Overall responsible for monitoring and controlling project schedule performance of all ongoing projects of
Construction Department located in Jeddah, Rabigh, Medinah, Makkah, Jizan, Al -Baha, Hail and Taif based at ZFP
Head Quarter PMO in Jeddah, Saudi Arabia in coordination to assigned Project Managers. Responsibilities include
the following but not limited to:
Maintains and monitors the Project Cost Control System, which includes evaluation and c ommunication
methods, conformance to policies and procedures and tracking and reporting tools, to ensure that Project
cost control requirements, milestones and overall budget objectives are met.
Supports the Project Team by assuring that all essential cost control aspects of the project (such as
adherence to scope, milestones, budget and schedule, manpower, man -hours, contractor issues, etc.) are
monitored and communicated to the proper Team Member(s).
Provides assistance to Project Team to ascertain cause of significant deviations from planned budget and
cost performance, requirements and/or milestones. Assists in the development of action plans to correct
unfavorable budget control performance or to take advantage of unusually favorable cost performance
trends.
Monitoring of man-hours and manpower resources assigned in every project.
Establish and update a high-level integrated master schedule using Primavera P6 for all ongoing projects
which is linked to manpower mobilization and demobilization plan.
Review and approve contractor’s submitted program of works which includes Work Breakdown Structure
(WBS), Project Schedule Baseline, Cash Flow, Manpower Histogram, Cost Loading, Resource Loading,
Progress Reports, etc.
Preparation of project performance analysis report and project progress reports. Perform earned value
analysis of project performance and provide report of deviation from schedule and cost baseline to Project
Manager for necessary corrective action.
Ensure all information is properly coordinated, discussed and reported between all members of the Project
Group, the possible changes and potential trends in terms of design, cost, schedule, contract interpretation,
labor and materials that will occur during project duration.
Collect and review all details of any trends to make appropriate evaluation, analysis and resolution.
Responsible for maintaining and updating status and action reports for potential trends and contract trend
notices for scope changes and non-scope changes and its registers.
Utilize Project Tracking System (PTS) to track and records project data and related information.
Ensure that all data and information are properly recorded and coordinated to all project concerned
personnel such Department Director, Project Directors, Project Managers and Discipline Engineers.
Recommend solutions and corrective actions on any deviation against the project baseline.

Preparation of proposal documents such as man -month rate schedule, project management approach,

Prepare the Internal Quality Audit Schedule in coordination with the QA Manager prior to year start.
Conduct / perform internal quality audit for all depar tments to determine compliance to ISO requirements

created by the contractor. Proper definition and organization of Work Breakdown Structure (WBS), Cost
Breakdown Structure (CBS), Cost Accounts, Activity Codes, definition of Project Milestones, schedule
development, review the feasibility of activity sequences with their respective predecessors and successors
activities, durations of activities based on the nature o f work required and productivity norms used, method of
progress measurement, basis of estimates, determine critical activities using PERT and CPM, establish schedule
and cost variance threshold, ensure that engineering schedule, procurement schedule and co nstruction schedule
coincide accordingly, review the assigned resources to determine whether it is sufficient to perform the required
tasks, verify cost loaded in every task against the approved BOQ value and overall justification based on the nature
of work required. Ensure that the prepared programme of works is in compliance with client’s programme of works

Project Execution, Monitoring & Controlling Phase
Properly monitor project progress and deviation from project schedule baseline and cost baseline. Review/approve
contractor’s submitted reports to determine completeness and request rectification of any di screpancies.
Preparation of project reports for client such as weekly and monthly progress reports, lookahead schedule, high
level project milestone schedule (Level 5) using Primavera P6 V7.0 (EPPM), Primavera Contract Management
(PCM), S-curve, pie chart, pivot table, spreadsheets, tabular and graphical reports, status reports of material
submittals and shop drawings submittal. Perform earned value analysis of project progress performance to
determine any adverse effect to the project that would jeopardize in achieving the project target completion date.
Recommend recovery plan to contractor on how to cope up with any delay of scheduled critical activities. Attend
weekly progress meeting with the client and contractors to discuss ongoing project related iss ues as well project
risks and recommend corrective action wherever necessary. Determine and verify contractor’s submitted progress
% whether it reflects the actual work executed on site. Record project issues/risks and the action undertaken to
minimize or eliminate the negative impact to the overall project performance. Determine cost and time impact
during integration of new activities schedule into the project baseline of client’s issued Site Instructions to the
