construction arena where I held virtually every type position that an engineer could hold in the organization;
working in the fields of mechanical design engineering, construction management, contracting, project and
program management, cost estimating, and safety. Of particular noteworthiness is that I started each and
every position at the entry level and worked my way up to become an accomplished subject matter expert.

WORK EXPERIENCE
Program Manager
US Army Corps of Engineers - Huntsville, AL - June 2012 to Present
Senior Program Manager responsible for the planning and execution of the US Army Access Control Point
(ACP) Program. Managed and coordinated all activities related to the design, construction, and maintenance
of Access Control Point facilities and equipment for 41 US Army Installations across the USA. I served as
the primary interface between the clients, contractors, engineers, and installation end users where I facilitated
information flow, prepared and briefed project status, and managed all project actions to ensure timely
completion. I was responsible for cradle to grave project management to include; project initiation, budget
development, cost estimating, contract preparation and negotiation, and project execution throughout the
life cycle of the projects. I was also the system administrator for a computerized, construction management
database program called Resident Management System, RMS. This automated system manages all aspects
of the US Army Corps of Engineer's Construction Quality Management business process such as scheduling,
payments, quality control, correspondence, RFI's, safety, submittals, contract closeouts and upward status
reporting. I am frequently called into projects where demanding customers and headstrong technical personnel
can't seem to progress toward the common goal. I am well known and respected for consistently bringing in
projects on-time, within budget and at the highest quality.
Civil Engineer
US Army Corps of Engineers, USACE - Huntsville, AL - December 2010 to June 2012
Provided Quality Assurance and Contract Administration work in support of Huntsville Center's Ballistic
Missile Defense Directorate, Electronic Security Systems, Ordnance and Explosives, Facilities Repair and
Renewal, Medical Facilities, and Utility Monitoring and Control systems programs. Duties included Job Site
Quality Assurance and Safety management, negotiation and preparation of contract modifications, and System
Administrator/in-house expert for Resident Management System (RMS); USACE's construction management
data base system. I provided guidance, assistance and training on RMS and the associated contractor's
countermodule, QCS, to Huntsville Center users, contractors and customers. I left this position to assume a
more challenging and rewarding Program Manager Position within the organization.
Senior Program Manager
US Army Corps of Engineers, Gulf Region Division (GRD) - Baghdad - October 2008 to December 2010
Served as Senior Program Manager exercising management and operational control over all aspects of GRD's
Foreign Military Sales (FMS), Foreign Assistance Act, and Department of State programs throughout their
life cycle. Using corporate knowledge and an in-depth understanding of the mission objectives according
to applicable guidance and directives, I anticipated major programming needs/problems and provide timely,
effective guidance to the U.S. Army Corps of Engineers (USACE) and its clients on the management of
FMS projects. I provided executive level supervision over the $1.3B dollar FMS program's programming,
planning, design, and construction program from conceptual stages through project completion and turnover.
I reviewed and coordinate project designs, construction, and procurement schedules, provided Division level
policy guidance on all aspects of the FMS program to host nation officials and kept customers informed
of project status. I represented GRD in meetings, conferences, presentations and negotiations with foreign
Government officials, US agencies, and DOD officials. I participated in A/E and construction contractor pre-
selection panels and prepared periodic reports and briefings related to the program.
Project Manager
US Army Corps of Engineers, USACE - Huntsville, AL - August 2006 to October 2008
Served as Life Cycle Project Manager responsible for the $1.2B dollar design and construction of a large,
highly complex, and unique, Chemical Weapon Disposal facility at Pueblo Army Depot, CO, (PCAPP) where I
coordinated and managed all aspects of the project throughout its life cycle by providing planning, management
and execution of programmatic activities including facilities designs, equipment interfaces, installation, design
quality assurance, and integration of design changes. Prepared and managed the annual budget for Military
Construction and Research Development Test & Evaluation funds for in-house labor and construction,
monitored all work in progress and adjusted schedules and resources to meet critical deadlines, safety,
engineering and construction requirements. Kept customers advised on all developments relating to project
execution through participation in conferences, meetings, presentations, and customer briefings.
Deputy Area Engineer
US Army Corps of Engineers, Europe District - Kaiserslautern - April 2004 to August 2006
As Deputy Area Engineer, I was responsible for the execution of military construction and service contracts
in Central Europe providing full technical and managerial responsibilities for all projects ensuring quality
construction, safety, and the orderly transfer of completed construction projects to customers. I was also the
Team Leader for office engineering and planning/oversight of contract admin activities for four subordinate
Resident Offices where I provided policy guidance to on all aspects of construction management, coordinated
contract modification actions requiring Contracting Officer approval, represented the Area Office in the absence
of the Area Engineer, prepared, presented, and participated in briefings/conferences, A/E selection and
construction contractor prequalification boards. I also served as the Resident Engineer and supervisor for
the Kaiserslautern Resident Office; directing construction, contract administration, and safety programs. I
performed first line supervisor management duties of subordinates.
Lead Project Engineer
US Army Corps of Engineers, USACE, Europe District - Garmisch - June 2002 to April 2004
Selected from an applicant field of over 200, I served as Lead Construction Engineer for the construction of
