CAAA:
Managed all aspects of Title V Operating Permit. Pro-actively current on air rules and submitted all required
reports including Quarterly Excess Emissions, Opacity, Semi-Annual, and Annual Compliance Certifications.
Performed MACT, BACT, RACT, PTE, and LAER analyses. Prepared and submitted MACT, PSD, NSR, & NSPS
air permit applications, revisions, and modifications. Wrote draft permits with regulatory cooperation incorporating
operational flexibility. Prepared and presented Applicability Analyses to Capital Project Teams and worked
shoulder to shoulder with Team while completing projects, securing permits far in advance of target dates. One
such project was a compliance project to meet two MACT rules, the Boiler and Industrial Heater MACT and the
Plywood and Composite Wood Products MACT. Conceived and successfully communicated the innovative and
successful forty million dollar project to comply with both MACT standards. Organized public permit hearings and
addressed public concerns. Highly experienced directing air emissions stack testing for PM, PM10, NOx, CO, &
VOC, opacity monitor requirements, preparing operator work instructions, JSAs, training, and data collection,
internal reporting, & analysis. Certified in EPA Method 9 Visible Emissions Monitoring (VEM). Member of State
Northeast Ozone Transport Committee (NOTR) influencing State Implementation Plan (SIP) regarding ozone,

achieving beneficial results for the facility by allowing flexibility and exemptions.
EPCRA: Prepared and submitted Emergency Response Plans to the Local Emergency Planning Committee
(LEPC), State, and town office. Developed data collection systems and submitted Section 311 MSDSs for
chemical inventories when initially exceeding thresholds, Section 312 (Tier II) annual chemical inventory reports,
and annual Section 313 Toxic Release Inventories. Also served as LEPC Chair for two terms, followed by two
terms on the LEPC Executive Board. While LEPC Chair, led community emergency drills, updated Charter, and
participated in State Emergency Management Committee Meetings. Most importantly, two years prior to 9/11,
successfully petitioned Congress to cease activities promoting rulemaking to publish online chemical storage
databases allowing uncontrolled public access. Drove an award winning program for elimination of toxic chemical
use which became a case study heralded by the ME DEP. This project eliminated Extremely Hazardous Substances
(EHSs) at the facility, reducing risk, fees, and regulatory burdens for the site.
OSHA EAP:
Developed and implemented OSHA Emergency Action Plan, provided annual training, drills, and after action
reviews.
OSHA HazCom:
Managed all aspects of Hazard Communication program. Developed and managed on-line and hard-copy
databases for Material Safety Data Sheets (MSDS). Provided annual training, developed, implemented and
managed a New Chemical Review program to manage change, and prepared the facility for the Global
Harmonization system.
TSCA:
Maintained TSCA Section 8(c) “allegations of significant adverse reactions” and 8(e) “substantial risk” files.
Trained all employees annually regarding the requirements. Controller of the site Asbestos Program overseeing
discovery, removal, and disposal.
OPP:
Prepared, updated, implemented plan, performed inspections, trained, initiated improvements, and provided overall
management of the Oil Spill Prevention, Contingency & Countermeasure Plan (Oil SPCC). Negotiated a
Memorandum of Agreement with State regarding oil spill reporting requirements which reduced the reporting
burden on the facility.
CWA:
Negotiated with neighboring industry to accept all waste water for treatment and discharge under that facility's
National Pollutant Discharge Elimination System (NPDES) permit. This agreement eliminated the need for a
Capital Project for waste water treatment and reduced risk and regulatory burden. Monitored waste water volumes,
pumps, and pipelines to ensure compliance with receiving facility requirements and prevent releases. Developed
and implemented Storm Water Pollution Prevention Plan (SWPPP), performing quarterly sampling, improvement
projects, and reporting. In order to further reduce spill reporting burden, prepared, submitted, and maintained a
Hazardous Matter Spill Prevention, Contingency & Countermeasure Plan (HM SPCC) for chemical all substances
other than oil. Monitored facility operations and obtained several Storm Water Construction permits for
groundbreaking activities one acre or more.

SDWA:
Project Manager for Capital Project for new drinking water system. Gained new well approval and operating
permit, installed system, monitored treatment, and submitted all reports. Served as facility Certified Drinking
Water System Operator and appointed by the Governor to the Board of Licensure for Drinking Water serving three
terms. Achieved successes in financial accountability, DHS communication to the Board, DHS understanding of
enforcement authorization, and Computer Based Training (CBT) for licensed operators.
NRC: Served as Radiation Office and managed radioactive devices at the facility. Maintained inventories,
submitted reports, provided training, and ensured proper disposal.
RCRA:
Managed all hazardous waste and non-hazardous waste streams. Developed and maintained an Hazardous Waste
(HW) Management Plan. Performed documented HW determinations, provided DOT training to staff and
operations, prepared manifests, maintained 3 year documents, performed pH analysis and contracted with labs or
legal departments. Obtained Large Quantity Generator (LQG) EPA ID and eventually reduced waste streams
through substitution and elimination qualifying for Conditionally Exempt Small Quantity Generator (CESQG)
status.
SOLID WASTE:
Managed permitted program for land spreading which reduced both costs and landfill shipments. Submitted all
reports and performed sampling of soils and waste streams. Implemented and permitted program for processing
waste into secondary market material reducing costs and providing environmentally sound waste management
practices. Conceived and successfully communicated two award winning recycling projects and participated in
their implementation.
AUDIT: EHS Audit Trainer at Annual Corporate Conferences. Lead EHS Corporate Auditor at facilities in
multiple States. Performed special investigations for Corporate EHS Leadership.
ESA: Coordinated Phase I and II Environmental Site Assessments for potential real estate purchases and directed
remediation of a purchased site.
SITE DEVELOPMENT:
Obtained permits for site development and facility growth addressing odor, noise, aesthetics, air, hydrology, storm
water, waste, resources, financial, NRPA, wildlife and fisheries. Directed Capital Project to remove septic systems.
Permitted and directed installation of replacement septic system.
MSHA: EHS Audit Leader at Mining Safety & Health Administration sites in several States.
