WORK EXPERIENCE
Corporate EHS Manager - 9/2012 to Present (Delek Logistics-El Dorado, AR)
Environmental, Health, and Safety Manager for Delek Logistics, the
logistics system (pipelines and terminals) supporting two oil refineries in
Arkansas and Texas and 400 convenience stores in Tennessee. The system
includes over 800 miles of pipelines and six finished products terminal.
Geographically the system stretches from Nashville, TN to San Angelo, TX
and requires coordination with four different state environmental agencies.
Key projects and duties include:
. Primary - Corporate level, multi-media, multi-discipline auditing.
. Safety function auditing including training, inspection, and policy
gap analysis.
. Establishment of Key Performance Indicators (KPIs) and Key Compliance
Indicators (KCIs).
. New acquisition support.
. SARA Title III reporting (45 facilities).
. Supervision of six ground water remedial action plans.
. OPA90 Plan review, gap analysis, and automation.
. Capital and expense budget tracking.
. Implementation of DHS security requirements
. Incident Command as required.
. Incident Investigation including Environmental Forensics as required.
EHS and Environmental Manager - 12/2003 to 9/2012 (Hunt Southland Refining
Co-Laurel, MS)
Environmental manager over one oil refinery and one marine terminal in
Mississippi. Primary products are paving asphalts and petroleum
distillates.
NOTE: Hunt Refining of Tuscaloosa acquired the assets of Southland Oil
Company in December of 2003. I was retained at the EHS Manager and
remained in that position until deployed to Iraq in August 2004. When I
returned in March of 2006 the EHS position had been realigned (split) in
keeping with Hunt's organizational structure and I was reassigned as the
Environmental Manager.
. Administrator for an extensive network of groundwater monitoring wells
as part of an aggressive remediation plan utilizing dual phase
collection, soil vapor extraction, and automated recovery pumps.
. Primary manager for greenhouse gas assessment and accounting.
. Implementation of two dual phase remediation systems which required
permitting with the Corp of Engineers for discharge to the Mississippi
River and directional drilling under an active railroad track.
. Author for all environmental permits for the above noted
facilities. Programs administered are Title V air permits (3), NPDES
(3), Leak Detection, Benzene Waste Opns, and various new source
programs typical for oil refineries. Also responsible for all
required program reporting.
. Author and administrator of comprehensive Facility Response Plans,
including SPCC, for spills and fires meeting all EPA, DOT, and USCG
regulations.
. Developed geographic information systems which have been used
extensively for spill response planning, blast siting studies, and
Spill Prevention Control and Countermeasures design.
. Manager for all waste operations including hazardous wastes from
generation to disposal.
. Closely involved in the operation and upgrade of the refinery Waste
Water Treatment System which included the following WWTS technologies:
OWS, CPS, DAF, Activated Sludge, Aerated lagoons, and chemical
treatment/bio-augmentation.
. Developed an extensive mathematical model (MS Excel) of all
environmentally significant processes in order to report compliance in
accordance with all water, air, and waste regulations.
. Conduct monthly facility emission calculations which cover priority
pollutants, hazardous air pollutants, and greenhouse gas emissions.
Combat Planner/Brigade Elections Officer - 8/2004 to 3/2006 (U. S. Army-
near Babylon, Iraq)
. Brigade (BDE) new equipment implementation officer during six month
train up. New equipment included the Raven UAV, Harris Tactical
Radios, Javelin Anti-Tank missiles, and advance sniper systems.
. Raven-Personally supervised the fielding of the Raven system including
both operator and maintenance training as well at tactical employment
protocols.
. BDE Safety Officer - Investigated one multi-fatality accident which
occurred during a combat patrol
. Initially assigned as the BDE Liaison Officer to the 2nd Marine
Expeditionary Force (Fallujah, Iraq)
. Subsequently assigned as the BDE elections officer responsible for
planning and security during the 2005 Iraqi Constitutional and
National elections. Voting area covered 2,000,000 voters and 600
polling sites.
. Awarded the Meritorious Service Medal.
. Promoted to Lieutenant Colonel.
Corporate EHS Manager - 3/1998 to 12/2003 (Southland Oil Company-Laurel,
MS)
EHS manager over two oil refineries and one marine terminal. Primary
products are paving asphalts and petroleum distillates.
