SUMMARY:

• I have 29 years work experience in facilitating individual and group

counseling, as well as a variety of psycho-educational counseling

groups: self-esteem, relapse prevention, recovery, anger management,

rational emotive behavior therapy, stress management, co-dependency,

communication skills, relationships, criminal thinking and substance

abuse prevention education. I have work experience in mental health

(youth residential and adult in-patient) psychiatric treatment

facilities, community services (youth diversion program manager and

• From August 12, 2001 to my January 3, 2006 retirement, I served as the

Regional Transitional Drug Abuse Treatment Coordinator (R-TDATC) for

the Federal Bureau of Prisons, Western Regional Office. I supervised

four staff, and together we secured 60 community substance abuse and

mental health contracts. We monitored the treatment progress of 2500

federal offenders released annually to 11 western states and the

territory of Guam. In addition to staff supervision, I was responsible

for treatment authorizations and had the authority to return non-

compliant treatment offenders back to prison. Additionally, I developed

and monitored our annual budget expenditures and approved monthly

treatment provider reimbursements. We also conducted annual on-site

visits to ensure contract compliance and participated in treatment

provider training workshops. On occasion, I participated on national

contracting review and development committees that developed the

Statement of Work (SOW) and Request for Proposals (RFP’s). During my

tenure as Regional TDATC, my office received a Superior Program Review.

• I served as Equal Employment Opportunity Counselor and Hostage

Negotiator and also served in a variety of acting positions in my 25

years of federal prison service, e.g., Acting Unit Manager, Acting

Chaplain, Acting Case Management Coordinator and Acting Drug Abuse

Program Coordinator.
