Successfully managed multiple, simultaneous projects and contracts in multiple environmental program areas. Projects/contracts included firm fixed price, time and materials, and cost plus fixed fee types, and ranged in value from $10,000 to $1.5 million. Continually expanded knowledge and experience into new environmental program areas, including NPDES permitting, 316(b) cooling water intake structures, stormwater, endangered species, drinking water treatment, Clean Water and Drinking Water grants programs, concentrated animal feeding operations (CAFOs), Total Maximum Daily Loads (TMDLs)/Wasteload Allocations (WLAs), risk management, Toxic Substances Control Act (TSCA), Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), National Oil and Substances Contingency Plan (NCP), Emergency Planning and Community Right-to-Know Act (EPCRA), and the OSHA Hazard Communication Standard.

Drafted or contributed to numerous winning proposals and work plans, including technical approaches and cost estimates, for firm fixed price, time and materials, and cost plus fixed fee projects and contracts.

Performed regulatory analysis to determine applicability of NPDES and stormwater permitting regulations to commercial and federal client operations, as well as likely permit changes and additional requirements. Prepared Facility Plan, Environmental Protection Plan, Wasteload Allocation Request, NPDES permit application and Construction Permit Application for federal client industrial wastewater treatment plant. Determined applicability of NPDES, stormwater, Clean Air Act (CAA), TSCA, FIFRA, NCP, EPCRA, OSHA Hazard Communication Standard and other environmental programs to the manufacture of a new treatment technology.

Led drafting of hundreds of industrial and municipal NPDES permits for the States of Texas and Louisiana. Brought projects in under budget, allowing Texas to add additional permits to the projects and allowing Louisiana to reclaim unexpended funds.

Supported EPA rulemaking activities for CAFOs and 316(b) cooling water intake structures by developing independent cost estimates and costing tools, estimating compliance costs and regulatory burdens for various rules options, and responding to public and industry comments.

Performed program evaluations for NPDES permit issuance in the State of California and for Clean Water and Drinking Water grants management in multiple states. Drafted sections of reports documenting findings and making recommendations for improvement.

Led development of web-based tools for tracking NPDES permit issuance, tracking status of TMDLs nationwide, and automating/standardizing NPDES permit writing. Designed user interface screens, identified key data elements, developed business rules, designed database tables and document templates, and mapped data from the user interfaces to the database tables. Prepared design documentation of the tool’s architecture, functional design, database design and relationships, business logic, and development and deployment strategy. Provided training in the use of the tools.

Served as interim project manager for implementation of Florida DEP’s stormwater program for roughly three months Coordinated and oversaw all project activities, including Notice Processing Center, Construction General Permit (CG) inspections, and Municipal Separate Storm Sewer System annual reviews. Coordinated CGP inspection assignments and schedules, performed QA review of inspection reports, delivered draft reports to DEP for review and signature, and oversaw mail-out of signed inspection reports.

Designed field studies, sampling plans, and health and safety plans for collecting wastewater, soil and sludge samples for metals, organics, and petroleum hydrocarbons. Evaluated technical and fiscal feasibility of various treatment options.

Led and performed facility audits to ensure compliance with stormwater program requirements and Clean Air Act reporting requirements. Drafted or reviewed reports on audit findings and recommendations.

Environmental Engineer Supervisor/Environmental Engineer Oklahoma Department of Environmental Quality (October 1992 – May 1999

Promoted regularly and rapidly, beginning as an engineer/permit writer and progressing to supervisor of the Industrial OPDES Permit Unit. Directed, trained and reviewed work of staff of seven engineers in drafting individual and general State and OPDES industrial permits and supporting documentation. Interviewed potential new hires and made hiring decisions. Served on ODEQ Water Quality Division Rules Revision and Permit Fees Work Groups and joint ODEQ/OWRB Water Quality Standards Implementation Work Group. Served as NPDES permitting business rules subject matter expert for development of Facility Management System database tool for tracking all Water Quality Division permits.

Oversaw and tracked industrial permitting process to ensure that applications were processed and permits issued within appropriate time frames, resulting in greater than 50% reduction in permit processing time.

Served on work group to prepare Water Quality Division planning document for FY2000, including setting targets for issuance of State and OPDES individual and general permits and authorizations. Also performed strategic planning for the Industrial Permit Unit, including staffing plans and setting goals.

Reviewed and updated Continuing Planning Process document, including procedures for developing and implementing Total Maximum Daily Loads (TMDLs) and Wasteload Allocations (WLAs) for point sources, and load allocations and best management practices for non-point sources. Developed procedures for permitting significant/categorical industrial users of Publicly Owned Treatment Works (POTWs) in non-pretreatment cities.

Advised on development of, reviewed and commented on sampling plans for field surveys to collect hydrologic and water quality data for use in TMDLs and WLAs. Observed sample collection activities in the field.

Evaluated effluent data to assess treatment system effectiveness, develop performance-based permit limits and determine whether facilities qualified for monitoring frequency reductions. Evaluated effluent and receiving stream data to determine reasonable potential to violate water quality standards and to develop water quality-based permit limits. Reviewed permit applications for administrative and technical completeness.

Participated in public meetings on draft NPDES permits and in public forums for rules revisions. Responded to public comments.
