Personal Statement
Recently retired from IRS after 23 years experience with mainframe COBOL, the last 13 as
lead tech. Our system utilized all facets of files – batch, indexed-sequential, transaction/on-
line, and database. Created test cases, test case specifications, E2E, for a multi-platform
environment. I maintained documentation for developers, SAT testers, users, and the public
( IR manuals 2.4.6 and 2.11). I have a confidential security clearance and a good reputation
with my business analysts and co-workers and use them as references.
Work Experience
Computer Specialist (Sep 1987 - Dec 2010)
Internal Revenue Service (IRS), Washington, DC
As a subject matter expert and tech lead for the Correspondex (CRX) letter generation
system, my primary programming experience has been in UNISYS COBOL. I have 23 years
experience at the IRS utilizing batch, transaction, MSAM (VSAM) files, and DMS database
processes. I have mentored trainees, conducted walkthroughs, helped with Technical Support
and Technical Writing, Documentation, maintained confidential security clearance and am
expert in utilizing the Software Development Lifecycle (SDLC) throughout the lifecycle. My initial
coding at the agency was in IBM assembler.

This was a transitional job while I was completing an Associates degree in computer
programming at San Antonio College. Job responsibilities include file backup and restore,
system administration and monitoring and some programming. My programming

The platform was on an HP mini-computer.

Skills
I've studied IBM mainframe COBOL and JCL but have spent the vast majority of my work
experience with the UNISYS COBOL, ECL, batch, transaction and database. I feel that this
experience could easily port to the IBM platform and am open to retooling. Experienced in:

Mainframe Systems Analyst, Quality Assurance Testing, Technical Support and Technical
Writing and Documentation using pseudo-code, data flow diagrams and SGML software

Achievements
Mr. Willard has had excellent rapport with his business customers including letters of appreciation,
outstanding reviews and rewards. As a subject matter expert, his expertise came into play both as an analyst
of capabilities of the CRX UNISYS COBOL and a programmer who could implement the necessary changes.
He received the prestigious Hammer award in 1999 for cost savings generated by his suggestions for letter
generation which saved not only contract programming expenses but up to 90% of the cost in time for letter
entry.
