Basel II - Economic Credit Modeling - Application Lead
The goal of this project is to implement a COTS application Moody's Risk
Frontier into the Capital One enterprise. Calculating Economic capital to
be held in reserve is a primary goal of the Basel II standards, along with
providing stress testing of capital based upon market conditions. My
responsibilities include managing and mentoring a team of three to support,
and implement an economic credit solution. The role requires communication
and coordination with 20 teams concurrently.
2011-2011 Project Performance Corporation, McLean VA
State of Virginia Department of Planning and Budget - Solutions Architect
The goal of this project was to update and modernize the Department of
Budget and Planning's budgeting tools from spreadsheets. I was responsible
managing a team of 8 and for all SQL Server 2008 r2 database upgrades,
performance tuning and optimization. I coordinated the project
architecture retrofit from SOA back to client server due to change in
requirements. This will save the department approximately 300k/yr. I
wrote and implemented the Transition Plan and Release Management artifacts.

Performed fine tuning optimization for SQL Server 2008 R2 databases,
maintained ERD's mentored the development staff in writing efficient
maintainable queries. Developed SSIS packages for ETL for the statistical

Solutions Architect
The PIPES application is a state of the art pro-active inspection
application and decision support system for underground utility
infrastructure. Wrote the application framework and business objects upon
which the entire application is built. Responsible for the database design,
modeling, stored procedures, triggers, and functions and creating design
documentation and artifacts. Worked with the Enterprise Architecture group
to develop standards and set up architectural roundtable discussions with
department heads and developers to negotiate future technology directions.
Recommended and implemented the architectural approach and technology
matrix to meet the business requirements. Managed a team of 5.

Department of Mental Health Substance Abuse and Mental Retardation -
Application Architect
Mentored 3 application developers in Visual Basic .Net and SQL Server 2005
implemented application design and development standards. Designed and
developed the Community Service Board data integrity and validation
application which is an n-tier .net application. Developed an operational
data store that consolidates multiple data marts from multiple agencies
using SSIS, SQL Reporting Services, and Analysis Services to perform data
mining and meet federal reporting standards.

Designed and developed procedures for determining dynamic patient case
priority and Nurse Call backs list for an enterprise mission critical
database application. Provided standard database administrator functions
of reviewing stored procedures, data designs, fine tuning of database
procedures and code reviews. Provided structural recommendations for
solving long term design issues. Environment consisted of MS SQL Server

Designed and developed a Case Management application to support Miss
Utility enforcement actions. The application allows the commission to
track and investigate code violations by utility and supporting companies.
The application collects staff recommendations and civil penalties for
probable violators and supports commission hearings and cases.
Responsibilities included mentoring junior developers and instituting
software engineering processes to manage milestones and issues. The
application was developed using VB.Net and SQL Server 2000 managed a team

Lead Designer/DBA
Designed and developed a Global Objectives Management application to
support Sales force management with a team of 3. The application allows
management to collaborate on setting objectives for the sales force and
monitor progress and issues with implementing the objectives. The
application maximizes the utilization of the sales force time. The
application was developed using VB.Net and SQL Server 2000 and supports
multiple languages.
2002 -2003 Rileen Virginia Beach, Virginia
Project Lead
Designed and developed a Ships Crew Management system to facilitate
Homeland Security requirements for Port facilities. This application was
developed in VB6 using DNA (n-tier, com +) architecture and utilizes
fingerprint biometrics to track Crew members during their port visits.
This application was developed in 3 months. The database was SQL Server
2000 Enterprise Edition and the application used about 50 tables, 90 stored
procedures, and about 20 triggers. The application is a DNA/n-tier
application with 40,000 lines of code and 54 % code reuse. The application
can utilize either a Windows GUI or Web Interface for reporting and
maintenance. Performed maintenance and upgrades to Rileen's products
DcBook and DcTrack, both are Criminal Case management applications. These
applications are VB Client Server Application using Oracle 8i for the
database and utilize facial recognition and fingerprint recognition for
Criminal Suspects and reporting to the NCIC database.
2001-2002 State Board of Elections Richmond, Virginia
Database Administrator
Performed fine-tuning on SQL Server 2000 Enterprise for the Virginia Voter
Registration System. Duties included writing and optimizing stored
procedures and triggers. Set up log shipping and other administrative
tasks such as backup and restore of databases. Worked with the development
staff to augment the business process and provide documentation of schema
and processes. Developed Visual Basic DNA n-tier architecture schema
generator to facilitate the building of business objects for the data
access layer. Provided architectural oversight to a team of 10 developers.
2000-2001 United Parcel Service Louisville, KY
Lead Technical Architect
Provided technical recommendations and solutions regarding the Microsoft
systems architecture to the Architecture team for the HUB 2000 project at
UPS. This project moved UPS from a manual sorting facility to a
centralized automated sorting facility. Evaluated and developed prototype
applications for new technologies including Visual .Net, MSMQ, MTS and
Windows 2000 services. Advised and mentored software development managers
on the use of Microsoft technologies. Wrote the ADO Best Practices
standards document for UPS. Developed a Common Application Security Model.
Methodologies utilized: Rational Unified Process and UML. Project Team
evaluated as CMM Level 2. 30 project teams were involved in this project.

Developed a program and operational management system for the Air Force
using ActiveX and Com components in Visual Basic 6.0 and SQL Server 7.0.
The application is a client server n-tier app with a development team of
15. Developed the field and row level security model and COM objects to
support the security scheme. CMM Level 2 project using a modified Waterfall
