New Building Project for Series Production of Twelve (12) New Build Naval Platforms

A premier shipyard in U.A.E. engaged in construction of Naval Combat Vessels for Gulf Navies and Dry -docking of Vessels for National Oil Companies

I’m responsible for program management for series construction of new building Ghannatha Class Naval Vessels at the Musaffah yard.

Some highlights of my present achievement are:

• Developed build strategy for series production of vessels at Mussafah Yard, established work methods including planning & scheduling of hull blocks, sequence for structural assembly, weld sequence for aluminium hull, installation of equipment plant machinery & outfitting, zone completion, quality inspection, acceptance testing and preparations for launching, system trials, commissioning & vessel delivery to customer.

• Coordinated and assisted Planning with development of WBS, work packages, cost codes, program master schedule MTS, construction milestone, scheduling of buyer’s furnished equipment BFE’s, factory acceptance testing FAT by equipment vendors and liaison with supply chain manager for tracking shipment of critical equipment.

• Implemented cost control procedure including ‘Hold-Point’ Inspection & ‘Change Order’ procedure before releasing payment to subcontractor and vendor.

• Maintaining project ‘Risk Register’ at program office for all production & contractual risks effecting vessel delivery program and advice to senior yard management on mitigation of risks.

• Reviewed project estimate with chief estimator and established proposal basis, project scope, compliance with contractual obligations, project qualifications, estimated materials & manpower levels

Design & construction of a class of three 32M Offshore Patrol Vessel for Navy

• Developed Design and Detailed Production Engineering & Procurement Packages, Value $15M

• Owner’s Representation at the construction site and ensured compliance with design specifications

• Three vessels are currently in service with the Client

• Responsible for the project design work and production engineering for a class of three offshore patrol vessels. The work involved development of a concept design which complied with ship project definition and user’s operational guidelines. A scale model was tested in a towing tank and the results verified predicted speed and endurance for the proposed design

• Detailed production engineering packages were developed for steel fabrication, hull outfitting, propulsion plant, auxiliary machinery and electrical systems. Technical negotiations were held with the builder’s shipyard and hull construction work was successfully completed for the first of a class of three vessels. A procurement document containing detailed purchase specifications was prepared for ship equipment including main engines, steering system, electrical generators, rudders, propellers, shafting, piping systems, electrical & electronic equipment, deck machinery and hull outfitting items and all equipment were procured thru an international competitive bid enquiry. The detailed design also involved technical collaboration with China Shipbuilding Corporation for internal production engineering of accommodation and hull outfitting items

• The construction work for the first vessel was completed one month earlier than due date without any major design & build issues. All commissioning trials were satisfactorily completed and the boat is in service with the navy.
