Consolidation
- Managed a project to restructure and consolidate four customer (PLANS)
help desk with in Blue Cross Blue Shield (BCBS) Federal Employee
Program Operation Center (FEPOC). Restructured the help desks into a
ITIL based Consolidated Service Desk (CSD) with a Tier-1 and Tier-2
structure to improve customer support and service, and reducing
staffing from 53 to 36 people. Help desk provides support for around
705 customers daily and approximately five million federal employees
during "open season".
- Oversaw the creation of a Knowledge Base (KB), created with Drupal, to
assist the newly formed CSD. Researched various commercial KB
products and made recommendations for which tool to use for
development. Developed processes and procedures for managing the KB.
- Developed and documented new priority levels, service level
agreements (SLAs), and operational level agreements (OLAs) policies,
procedures, and escalation criteria for the new CSD.
- Restructured and documented their current four separate help desk
workflows into one consolidated workflow.

Line (IOL) Web based Domino application. This database is used to
develop and track International Agreements and includes Cooperative
Research & Development Memorandum of Understanding, Project
Arrangements, agreements for exchange of people, information or
material, and international standardization agreements. This project
also included providing analysis and web development of the Committee
of the Chiefs of Military Medical Services (COMEDS) NATO International
On Line system for national staffing/review/approval and promulgation
of NATO standardization agreements.
- Managed the Re-engineering the Office of Emergency and Remedial
Response (OERR) Business Processes - including the analysis of current
processes, suggested and developed new streamlined processes,
developed various IT systems, prepared and conducted training in the
use of custom applications, and provided user support. Managed all
system development life-cycle activities, including analysis, design,
programming, testing, implementation, and maintenance.
- Managed the development of Lotus Notes/Domino development guidelines,
processes, and standards for both clients and SRA. These guidelines
became the standards for complete life-cycle development for
Notes/Domino applications. Covering requirements analysis, design and
development, configuration management and version control, testing,

- Oversaw the baseline assessment and redesign of the EPA Home Page.
Assisted in managing the development of EPA's Web Guide on the
Internet and Intranet- a compilation of policies, procedures, and
