WORK HISTORY
June 2009 - March 2013, Sr. Business Specialist, INL, Battelle Energy
Alliance (BEA) LLC.
Position reported to the Executive VP for management. Responsibilities
included development and facilitation of a management workshop. This role
required a broad understanding of how the INL operates including
organization objectives, strategies, mission areas, human resources, and
leadership expectations. Also responsible for leading an "employee
engagement" initiative focused on improving the work environment such that
INL becomes one of the great places to work. Special assignments as
requested by Executive VPs and/or other senior managers.
June 2007 - June 2009, Management System Process Lead, Engineering
Department, INL, BEA
Position reported to the director of Facility Management. Responsible for
leading and supporting the Applied Engineering Management System
initiative. This included identifying and implementing process improvements
in several management system areas including safety, engineering, quality,
and document control. Duties required exceptional communication and
interpersonal skills in working across multiple organizational boundaries
and integrating cross functional requirements. Led a team consisting of ten
managers and employees.
1994 to 2007 - Employee Concerns Manager, Ethics Officer INL
1994 to 1999, Lockheed Martin - position reported directly to the INL
Laboratory Director/President. Responsible for development, coordination
and oversight of the Employee Concerns Program and Ethics Office. Promoted
high standards of ethical conduct and a provided a "safe haven" for
employees to report concerns. Conducted investigations, resolved issues
and assisted management in addressing findings of misconduct. Provided
advice/counsel to senior management in evaluating ethical issues and
enforcing business policies and practices. Analyzed statistical and
trending data to better understand employee issues and the work
environment; conducted quarterly briefings to senior management; developed
training programs for ECP and ethics; and interfaced with corporate offices
and Department of Energy. Duties included interpretation and application
of internal policies and procedures as well as government regulations,
statutes, and requirements. Extensive training, knowledge and experience
in dealing with allegations of retaliation (whistleblower complaints).
Position required regular interface and coordination with Human Resources &
Diversity organization to ensure compliance with all Affirmative Action and
EEO guidelines.
1999 to 2007, Bechtel and BEA - position reported to the director of
Internal Audits. Additional responsibilities included the role of conflict
of interest (COI) officer and member of the INL Institutional Review Board
(IRB). As COI officer, responsible for assisting employees and management
in recognition and disposition of COI issues. Provided advice/counsel to
senior management in the resolution of complex and high risk COI matters.
As member of the INL IRB, contributed to ensuring the rights and welfare of
human subjects in research by minimizing risk and maximizing benefits.
Served as the Health and Information Privacy Act Officer responsible for
ensuring the privacy and protection of medical records. Served as the
Procurement Ombudsman responsible for resolving issues reported by
vendors/potential vendors.
January 1994 to October 1994 - Manager, Records Management
Provided technical and administrative direction to the Records Management
Unit. Specific activities included records management, forms management,
and DOE/government correspondence control. Developed policies and
procedures that ensured company and DOE records were managed properly.
Responsible for developing and executing short and long-term strategic
plans consistent with DOE and INL goals and objectives.
1980 to 1994 - Principal Administrator/Technical Lead, Chemical & Materials
Research & Engineering (CMRE) group
Supervised approximately ten professional administrative employees in
support of seven managers and approximately 250 employees. Provided
services in the areas of management processes, budget, ESH&QA compliance,
procedures, and operations. Responsible for preparation and publication of
the CMRE Group 5-year Operations Plan. This included development of
projections for staffing levels, office/laboratory space, capital equipment
and funding. Financial responsibilities included preparing cost
estimates, analyzing budgets, tracking expenditures, and preparing work
packages.