an 80 million dollar, 330 room, luxury hotel for the U.S. Forces in Europe; The Edelweiss Lodge and Resort.
Led a staff of 4 professional engineers and administrative staff in managing/overseeing the technical work of
quality assurance such as inspection, acceptance and turnover of construction work, job site safety, review and
approval of contractor technical construction submittals, schedule management, negotiation and preparation
of contract modifications, preparation of Government cost estimates, coordination between the customer and
US and German Government agencies, and contract closeout. Prepared and managed the office budget, office
automation, and correspondence related to the project as well as briefing project visitors and dignitaries on
project status. The project was completed within two years and the hotel opened ahead of schedule, within
budget, and at at a very high quality.
Project Manager
US Army Corps of Engineers (USACE), Europe District - Wiesbaden - August 2001 to June 2002
Served as Project Manager and Medical Program Manager for $40M of complex medical and Air Force projects
located in Europe. Managed and coordinated project designs through the life cycle of the project including
preparation of design documents, environmental studies, economic studies and management of program
funding and was the primary POC and customer interface. I managed all aspects of the projects including
initiation, planning, design, construction and maintenance. I participated in negotiations and contract awards,
conducted kick-off meetings with the A/E, customers and USACE Engineering and Construction Divisions. I
resolved funding, technical, schedule and scope issues, provided problem resolution and upward reporting. I
participated in monthly Project Review Boards and Line Item Reviews. Customers included Air Force, Army,
NATO and State Department.
Supervisory Civil Engineer
US Army Corps of Engineers, USACE - Huntsville, AL - June 2000 to August 2001
I served as Chief of the Quality Assurance Branch of the Umatilla Resident Office; managing quality assurance
functions of a technically complex, multimillion dollar, chemical demilitarization, incinerator project valued over
$325 million in support of the Chemical Demilitarization Stockpile Program. I was the first level supervisor of
a subordinate staff of professional engineers, construction technical experts, and administrative personnel.
Duties included directing construction and design changes for the project, ensuring the safe and timely
completion of a quality facility. Served as Contracting Officer's Representative, COR, and, in the absence of
the Resident Engineer, assumed all responsibility for management of the projects.
Program Manager
US Army Corps of Engineers, USACE, Europe District - Wiesbaden - December 1998 to June 2000
Served directly under the Chief of Construction for special projects. Provided guidance and assistance to
construction field offices within Europe District for complex construction management issues. Served as
Program Manager for Balkans Project Office where I managed and controlled the office budget, prepared
job descriptions, evaluated and hired engineers to fill vacancies, and conducted personnel administration to
accomplish the assigned mission in support of Europe District,(NAU), personnel deployed in Bosnia, Hungary
and Kosovo. I planned, scheduled, and managed personnel action requests to ensure overlap in transitioning
staff, served as liaison to US Army Europe and associated engineering agencies for all issues relating to NAU-
Construction Division staff, provided briefings to management on Balkan status/issues, developed/obtained
approval of memorandum of agreement between US Army Europe and Europe District Corps of Engineers, and
served as RMS implementation coordinator for Europe District where I planned and coordinated all activities
between NAU, North Atlantic Division, and USACE for implementation of RMS.
Construction Project Engineer
US Army Corps of Engineers, USACE, Europe District - Kaiserslautern - July 1993 to November 1998
Project Engineer and Contracting Officer's Representative on military construction projects for the
Kaiserslautern Area Office in Germany and Belgium. Performed the full spectrum of Quality Assurance/
Construction Management activities, three phase inspection program, Job Order Contracting, contract
administration and management of construction safety program. Coordinated changes between customers
and A/E, prepared Government cost estimates, negotiated and wrote up contract modifications, coordinated
funding requests for changes and processed contract modifications. Managed and monitored construction
costs, financial resources, schedules and contractor claims to stay within prescribed budgets. Prepared internal
reports, and conducted briefings for upper management and visitors. Reviewed and approved contractor
progress schedules, performed biddability, constructability, operability, environmental and sustainability
reviews of completed design plans and specifications, reviewed and approved contractor progress payments,
participated in contractor selection boards and design review conferences, rated AE and contractor's
performance.
Project Engineer, Construction Office Manager
US Army Corps of Engineers, USACE, Japan District - Iwakuni - November 1989 to July 1993
Served as first level supervisor over a professional workforce of engineers and support personnel in the
Project Office who were engaged in the full spectrum of construction work involving coordination and planning,
construction inspection, quality assurance, and safety programs for $40 Million Dollars of U.S. and Government
of Japan (GOJ), funded construction. I Managed Quality Assurance program inclusive of review and approval
of contractor project schedules, payments, safety program, office engineering functions, technical review
of shop drawings/submittals and supervision of three phase inspection program. Performed planning and
standard supervisory personnel functions. Prepared and managed office budget. Organized and chaired
various conferences and provided visitor briefings for both the US Government and host nation. Participated in

through completion and closeout.
Chief of Office Engineering Branch

Supervised all office engineering functions for the Southern Japan Area Office. I supervised a team of
multi-disciplined engineers and administration personnel engaged in performing contract/office admin duties,

Office construction projects. I supported subordinate field office's contract admin efforts and provided guidance
