agencies. I have over twenty years of experience in leading engineering, construction and operations for

multiple processing sites and, through continued operational performance initiatives, improved

operational metrics which has placed JEA in the top 5% of all municipal utilities in the United States.

Safety and environmental compliance is in the top quartile for all large utilities in the Country and

continues to improve through innovation. Personnel headcount per customers and site is one of the

lowest while maintaining best in class operational performance with continued increases in net revenue.

I enjoy working on integrated teams in a fast paced environment to quickly define challenges and

opportunities, develop integrated solutions using multiple management tools, setting up performance

metrics for those solutions and implement the changes to meet the expectations of the stakeholders. The

metrics for any change must be focused on the customer or clients requirements and should be clearly

communicated through multiple forms of media. Driving change in integrated solution delivery teams

takes constant communication and measuring performance so that all team members including the client

or customer become stakeholders of the results. When an opportunity is implanted using these tools,

Operations and environmental compliance leadership for regional residuals processing

facility while the facility was expanded with no safety or environmental issues.

Provided leadership and project guidance for the capital infrastructure work developed

to meet a recently negotiated 20 year permit. The program included eighteen projects to

meet the requirements of the negotiated regulatory permit including several unique

projects that were “firsts” in the nation for scope and constructability with savings of

over $20 million to the Utility.

Utilized “expert panels” to reduce major capital improvement costs including reducing

JEA’s St Johns River nutrient removal initiative (NPDES permit limits) funding

requirements from $300 million to less than $70 million while meeting the stringent

goals of the program.

Implementation of an integrated enterprise asset management (EAM) system to lower

overall utility operations cost and increase system reliability and effectiveness.

Implementation of an integrated “smart” SCADA system to reduce energy, maintenance

and personal costs at facilities.

Provided leadership for multiple utility operation contracts including the management

of a $100 million operations contract and providing contract services for water,

wastewater and biosolids processing.
