services for clients like Lennar Homes, included preliminary feasibility studies (layouts,
phasing, utilities, environmental issues, traffic impacts and costs), planning and zoning,
design (roadways, utilities, surface water, platting, landscaping, recreational areas, golf
courses and docks), permitting (DOT, EPA, NPDES, SWPPP, COE, and USF&W), bidding
services (estimates and specifications), construction plans, and construction phase services.
A problem solver using extensive interconnected lake systems for recreation and surface
water management for large combined use developments. Utilized public presentations to
overcome public concerns and secured approval of large mixed use developments. Other
responsibilities included directing the marketing, financial, and human resource aspects of

City of Cape Coral, Cape Coral, Florida
January 1998 to November 2001: Community Development Director
Cape Coral is the second largest city in land mass in Florida with 400 miles of canals for
boat owners located in southwest Florida. The Community Development Director helped to
guide the city at the start of rapid growth. Supervised the Building Division (Permitting &
Inspection), Commercial Customer Assistance Division, and the Planning & Zoning Division.
Included within the Planning Division is a Geographic Information System (GIS) Section and
Grant Programs such as Community Development Building Grants and State Housing
Initiated Program. General duties included responsibility for $3M annual budget, 70
employees and guiding the City’s operation to be compliant with applicable Federal, State or
local jurisdictional agency, specifically, Department of Community Affairs and Department of
Professional Regulation. Besides compliance, performance ratings for the City were
maintained or improved during periods of high growth for the Federal Emergency
Management Agency, Community Rating Service, and Insurance Service Organization.
Coordinated emergency response for hurricanes to assess and report damage to buildings.
Additional accomplishments included the restructuring of fees for permitting, inspection, and
zoning to reflect level of service by implementing an activity base costing analysis. Also, the
New Florida Building Code was implemented in the City prior to adoption with a prototype
home model built in coordination with the State. Other efforts were to effectively project a
growth model for use in strategic planning of infrastructure by integrating the census tracts,
building permits, and transportation nodes into one model. Permitting was streamlined to
increase the average monthly building permits from less than 100 to close to 300. Other
efforts separated Development Review into site plan and building permit approval to shift the
past emphasis from single family house permits to larger residential and commercial
development.

Harris County Flood Control District, Houston, Texas
May 1991 to March 1994: Project Manager/Liaison to County Commissioner
Project Manager was responsible for contracting consultants for projects and reviewing
submitted plans for sufficiency to improve surface water conveyance systems. The annual
budgets were $1M for consultant fees and $12.5M for Construction Projects either for capital
improvements and maintenance. In addition, there was a $1 M annual maintenance budget
for the Corps of Engineers-Galveston District for Federal Channels. Other duties included
contract document coordinator, specifications, value engineering, developing innovative field
repair applications, construction inspection and development of construction program to
comply with the National Pollution Discharge Elimination System (NPDES). Liaison duties
were to coordinate programs within District 4 for the County Commissioner with related
agencies, present programs to the public, respond to public complaints and prioritize repairs
to the existing conveyance system. Other efforts included developing a rating system for
complaints to balance emergency repairs with preventive maintenance in preparing the
annual budget and a five year work program.