. Director of Safety and Workers Compensation. Facilities were both
union and non-union.
. Primary oversight of safety programs and training
. Primary planner for fir prevention, control, and mitigation.
Coordinated and participated in annual state Fire Academy training.
Personally fought two refinery fires.
. Project manager for a Brownfield application at a former refinery site
in Yazoo County, Mississippi. The site has extensive soil and
groundwater contamination as well as solid waste issues. This is one
of the first Brownfield Applications in Mississippi.
. Author for all environmental permits for the above noted
facilities. Modifications have included an extensive refinery upgrade
program, the addition of new process equipment, and the renovation and
extension of a rail head.
. Developed an extensive mathematical model of all environmentally
significant processes in order to report compliance in accordance with
all water, air, and waste regulations. Model was developed in MS
Excel.
Corporate EHS Manager - 5/1993 to 3/1998 (Peavey Electronics-Meridian, MS)
EHS Manager for an international manufacturer of commercial sound equipment
with 10 manufacturing facilities and 2400 employees. Training manager for
all industrial training programs. Manufactured products included speaker
enclosures, cabinets, guitars, amplifiers, professional grade keyboards,
studio sound equipment, concert quality microphones and high performance
speakers. Manufacturing operations encompasses metal fabrication and
finishing (powder coat), woodworking (cabinets, guitars, drums, etc.) and
printed circuit board processing (etching, thin film technology within a
clean room, and two surface mount lines).
. Prepared all environmental permits and permit modifications which
encompassed air, water, storm water, and hazardous waste for
facilities in Alabama and Mississippi.
. Very involved in NPDES reporting as well as WWTS operation and
upgrade. PM for installation of a resin bed treatment system
incorporating an ultrapure water wash.
. Automated all statutory environmental reports such as TIER 2's, Form
R's, Ozone-Depleter Inventory, and Waste Generator's Report.
. Workers Compensation Manager (AL and MS) and Safety Director for all
facilities.
Principal - 11/1992 to 5/1993 (Lender Technical Services-Clinton, MS)
Provided technical review services for the J. E. Robert Company. Majority
of work encompassed reviewing environmental assessments with confirmed
problems and developing multiple courses of action for business decision-
makers.
Environmental Risk Manager - 9/1990 to 10/1992 (J. E. Robert Co.-Houston,
TX & Milford, CT)
Managed a department of five charged with the oversight of a $2 billion
real estate liquidation portfolio. Properties ranged from raw land to
industrial sites.
. Supervised a fast-paced, pre-foreclosure due diligence process which
had to address construction, environmental, ecological, and cultural
resource issues. Range of issues addressed included asbestos,
underground storage tanks, PCB's, sole source aquifers, groundwater
and soil contamination, endangered species, coastal zone management,
archaeological sites, and hazardous waste.
. Developed an automated system for competitive contracting of
consultant services based on linked spreadsheets and fax board
technology. The system expedited and tracked over 450 environmental
contracts (Phase I and Phase II assessments) in strict compliance with
federal contracting guidelines (FDIC and RTC)
Inspection Coordinator - 6/1986 to 9/1990 (NationsBank-Fort Worth &
Houston, TX)
Responsible for technical review (both construction and environmental) of a
$400 million real estate portfolio.
. Key duties included auditing on-going construction projects, pre-
construction review, and environmental due diligence as part of the
underwriting function.
. Drafted one of the first Environmental Policy Manuals for a lending
institution (3/87).
. Promoted to Assistant Vice President.
Project Manager - 4/1985 to 6/1986 (AECC, Inc. - Dallas, TX)
Provided pre-construction reviews of commercial and light industrial
projects including document analysis, budget feasibility studies, and plan
reviews.
. Conducted 15 to 20 constructions reviews per month to verify
construction in place, material testing standards, key detail review,
lien status and other technical/contractual quality issues.
Instructor/Shop Supervisor - 1/1984 to 4/1985 (Texas A&M University -

Supervised a 14,000 sf woods/metals laboratory within the College of
Architecture.
. Personally taught basic and advance woodworking with also included
tool making and blacksmithing.

executive officer for an infantry company in Germany.
. Senior trainer for the U.S. Army's Infantry Basic Course at Fort
Benning. During two three month rotations, platoons ranked 2nd out of
5 and 1st out of five.
