1. On the invitation of the Secretariat of the 1996 UNESCO World Congress of Engineering Educators and Industry

Leaders, held on 2- 5 July 1996 at Paris, a paper entitled “Match of frequency for symbiosis of higher & technical

institutions, industry and R & D organizations for Industry Institute partnership in Indian environment” was presented in

the office of the UNESCO, Paris, France.

2. The aforesaid paper so presented was published under the UNESCO program in big volume in the form of a

proceedings and all the copies of the number of volumes of the Congress proceedings were supplied to me free of any

cost with no other charges. The Confederation of Indian Industries (CII) used the paper presented at the conference

UNESCO-Paris in July 1996 as a Background Paper for the Theme of the Technical Conference/Meeting on the Vision

2010.

7. Educational Events, Contributions, Facts and Figures :

1. For the first time in the history of the UGC, New Delhi, on the decision of the Hon’ble Supreme Court,

Government of India, New Delhi for organizing All India Entrance Examination for the concerned Universities in the

State of Tamil Nadu by the University Grants Commission (UGC), this senior level Joint Secretary, Bureau Head and

Administrative-in-charge of NET/SLET Office conducted All India Joint Entrance Examination (AIJEE) at national

level in 67 identified centres all over India for students aspiring for admissions into Engineering and Technology,

Medical, Dental, Pharmacy subjects within the prescribed schedule of the entrance examinations providing merit list for

selection and admission recruitment according to the subject disciplines in the concerned University. This success was

of the highest order within the limited time frame and limited uses of human resources, administrative and management

support. Practically, all the UGC identified NET Centres (around 67) under direct control and supervision all over India

were brought as Admission Examination Test Centres. Every confidentially in all aspects of the enrolment, examinations

for fulfilling admission requirements were undertaken with self generated innovative ideas, techniques and strict

confidentialities in such a high risk involved controversial examination matter already facing hue and cry in the light of

the Supreme Court Order. Moreover, the medical, engineering & technology admissions were very special and cost

effective being high in demand. Preparing question papers in all fields by highly dignified experts of integrity and

eminence in their fields of interests were really challenging tasks and were very crucial. The tasks of distributing the

huge volume in bulk of the entire examination materials on the prescribed dates of the examinations schedule in all

those selected centres all over India were really tremendous and gigantic work, specially keeping in view of the

geographical placements and conditions of the various University / Institutions all over the states in the country, The

infrastructure and facilities support to conduct such a daunting tasks without any preparation whatsoever came

practically as a bolt from the blue and in fact made me heart shivering for undertaking such a daring daunting task with

earnest request of the Chairman, UGC even at the cost of the service and family at high risk from all angles to save the

UGC and the Nation from such a distress. The Honorable Supreme Court already issued stricture for the resultant

delay earlier by the UGC in supplying the required information to the Court in regard to conduct of the examination for

enrollment, admission in those Universities in the State and this had created a serious concern to the Chairman, UGC.

However, the success story of great satisfaction with a systematic conduct of examination really provided sufficient

relief.

2. National and State Level Eligibility Tests (NET/SLET) in 76 subject disciplines including Humanities,

Social Sciences, Art and Culture, Geography, Mathematical Sciences, Physical Sciences, Chemical Sciences, Animal

Sciences, Biological Sciences, Geological and Earth Sciences, Sports Sciences, Engineering and Technology,

Biotechnology, Management etc were organized and conducted in 67 centers in Indian University Education system

all over India twice in a year with all measures on enrollment management, strategic development plan to attract and

enroll and essential recruit of the number of aspiring applicants and pool of quality students that meet the university's

goals and objectives to invariably strengthen Indian University Education and Research by playing a vital role by the

Universities as the prominent player in the top tier of national education system in universities. The office of the Joint

Secretary (NET/ SLET) and JS (SA) (Selection and Awards, Bureau Head and Administrator in Charge in addition to

Delhi NET Office, Pune Office), headed by the undersigned officer, was to act as the major action player in this

important activities of the UGC in human resource development vis-a-vis nation building. All these examinations were

conducted with strategic planning by applications and adoption of new technology with the consent of the Chairman,

UGC on all matters in confidence. All matters starting from advertisement in inviting applications to the declaration of

results followed by marks and grading system, as the case may be, on merit according to the Institutions or otherwise

as per the purpose of the examinations, were excellently organized and finalized with credit using very limited human

resources but with huge cooperation of the experts in all those fields of academic and research interests. All criteria of

enrolment, admission, registration, paper settings, choice/ selection of examination, enrolment, tests centres,

selections of examiners and observers, paper scrutinizers, reviewer in line with the policy framework or with adoption

of new system, procedure and technology and well defined policy frame work were creditably completed. Results were

declared well in time. All essential measures were taken to communicate the candidates applied for appearing in the

examinations in all fields of interests with their essential information including name, address, date of birth, roll number,

scanned authenticated signatures with affixed photographs, identity cards well in advance intimating test date schedule

time table . Arrangement of their stay, preparation of question papers, paper checking, use of question banks,

circulation of question papers ready for use, final paper settings for the vast Indian continent in East, West, South,

North and Hilly areas of the North East of the country were arranged administratively.

3. Use of New Techniques in Admission and Examination Techniques: The ICR (Intelligent Character

Reader/Recognition) and OMR (Optical Magnetic Reader) techniques with essential manual system were applied in

conducting the pre- and post examinations for both NET and AIJEE. With the adoption of this new technology, the NET

was conducted in 76 subject disciplines in 67 university centres selected from all over the country having totally

complex and heterogeneous environment. This attempt was made by making uses of very limited human resources

especially for the pre- examination part. The entire techniques applied with more authenticity and confidence were

appreciated by the Education Community and the students participated in the examinations. More over it was free from

all sorts of mal practices and irregularities. This was really a good contribution from the part of Higher Education of the

country and the same new techniques were followed and applied by Universities/ Institutions in the State under State

Level Examination Test (SLET) and in other universities too. The admission test has adopted issuing admit cards with

the photograph, signature, choice of centre, choice of candidate’s subjects and roll numbers accordingly for

Examination Centre. The entire syllabi, education materials and sets of question papers in all such subjects were

accordingly restructured, redesigned for quite a good number of applicants. The examination nationally was completed

and results were declared within a very short time and the objectives of the Hon’ble Supreme Court were fulfilled. This

assignment was a challenge and was given to the undersigned by the UGC, Chairman for completing the time bound

assignments on war footing

4. Within 10 months, 3 National Education Tests (NET) for eligibility of students appearing or appeared

Master’s degree qualifications for Junior Research Fellowship (JRF) and Lectureship and one All India Joint Entrance

Examination (AIJEE) for admission of students in Medical, Pharmacy, Engineering, Technology and related areas) were

organised with essential, management and control of four admissions, enrolment, registrations, examinations. About

250000 (two and half lakh) students participated in all these four examinations.

5. In the position of Adviser (Resource Generation) in the Indian Institute of Information Technology (IIIT),

Allahabad, an established Centre for Excellence In IT by the Government of India and a University established under

section 3 of the UGC Act 1956, offered to me with completion of long 39 years of service since (1971-2009) in

University (1971-1986), Industry and Apex Higher & Technical Education Body UGC (1986-2009) & AICTE (1994-1997)

in different capacities, sufficient contributions within the limited time period of 1 years of services were made in

streamlining of all matters of academic affairs, specially research functions on promotion, development, research pursuit

of excellence, students’ research career growth, research policies, planning, examination-interview, selections, scrutiny,

admission, enrolment
