Tekmar k, I nc. (8/2011 – present) - Consultant

Contracted with the Financial Information Systems Agency (FISA) of the City of

New York to facilitate the t ransition from a vendor-managed to a client-managed

accounting system. Developed and documented configuration management and

m igration strategies. Designed and implemented a f lexible, parameter-driven

system to highlight differences in reference table values among test, UAT and

p roduction regions. On an ongoing basis, using SQLPlus and MS-Access, generated

X ML or update queries for data fixes and developed ad hoc audits and reports.

CG I Global Solutions (5/2005 – 5/2011) - Executive Consultant

Upgraded the City Of New York to a propietary, web-based Oracle financial

management system. Drawing on both technical skills and extensive business

k nowledge of the Dept. of Education’s $15 billion operation, was a key strategist in

t he initial phase of CGI’s upgrade for the Financial Information Systems Agency

(FISA). For that phase, which entailed converting the department from an

accounting system independent and completely different from the rest of the city,

analyzed and provided detail designs for the budget structure and chart of accounts.

I n the later phases of the city-wide engagement, was the project manager for Year-

end processing. Other responsibilities included configuration management,

contract analysis and the development of approach papers, general design

documents, system assurance strategies, conversion mappings, test plans, t raining

sessions and table maintenance audits.

4GL School Solutions (12/2002 – 5/2005) - Senior P roject Manager

Supervised project management teams and provided hands-on support to client

s ites in St. Louis, Mi lwaukee, Peoria and Detroit, where a proprietary, web-based

SQLServer system was being installed. Worked with clients to re-engineer business

p rocesses. Gathered requirements, developed test plans and provided feedback on

t he effects of product upgrades on installed client base. Responsible for hi ring and

t raining on-site project management teams, including t rainers and help desk.

NYC Board of Education (6/1996 – 9/2002) – D i rector, Business Systems

Managed a staff of 40 employees and 40 consultants engaged in design, development

and maintenance of personnel, payroll, financial and other business applications for

a $15 billion enterprise with 150,000 employees at 1200+ sites, a K-12 public school

system with over 1MM students. Provided senior executives with technical

guidance and perspective for strategic decisions, including selection and

i mplementation of an automated timekeeping system. Stabilized custom-designed

D B2 HR-payroll system after vendor abandoned project. Evaluated and, where

appropriate, installed ERP packages for HR, payroll, timekeeping and facilities.

Chase Manhattan Bank (6/1990 – 6/1996) – VP, Bankcard Systems

Responsible for ensuring the successful implementation of marketing programs and

s trategies, using SAS as the primary analytic and reporting tool. Coordinated

p roduct managers, r isk management, customer service and external vendors.

P roject manager for launch of co-brand product with Bri tish Airways, Balance

Consolidation initiative and conversion of stand-alone overdraft checking.

Citibank (6/1984 – 6/1990) – VP, Bankcard Systems

Created and ran a unit to provide M IS for marketing, credit policy, collections,

customer service and finance. Replaced obsolete batch reporting with relational

database and pre-aggregated data. Conceived and implemented a logically

compressed 30-month account level data warehouse. Exposed hidden r isks and

opportunities by backprocessing 60 months of financial data, enabling business for

t he fi rst t ime to t rack and compare portfolio segments.

NYC Board of Education (9/1979 – 5/1984) – D i rector, Bu reau of Supplies

Managed a staff of 200, including buyers, warehousemen, inspectors and clerical

support. In an innovative response to mandated budget cuts, created a chargeback

mechanism to fund the warehouse. On the technical side, accelerated contract

awards th ree months by automating bid tabulation, designed an online inventory

control system minimizing out-of-stock conditions and t ripling tu rnover, and

overhauled the requisition system, int roducing accounting controls and online

access. Init iated a new contracting strategy based on direct delivery from vendors

and introduced MRP techniques for outfi tt ing new construction.

United States Navy. On active duty served as a Shipboard Engineering Officer on

a destroyer, as an Advisor to the Vietnamese Junk Force and as a Naval

E ngineering Instructor at Officer Candidate School. Among other awards, received

t he Bronze Star with Combat “V”.
