The North Carolina Clean Water Management Trust Fund: a fund administered by a Board of Trustees
providing grants to non-profit, local government, and state entities to restore, enhance, and protect surface
water quality.
Responsible for supervising office operations and directing administrative functions including contracts and
program budget; as well as coordinating with the 21-member Board of Trustees. Served as liaison to the
North Carolina General Assembly. Provided oversight for $200,000,000 in contracts.
Improved processes to maintain a high level of board involvement in reviewing and approving grants and the
management of contract amendments and revisions greater than 10%. Result: Designed and implemented a
decision matrix to calculate percent change in contract output enabling smaller contract modifications to be
resolved in a timely manner without waiting for full board action.
Downsized program due to reduction in grant funds through advancing programmatic effectiveness by
reducing contract and easement development. Result: Standardized contract and easement documents while
restructuring staff by 30% and maintaining good customer service quality.
Implemented unique grant programs to address legislative mandates for distributing more than $5,200,000 in

project funds toward innovative stormwater management projects and planning projects for water supply
watershed protection. Result: Provided opportunity for innovative stormwater projects to be implemented
and monitored for effectiveness.
Represented the Clean Water Management Trust Fund in the legislature responding to inquiries, making
presentations, and lobbying for funding. Results: Generated more than $325,000,000 in allocations from the
General Assembly.

environmental protection rules and laws and provide natrual resource protection and management.
Responsible for facilitating the integration of the Natural Resource Division’s conservation programs,
coordinating planning, and integrating conservation of the state’s most important natural resources.
Supervised staff of 15 and 7 division directors responsible for 1,500 department employees.
Implemented a strategic plan to guide conservation in the state for 25 years. Result: Constructed The One
North Carolina Naturally initiative as an interactive GIS mapping tool for all state and federal conservation
lands and provided coordination of more than $100,000,000 in grant funds.

Natural Resources:
Responsible for overseeing the development of a state conservation strategic plan through regions and
initiating the development of a GIS conservation planning tool to map conservation property to assist in the
coordination of future conservation to promote connectivity and economic development.
Established and managed contracts with 9 Regional Councils of Governments, which required public input in
the development of conservation priorities for specific regions of the state. Result: Compiled planning
efforts to represent local conservation priorities statewide.
Coordinated regional and state conservation efforts with Clean Water Management Trust Fund, Natural
Heritage Trust Fund, and Parks & Recreation Trust Fund to assure most effective use of state funds.
Worked with stakeholder groups representing a variety of interests to develop legislation and strategy to
secure $40,000,000 in funding from the legislature to fund conservation and provide funding for acquisition
of lands to protect military base from development encroachment that impacted the facility’s ability to train
troops.
