contract. If implementation strategy is not EPC, the
detail design, equipment/material procurement &
construction.
. During bid evaluation process, participated in
evaluation of progress, manpower and equipment
schedules, as well as billing forecasts, submitted
by Bidders. Documents reviewed were in the form of
Gantt charts and PERT-CPM/ PDM networks with work
breakdown schedule.
. Coordinated with Company's Independent Project
Management Contractor or In-House Project Engineers
on the progress achieved (Earned Value) by the
turnkey or construction only contractor to obtain up-
to-date progress data for progress payment
verification and Top Management information.
. When needed, joined Project Engineers in special
meetings with Contractors to discuss schedule
concerns. Evaluated Contractors' proposed CPM
schedule for progress recovery during schedule
slippage situation.

It was this Applicant who prepared the entire
document package that was used by the SCECO-East
Management in Bahrain in year 1994 in their
presentation before 5 banks, i.e., one local and
four international banks, for a US $ 500 Million
syndicated loan, to augment the internal fund in
meeting the total project cost of US $ 1.7 Billion.
Through the course of several years of project
development, there had been numerous revisions in
the project work scopes, costs and target completion
dates in both the power plant and the accompanying
power transmission system and support facilities.
Those changes required revision and finalization of
the Budget Brief (the official baseline document for
any capital project) and updating of the contracting
& work schedule, as well as revision of the
financial commitment and cash flow forecasts.
