Senior Acquisition Program Manager
Provided Program Management (PM) support for the Acquisition Category (ACAT) level III $1.6B Engine
Component Improvement Program (CIP) office of the Air Force Life Cycle Management Center (AFLCMC)
Propulsion Directorate. Directly responsible for day to day program management decisions for the CIP F119
engine supporting the F-22 Raptor aircraft. Led technical evaluation teams to achieve realistic cost and
technically acceptable solutions. Managed contract actions from release of request for proposal to contract
distribution. Advised the Government PM on technical issues during Program Management Reviews and
Integrated Baseline Reviews. Evaluated Original Equipment Manufacturers Program Progress Reports and
Integrated Master Schedules for accuracy and completeness. Assigned as the first ever CIP PM support

Coordinated and conducted logistics inspections at 13 bases. Evaluated logistics management compliance and
reported health of logistic programs to four star general. Considered the MAJCOM subject matter expert for
life-cycle logistics. Evaluated root cause analysis, corrective action plans and approved/disapproved
deficiency closure for logistics and maintenance areas. Determined if self inspection program, self identified
deficiencies were on track to correct root causes. Inspected programs’ life cycle management plans to ensure
all supportability elements were documented and/or accounted for in performance work statements (PWS) if

Superintendent for Logistics, Deputy Program Manager for Logistics (DPML), Senior Enlisted Advisor
Managed over 50 military, civilian and contractor personnel through all aspects of logistics. Advised group
commander on critical logistical concerns. Selected as group DPML assigned to the $15B ACAT level I
JSTARS acquisition program. Interfaced with Air Combat Command, Air National Guard, technical order
managers, contractor and field units, and equipment managers. Analyzed acquisition elements to ensure
logistics issues are planned and funded early in the program lifecycle to support sustainment and disposal.
Reduced Communication/Networking Upgrade Logistics, Manufacturing and Quality contractor effort by
42K hours and $8.4M. Developed “Quality to Quality” program with contractor and Defense Contract
Management Agency (DCMA) to insure system issues corrected immediately. Provided logistical expertise to
DCMA for functional configuration audits and physical configuration audits assuring the government’s
satisfaction prior to delivery and receipt approval. Signatory for JSTARS configuration control and risk
management boards. Influenced design of 11 major programs including; Force Command Battle Brigade and
Below, Beyond Line of Sight, Interim Capability for Airborne Networking, and Digital Fuel Quantity
Indicating System, Affordable Moving Surface Target Engagement, Re-engining, Satellite Communications,
and Total System Support Responsibility. Worked closely with program managers, financial managers,
engineers, test and evaluation personnel, operators, maintainers, and contracting officials to ensure logistics
requirements were included in appropriate documentation, were compliant with Air Force regulations, and
funded for long term technical support. Guaranteed modifications were logistically sound and met reliability,

contractor interim logistic support to fully organic supported systems. Ensured verification of technical data
