 02/2005 Independent Consultant
Mr. Dunson was self-employed as an Independent Consultant for commercial and residential
interior remodeling projects, horizontal commercial remodeling projects, and commercial vertical
and horizontal construction projects. The commercial projects included hotels, motels, and
shopping centers. In these projects, Mr. Dunson served as an owner representative providing
construction management oversight. He ensured the design-ability, constructability, livability,
maintainability, and code adherence during all phases of commercial and residential construction.
TREC has a livability index mandated by Texas Code for all residential, commercial, and
industrial construction. As the owner’s representative, Mr. Dunson ensured that the construction
complied with and met TREC livability index requirements. He also prepared cost estimates,
negotiated modifications, approved pay estimates, and inspected construction quality and
methods. During this period, he attended a TREC approved college, gaining TREC inspection
certifications.
06/2003 to 02/2004 Construction/Warranty Manager
Jim Walter Homes Building Group
As Construction/Warranty Manager, Mr. Dunson was responsible for the management of six
construction managers and 50 subcontractors in the development and construction of residential
developments in the State of Texas. Construction efforts included roadways, utilities,
infrastructure, and houses. Home construction included stick frame, panel system, and modular
construction. Mr. Dunson trained and monitored construction managers ensuring uniformity of
construction methods and quality. He and his group performed quality assurance surveillances on
construction. They performed code and compliance inspections in accordance with the
International Resident Code, National Electric Code, Uniform Plumbing Code, Uniform
Mechanical Code, and Uniform Building Code. Mr. Dunson mediated problems with the Texas
Residential Construction Commission, local jurisdictional building inspectors, and the Texas Real
Estate Commission. Mr. Dunson developed project budgets and schedules, negotiated change
orders, and approved pay estimates for subcontractors.
01/1995 to 06/2003 Owner/Operator
Self Employed
Mr. Dunson owned and operated a commercial and residential remodeling company. Remodeling
projects included hotels, motels, and residential homes. Remodeling work encompassed interior,
exterior, plumbing, electrical, and utilities. As a General Contractor, Mr. Dunson developed
project estimates, hired and managed subcontractors and direct labor personnel, coordinated with
architects and engineers, prepared and submitted pay estimates, and performed inspections. His
inspections ensured that all work and construction methods were performed in a quality manner
and in compliance with all applicable codes.
1969-1995 Principal Partner
Federal Construction Company
Mr. Dunson was a Principal Partner and part owner of a development and general construction
company that specialized in commercial properties. Mr. Dunson’s company built and operated
over 1.5 million square feet of commercial warehouse space including the largest manufactured
housing park in the Southwest at the time. Mr. Dunson was responsible for construction
operations and facilities maintenance, for the design and construction of 30 warehouse facilities,
and for all site selection, analysis, and preparation. In addition, he performed all utilities
coordination, purchasing and estimating, and oversight of construction activities. This included
permitting labor and subcontractors, code compliance, calling for inspections, and construction.
The vertical and horizontal construction included steel, concrete, and framing, as well as pads,
parking lots, roadways, utilities and infrastructure. The construction also included water and
sewer treatment facilities at the manufactured home park.
1966-1969 U.S. Air Force
Mr. Dunson served four years in the U.S. Air Force. His final duty station was England Air Force
Base, LA. Mr. Dunson obtained a rank of E5, and worked in crash and rescue as a part of the Air
Force’s fire department.
EDUCATION
1969-1972 IBM Corporation – Attended various IBM sponsored computer programming
training courses for real time automation and teleprocessing. Mr. Dunson
gained programming proficiencies in FORTRAN, RPG, RPG2, COBAL,
Assembler, etc.
1987-1989 University of Houston – Bachelors/Master’s program in psychology. Mr. Dunson
completed the program equivalent for the bachelor’s portion of the program. No
degree was conferred because of combined program designation.
2007 Houston Community College – Completed 288 hours of classroom training and
proficiency examination and obtained IRC, NEC, NPC, UBC, UMC, NBC, and
NFPA code certifications, the equivalent of a Masters in Code Inspection.
2008 Tomball College-Builders Academy – Completed 488 hours of classroom
training and proficiency examinations obtaining the necessary accreditation in
order to qualify for State of Texas Professional Inspectors License Course,, the
