Duties: I was hired by Primatech Construction as a Quality Control, and
Safety officer and assigned as
Project Manager for two overlapping construction contracts at the Kona
International Airport. As project manager, I was responsible for the daily
operation of the projects assuring we had adequate work force, materials,
access to work site and task where completed on schedule all while
mitigating all the risk the construction would effect the normal operation
of the airport or present a security threat for TSA. I solicited and
selecting vendors and suppliers. I wrote all required contractual
documents to include the environmental Plan, Safety Plan, Security Plan,
work flow plan as well as daily and weekly reports. I maintained the on
site working plans marking up as needed on the as built plans to note
actual environment. I was expected to identify all conflicting design
issues and present options to resolve the design issue along with budgetary
impact for the option. I also investigate and estimate any additional work
and wrote up a proposal/bid. Finally, I was also responsible for holding
weekly customer meetings and answering all the clients questions and making
sure their concerns were addressed in a timely fashion. As the Quality
Control Manager I assured that all the materials and workmanship met or
exceeded code and contractual requirements. As the Safety Officer, I
conducted weekly safety briefing for both our direct employees and our
subcontractors and assured that both the safety plan and the industry

Duties: As a Senior Technical Manager assigned to the Public Safety & Law
Enforcement CFT at DynCorp, I was responsible for the management of a team
of Engineers for the U.S. Department of Justice, Executive Office of
Immigration and Review (EOIR). The Engineering team was reasonable for
designing, implementing, and supporting all aspects of EOIR's IT solution.
The EOIR IT solution comprised of over two hundred(200) Compaq Microsoft NT
4.0 application, file, and print servers, four IBM main frame servers, and
four Novell mail servers supporting over fifteen hundred (1500)
workstations (users) at 60 field sites nationwide and headquarters facility
located in the DC area. Several major projects that I managed include:
the re-design and conversion of the network from Frame Relay to ATM; re-
design and re-build of the headquarters computer room facility, including
Network, Servers, HVAC, and UPS; Recommended and replaced over 200 servers
in the solution; evaluated, recommended and implemented a PDA solution,
and a WiFI solution; evaluated, recommended and implemented a high-speed
scanner solution; designed and implemented an enterprise backup solution;
designed and implemented security for the EOIR IT solution; designed and
implemented both on-site and off-site high-availability solutions for the
IBM main frame. These projects required me to conduct a business analysis
to determine our clients needs, develop an implementation plan identifying
the implementation risk and a plan to mitigate the risk as well as a roll
back plan to recover in worst case scenario. My concentration to customers
concerns, dedication to resolving them quickly, and reliability our team
brought to their IT solution resulted in receiving corporate recognition
for my contribution in turning the contract around and increasing the
revenue stream over 30% to $6.5 Million.
Position: Senior Technical Manager, Millennium Program
May 1998 - Jan 2000
Duties: The GTE Millennium Program was established in the Government
Services Division to identify and win Government Y2K contract. Y2K
programs consisted of conducting a through business and technical analysis
to identify the risk that every date use could present to their business
operation, then provide a remediation path to abate the risk. This
analysis included not only the clients IT solution but also all embedded
intelligence like elevator controllers, as well as the clients business
dependency, etc. As the Senior Technical Manager I worked with our VP to
identify four RFPs valued in excess of $10 Million, we were interested in
pursuing. I then managed the proposal teams proposals to simultaneously
write the proposals. I wrote the technical sections of the proposals,
estimating the man hours, developing the Work Breakdown Structure (WBS),
approved the financial sections, and finalized the proposal through the
legal department. We won three of the proposals and then I shifted rolls
form proposal manager to project manager to simultaneously manage the the
three Y2K contracts, which included customer, subcontractor and primary
contractor management, interviewing, staffing and managing teams, and
resource and material management, to assure that GTE completes the
milestones and deliverables in a timely fashion within budget. After
completing these contracts I then headed up the GTE effort for a contract
with the World Bank to conduct a Y2K assessment of both the Puerto Rico and
Dominican Republic government agencies and utilities. This involved our
team conducting an exhaustive on site evaluations to identify and analyze
their operational risk associated with the Y2K issues, and identify a
remediation plan. I also authored several white papers concerning Y2K
issues, severed as Sr. Engineer on a deliverable review board, and managed
the design & development of our internal Y2K assessment tools.

Duties: As a Senior Systems Engineer/Task Manager I provided daily
