Summary
Twenty-five (25) years of experience includes the schedule development and
management of waste water treatment facilities, bio-tech facility, airports,
infrastructure, renovation, nuclear plant, commercial, retail, healthcare, and
educational projects. Throughout my professional career, I have successfully applied
CPM scheduling techniques in organizing and controlling a full range of project tasks
from programming, design, and procurement through to construction, commissioning,
and closeout. CPM scheduling responsibilities included preliminary baseline planning
and network development, master project/subproject schedule development, detailed
construction schedule development, cost and resource loading, schedule updates and
reviews for payment applications, schedule fragnet development and analysis for
change orders and delay claim negotiations. Often called upon by clients to provide
guidance and recommendations in the development of scheduling specification
requirements as part of the contract documents. Additional experience includes
authoring schedule narrative reports, develop resource and cost matrices, time-scale
logic diagrams and cost loading resource histograms and burn-down curves as needed.

Preparing detailed narratives and schedule comparison reports for purposes of
explaining, defining, and quantifying delay impacts to prepare for negotiation of cost
and time extensions. Perform QA/QC reviews of Contractor schedule submissions for
conformance of the contract and specification requirements, which involved an
evaluation of the critical path, cost loading, manpower loading, and schedule content,
use of relationships, constraints and milestones. Perform schedule impact analysis for
scope changes submitted by the Contractor. Routinely participate in schedule review
and change order meetings with clients and contractors for the purpose of evaluating
time extension change orders and claims. Since the inception of Primavera’s software
tools, my scheduling skills continue to develop to include P6v7.

Water Plants including engineering design and construction of primary Control Room
Facility at Hyperion Waste Water Treatment Plant.

Responsibilities:
Selected as the Senior Project Scheduler for this $95 million Waste Water Control
System Replacement for the City of Los Angeles. The Project includes five (5) major
Distribution Control Center upgrades and installation of a primary Control Room Facility
and while the five (5) Waste Water Treatment Plants continue day to day operations for
Los Angeles. Project Management services for the project include design/build
engineering and reviews, development of the master baseline schedule, resource
loaded with cost and man-hours; budget and schedule control; life cycle management;
facility startup and turnover, close-out and warranty support. As a Consultant, my
responsibilities include preparing baseline schedules and schedule basis document for
approval by project teams. Perform weekly schedule review meetings with the project
team. Prepare and provide schedule progress reports, trending charts and schedule
analysis. Monitor schedule deviations and variances and assist in the developing
alternate methods for corrective action. Assure credibility of the information contained
in the schedule. Analyze schedules from A/E firm, vendors and contractor. Made

preparation of shutdown cycles for 2012 through 2014 while the plant is online. Prepare

Responsibilities:
Selected as the Senior Scheduler and Planner by the Long Range Planning Group and
the Unit Reliability Team. As a Consultant, my responsibilities included development of
the Master Plan Schedule for the upcoming outage cycles for 2012 through 2014. Each
outage cycle consists of approximately 60 major modifications to the plant and 30
maintenance modifications while the plant is running online. My duties included
coordination with Design Engineering for scope of work, estimating for preliminary
costs and resources and Construction for implementation of the work. Responsible for
presenting schedules during the Unit Reliability Team weekly meetings to support scope
stability and potential funding of projects. Some of these projects require high-level
planning and development of which many are high risk projects. The Master Plan
Schedule requires manpower and cost loading, logic sequence, WBS code structure
development, manpower and cost histograms as well as burn down curves as required.

Responsible for schedule development and management for six (6) of nine (9) high-
profile major modifications ranging from $3M to $10M, scheduled to be performed
during two (2) outage refueling cycles. These high-profile projects require in-depth
development of schedule details including cost loading, resource loading, WBS
structure development, and coordination with plant Operations and Security. Interface
with Work Control to ensure timely tag-out of critical equipment planned during the
outage periods. Coordinate with the Nuclear Construction Engineers and Project
Managers from inception to completion of the projects. Utilize Pipeline software
interface between Primavera and SAP. Schedule operations and work package detail
from Engineering through Implementation and closeout. Report weekly progress
updates for project team meetings and monthly earned value performance reports to
the Division Manager.

and Regional Scheduler to prepare comments and present the analysis to the
Contractor. Oversight and contract support as it relates to schedule requirements and

Responsibilities were to oversee schedule management of new elementary, middle
schools and high schools in the south region of Los Angeles. This required my in-depth
management in schedule development, monthly updates, schedule reports, impact
analysis, site review and evaluation. Reported directly to the Project Director for each
site, coordinated schedule meetings, used delay mitigation measures for potential
future issues and worked very closely with the construction team to manage and
complete various schedule phases of the construction work on time with minimal cost
impacts. Performed schedule impact analysis for all change order work, RFI’s and
architectural directives for change.

Responsible for claims evaluation and analysis in preparation of trial, arbitration or
mediation. Prepare and present cost analysis detail to Clients for pre-trial settlement.
Specific assignment was to develop cost, time delay, evaluation of impacts to cost
over-runs for a $1.8M dollar lawsuit. The project took 4 months to develop the proper
documentation while working with significant experts in the field of Architecture,
Construction Management, The City of Huntington Beach, several Attorneys and the
personnel of the construction firm that filed the lawsuit. Prepared schedules and
impact analysis from 20 boxes of material including daily reports, project plans and
specifications, change orders and correspondence. I was successful in developing
supporting evidence of impacts with over 10,000 documents and schedules
chronologically demonstrating the delay impacts. This analysis consisted of over 35
notebook exhibits presented in court. The Contractor was successfully awarded the
lawsuit in court due to the preparation of the documentation I put together for the
case. I also performed schedule reviews and analysis for a variety of projects, e.g.
condominiums, hotels, apartments and commercial real estate development.
Developed schedules and claims protocol for use in proposals. Prepare and present
basic scheduling class to demonstrate pre-planning needs to architects, developers and
contractors.
