In recognition for my efforts as a Principal Information Engineer for the
Defense Logistics Agency, I was awarded both the Vice President’s

Developed the Business Enterprise Architecture (BEA)/ National Defense

Authorization Act (NDAA) Compliance package for the U.S. Air Force
Enhanced Technical Information Management System (ETIMS) program.
BEA/NDAA compliance validates the architecture framework of the program
within the Department of Defense (DoD) and the program domain
(Logistics). The ETIMS program architecture was modeled following the
Department of Defense Architecture Framework (DoDAF). As an Air Force
logistics component, ETIMS was mapped to the Supply Chain Operations
Reference Model (SCOR), a product of the Supply-Chain Council (SCC).
Developed a Process Management Plan to implement and manage the
processes within an Air Force program office. The plan aligned the
program office’s process with Carnegie Mellon Software Engineering
Institute Capability Maturity Model (CMM) and Capability Maturity Model
Integration (CMMI).
Developed corporate strategic plan, business plan and obtaining startup

Senior Requirements analyst defining the requirements for the United
States Air Force to provide a paperless flight line This project utilized the
Rational Unified Process (RUP) and the Rational Tool Suite
(RequisitePro, Rose, ClearCase, and ClearQuest). The development
environment consisted of IBM’s WebCommerce, J2EE, Oracle and
TeamCenter.
Researched and documented the feasibility of utilizing a Third Party
Logistics (3PL) vendor to enhance the client’s logistics operations. This
included the possibility of interfacing with the 3PL via an Electronic Data
Interchange (EDI) trading partner agreement.
Developed a data warehouse to monitor Defense Logistics Agency’s
(DLA) Business Process Improvement Analysis (BPIA) Long Term
Contract (LTC) program. Mapped the DLA Business System
Modernization SAP logistics data into the BPIA data model. The LTC
program has resulted in a savings of $92M along with significant
improvement in the defined Key Performance Parameters (KPPs).
Implemented process enhancements and controls that reduced the time
required to process the BPIA reports from 60 days to 30 days.

Managed the development of a Document Management implementation
2000-2002
strategy for a non-profit organization. This included organizing 10K+
informational documents to provide optimal search and retrieval by the
client’s members. The Document Management application was
integrated into the client’s portal.
Project Manager for an assessment of a project to migrate a Connecticut
state agency from their existing legacy system to a client-server based
environment utilizing Java with an Oracle DBMS. The assessment
identified where best practice project management procedures and
controls were not followed. Recommendations for corrective measures
were included.
Developed a Business Continuity Plan for a major agency in the
Commonwealth of Pennsylvania. This entailed conducting a risk
assessment and business impact analysis, developing a business
recovery strategy, as well as the Business Continuity Plan.
